Response: See response to question 1.
24. Question: Reference “Instructions to Offerors Pg 1, Sentence 1, Offers shall be accepted from the State Licensing Agency IAW Randolph-Sheppard Act or Small Businesses only.” Will offerors with a licensed blind manager under the Randolph-Sheppard Act of a Total Small Business receive the same priority as offerors from the State Licensing Agency?
Response: Please refer to the bold red paragraph of the FAR 52.212-1 Addendum, which reads, “This procurement is subject to the Randolph-Sheppard Act (R-SA), 20 U.S.C. §107, Operation of Vending facilities and 34 CFR §395.33, Operation of Cafeterias by Blind Vendors, which establishes a priority for blind persons recognized and represented by the State Licensing Agency (SLA), in the award of contracts for the operation of cafeterias on federal facilities. Accordingly, this requirement is solicited full and open to permit the State Licensing Agency to submit a proposal in accordance with 34 CFR 395.33(b). Offers will be accepted from the SLA or Small Business concerns, offers received from other than the SLA or Small Business will not be considered. This notice is not designed to discourage competition rather, it notifies all potential Offerors that the priority established by the R- SA for offers received from SLAs and their blind vendors is applicable to this procurement. The evaluation criteria is the same for all competing Offerors, including the responsible SLA. The award will only be made to a Small Business concern or an SLA. If the SLA is dissatisfied with an action taken relative to its proposal, it may file a complaint with the Secretary of Education under the provisions of 34 CFR § 395.37.”
25. Question: Does the government intend to hold a site visit for offerors?
Response: See response to question 3.

27. Question: Reference Instructions to Offerors, Page 1, Sentence 1 - “Offers shall be accepted from the State Licensing Agency IAW Randolph-Sheppard Act or Small Business only.”
Will offerors with a blind manager of a Total Small Business receive the same priority as offerors from the State Licensing Agency?
Response: See response to question 24.
28. Question: Reference Attachment 4 Pricing Work Sheet Column H. The pre-populated hours for the Food Service Supervisor and Food Service Worker / Cashier show the hours of 1920 per employee. However, the wage determination and solicitation have 11 federal holidays to be given, which would sum the total productive hours of 1912. Will the government please confirm the correct number of hours that we are to bill to per employee?
Response: CLIN hours are based on 1,920 per FTE. Contractor Man Hours are based on the number of hours worked/ billed. Various reasons such as fill-rates, closures and mission requirements can have impacts on the amount of hours worked in a FY. The resultant contract will stipulate that the vendor will only be paid for actual hours worked/billed. The CLINs on the solicited requirement reflect our current needs and manning regarding Labor Categories, FTEs and hours.
29. Question: Reference Solicitation Page 43, Section 3.3 Facilities. By exception, the Government will provide, and/or the Contractor will have limited access to computers, software, scanners, fax machines, copiers, printers, and other equipment necessary to complete their duties and responsibilities.
Will the contractor have the use of the computer mentioned above to create schedules and other tasks that would need to be performed on a computer? Or is it recommended that the Contractor supply their own for unlimited use by the Food Service Supervisor?
Response: The Government will not provide direction on contractor processes; however, contractor usage of Government systems is limited due to network cyber security restrictions. Loading of contractor developed programs, spread sheets, data sheets etc. will not be authorized on the Government systems or network.
