About this file
This document is Amendment 0001 for Solicitation W81K00-25-Q-A053, containing seven bidder questions and corresponding government responses regarding a Standardized Patients (SP) contract for the Interservice Physician Assistant Program (IPAP) Reproductive Training Aides (RTA) Lab Training. Key details include clarifications on contract pricing, performance, and operational requirements: (1) Other Direct Costs (ODCs) like travel must be incorporated into proposed pricing for CLINs 0001-4001, with no separate CLIN for ODCs; (2) no formal training is provided by IPAP staff for patient models, and the government will supply a physical exam checklist; (3) pay rates for SPs are to be established by the offeror, not preset by the government; and (4) training occurs quarterly from 12:00 PM until completion (typically 5 PM) at a local clinic on JBSA, such as the CPT Jennifer Moreno Clinic or McWethy TMC, with SPs required to remain until the training event concludes.

Solicitation W81K00-25-Q-A053, Amendment 0001
1. Bidder Question: Are Other Direct Costs (ODCs), such as travel, authorized on this contract? This will likely have direct effects on how companies structure their quotes.
a. Government Response: Offerors’ proposed pricing for CLINs 0001 – 4001 should be inclusive of all costs associated with the requirement (i.e. travel). There will not be a separate CLIN added for ODCs; all applicable costs should be considered by the Offeror during proposal development and built into the proposed pricing for corresponding CLINs 0001 – 4001 on the SF 1449.
2. Bidder Question: Who is responsible for training the Patient Models according to the requirements in the PWS (before the first event), the contractor or the Government? Are those going to be billable hours? Is the Government going to provide the scripts for training before the first event?
a. Government Response: No formal training for patient models is conducted by IPAP staff. Scripts are not utilized during this training event; the Government can provide the physical exam checklist used during the examination prior to the event.
3. Bidder Question: How long will the contract allow us to do training? – (If granted award, we need to be able to deliver by early December)
a. Government Response: N/A; no training requirement
4. Bidder Question: We are used to operating in an environment where the National Capital Region simulation consortium sets pay rates. Are there set pay rates for the SP’s participating in the IPAP program in SATX or are we responsible for setting those in the pricing? (Pricing)
a. Government Response: The Government does not set the pay rates for the Standardized Patients;
Offerors are responsible for establishing their proposed pricing.
5. Bidder Question: Who is doing the coordination, can we have an SP coordinator come in and learn the process or will they be providing it? (1.2 PWS, 8.2 (QASP))
a. Government Response: The IPAP RTA lead coordinates directly with the contract representative.
There is no coordination between IPAP and individual SPs.
6. Bidder Question: Is there a minimum number of billable hours for SPs for showing up to work? Are they expected to stay for 8 hours or are they going to be working in shifts? (1.5 PWS)
a. Government Response: Training takes place once per quarter and is conducted from 1200 – until completion (typically 5 p.m.). SPs are required to remain until completion of the training event.
7. Bidder Question: Clarification on place of performance - What is the place of performance, are there multiple different opportunities of places of performance? And what is the travel limit to these locations?
(1.5, 1.9)
a. Government Response: Training is conducted at a local clinic on board JBSA. Typically, the CPT Jennifer Moreno Clinic or McWethy TMC is utilized.
