About this file

This is a Standard Form 30 (SF 30) Amendment to Solicitation W81K0025QA115 for Interoperative Neuromonitoring Services issued by the W40M MRCO WEST Medical Readiness Contr Office. The amendment updates the solicitation documents, adding the IONM National Competency Skill Standards and a Questions and Responses document. The contract will be awarded using the Lowest Price Technically Acceptable (LPTA) process, with three evaluation factors: Technical Capability (PWS Compliance), Price, and Past Performance.

The solicitation requires a contractor to provide Interoperative Neuromonitoring Services for the Department of Surgery at Brooke Army Medical Center, including monitoring equipment, a remote monitoring physician, and necessary disposables. To be considered, offerors must submit a capability statement demonstrating PWS compliance, achieve at least an "Acceptable" technical rating, provide pricing for each Contract Line Item Number (CLIN), and have an acceptable or unknown past performance rating. The government will award a Firm-Fixed-Price contract to the responsible offeror offering the best value, with the effective date of the amendment set for 02 JUL 2025.

Addendum to Evaluation - Commercial Product and Commercial Services

Miscellaneous text in this section has been modified to:

52.212-2 Addendum to Evaluation - Commercial product and Commercial Services

Paragraph (a) is hereby replaced with the following:

W81K0025QA1150001

The Government will award a Firm-Fixed-Price (FFP)contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the best value to the Government. Award will be made using the Lowest Price Technically Acceptable (LPTA) process. The following evaluation factors shall be used to evaluate the offer:

Factor 1 - Technical Capability: Performance Work Statement (PWS) Compliance

Technical capability ratings reflect the Government's confidence in the offeror's ability, as demonstrated in its written technical proposal, to perform the requirements stated in the solicitation. The Government will make an independent judgment of the probability of success. Prospective contractors shall demonstrate that the service offered complies with the technical requirements described in the Performance Work Statement by submission of a written capability statement with their offer which specifically must address adherence to the PWS. To receive consideration for award, a rating of no less than "Acceptable" must be achieved in technical acceptability. The following ratings will be assessed:

ACCEPTABLE: To receive an acceptable rating the proposal shall clearly demonstrate that the offeror fully understands and is capable of performing the requirements of the Performance Work Statement.

UNACCEPTABLE: An unacceptable rating will be assessed on any offeror that presents a proposal that fails to clearly demonstrate that the offeror fully understands the requirement and is technically capable to perform the requirements of the Performance Work Statement.

Factor 2 - Price:

The Government will evaluate the pricing to determine if it represents a fair and reasonable price once the proposal has received an acceptable rating for technical capability and past performance. Offerors' pricing must be determined to be fair and reasonable in order to be eligible for an award. Award will be made on a Lowest Price Technically Acceptable(LPTA) basis. A Responsibility Determination will be made prior to award in accordance with FAR 9.104-1. Offerors shall indicate a price for each CLIN to be eligible for award.

Factor 3 - Past Performance

The following adjectival ratings will be used to determine degree of performance risk associated with the offeror's past performance.

Acceptable- Will be determined on the offeror's performance record, the Government has area sonable expectation that the offeror will successfully perform the required effort, or the offeror's performance record is unknown.

Unacceptable- Will be determined on the offeror's performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

Note: In case the offeror does not have a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, ""unknown" shall be considered "acceptable.

Paragraph (b) is hereby replaced with the following:

The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. In addition, given that FAR Clause 52.217- 8, Option to Extend Services, provides that the Government may require continued performance of any services within the limits and at the rates specified in the contract (i.e., the rates in effect when the Option to Extend Services clause is exercised), for purposes of evaluating this option, the contracting officer will consider the prices submitted for each CLIN, since those would be the binding prices should this option be exercised. Evaluation of this option shall not obligate the Government to exercise the option.

(c) A written notice of award or acceptance of an offer, within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of provision)
