About this file
This is Standard Form 30 (SF 30), Amendment 0001 to solicitation W81K0026QA222, issued by the Department of Defense/Army on July 15, 2026. The amendment provides answers to questions and updates special terms and conditions for a dry ice delivery contract.
The solicitation requires delivery of 1,100 pounds total of dry ice nuggets in insulated containers on a weekly basis (Thursdays, 7:30 AM–4:00 PM Central Standard Time) for 52 weeks to three Fort Hood, Texas locations: Robertson Blood Center (500 lbs), Carl R. Darnal Army Medical Center/Specimen Processing (500 lbs), and DPM-Environmental Health Services (100 lbs). Containers are exchanged weekly rather than accumulated. The contracting office is W81K00 at MCRCO West Medical Readiness Control Office West, Fort Sam Houston, Texas. The solicitation uses a Lowest Priced Technically Acceptable (LPTA) evaluation approach with technical acceptability as the primary factor and fair and reasonable pricing as the secondary factor. Offerors must submit completed SF 1449 forms with pricing for base and all option years via email to shenecqua.n.soares.civ@health.mil. The original question deadline was July 14, 2026 at 4:00 PM CST, with answers posted by July 15, 2026 at 1:00 PM CST. Contractor personnel require background checks and personal identity verification per FAR 52.204-9 and must complete iWatch training within five calendar days of contract award. An SBA Non-Manufacturer Rule class waiver exists under NAICS code 325120 for industrial gases manufacturing.

52.212-2 ADDENDUM
Paragraph (a) is hereby replaced with the following:
Award will be made using the Lowest Priced Technically Acceptable (LPTA) source selection process. The Government will award a contract resulting from this solicitation to the responsible offeror whose quote meets all Technical evaluation factors and whose price has been determined fair and reasonable. Award will be made to the responsible offeror on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors.

Therefore, each initial offer should contain the offeror's best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if it is later determined by the contracting officer to be necessary.
EVALUATION PROCESS:
The government will initially list offers from lowest to highest price. The government will evaluate the lowest priced offer first. If that offer is determined technically unacceptable, the government will evaluate the next lowest priced offer and continue in that manner until an offer is rated Technically
Acceptable. If an offer is rated Technically Unacceptable, the Government will not evaluate any other subfactors. USING THIS PROCEDURE, THE GOVERNMENT MIGHT NOT EVALUATE
ALL OFFERS.
The following evaluation factors shall be used to evaluate offers:
