About this file

This is a Women-Owned Small Business (WOSB) Solicitation for Commercial Products and Services issued by the U.S. Army Medical Department Activity at Fort Carson, Colorado. The solicitation number is W81K0026QA093, with a solicitation issue date of 04 MAR 2026 and offer due date of 10 MAR 2026 at 3:00 PM Central Standard Time. The contract specialist is Darryl O. Bryant (210-221-3165) and the contracting officer is Albert Lee.

The Government seeks to award a sole-source purchase order to the incumbent contractor for point-of-care (POC) medical testing services and related supplies. The base requirement covers one year (01 APR 2026 – 31 MAR 2027) with four one-year options extending through 31 MAR 2031. Five base line items are required: Abbott i-STAT POC (0001), Nova Statstrip (0002), AccuChek (0003), Sofia (0004), and Clinitek Status (0005), each priced on a quarterly basis for firm fixed price. An Abbott RALS Software License is also included. Corresponding option line items (1001–4005) mirror the base CLINs for each option period. All inspection and acceptance occurs at Fort Carson (DoDAAC HT0787). Quotes must be submitted in two volumes: Volume I (Administrative) with completed SF 1449 form, certifications, and company information, and Volume II (Price) with detailed pricing to the hundredths decimal place in the SF 1449 schedule. Award will be made based on price reasonableness using price analysis in accordance with FAR 13, without discussions unless necessary. The contract incorporates standard FAR and DFARS clauses including those related to cybersecurity, small business programs, and payment via Wide Area WorkFlow (WAWF).

Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

[Insert evaluation factors in the relative order of importance. For requests for proposals, state: Evaluation factors other than price when combined are [significantly more important than price/approximately equal to price/significantly less important] than price. For invitations for bids, list only price and price-related factors.]

Price

(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Addendum to Evaluation - Commercial Product and Commercial Services

ADDENDUM TO 52.212-2

Paragraph (a) is hereby replaced with the following:

(a) Sole Source award will be made using price analysis to determine best value and price reasonableness. Award will be made to the incumbent contractor that has been found to be technically acceptable and a responsible offeror on the basis of the price reasonableness meeting or exceeding the acceptability standards for non-cost factors. Award may be made without discussions with offeror (except communications conducted for the purpose of minor clarification). Therefore, the sole source offer should contain the offeror's best terms from a price standpoint.

However, the Government reserves the right to conduct discussions if it is later determined by the contracting officer to be necessary.

(b) Evaluation criteria consists of Price Reasonableness factors. The Government will make an independent judgment of price reasonableness based on the ability to meet the requirements stated in the Statement of Work

Statement contained in the solicitation. The following factors shall be used to evaluate offers:

Factor 1. Price:

The Government will evaluate the sole source quote for award purposes by overall total price.

The quoter is required to accurately complete the SF1449 contract line item schedule of supplies/services. Failure to provide a price for any contract line-item number, unless it is specifically identified as "not separately priced" within the quote, will be construed to mean the offeror cannot meet the requirements of the Performance Work Statement. All quotes will initially be reviewed to determine whether each quote contains the required pricing for each test. Any quote failing to price all required testing, unless the test is identified as "not separately priced", will not be evaluated further and will be ineligible.

Price will not be scored or rated. The Government will evaluate quoters for award purposes by adding the total price for all options to the total price for the basic requirement. For evaluation purposes, the Total Evaluated Price (TEP) is the sum of all CLINs combined. Evaluation of options shall not obligate the Government to exercise the option(s). The TEP will be evaluated for fair and reasonableness.

Fair and reasonableness: A price is fair and reasonable if, in its nature and amount, does not exceed that which would be incurred by a prudent person in the conduct of competitive business. The Government will use any of the procedures of FAR 13.106-3(a) to make a fair and reasonable determination on TEP. Pricing will be reviewed to determine reasonableness based on market research.

Options. The Government will evaluate quoters for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). The last option year prices will be valid for any extensions.

A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a purchase order without further action by either party.

Before the quoter's specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are interchanges after its receipt, unless a written notice of withdrawal is received before award.
