About this file
This document contains questions and answers regarding solicitation W81K00-22-R-0009 for environmental laundry and linen services. The solicitation seeks a contractor to provide standardized 24 hour/7 days a week bulk laundry and linen cleaning services for William Beaumont Army Medical Center and the Soldier Family Medical Treatment Centers in El Paso, Texas. The services include all functions of a hospital laundry facility. The NAICS code is 812332 for industrial laundering with a size standard of $41.5M. The government contemplates a single award firm fixed price contract for a base year and four option years. Bidders must be registered in SAM. The questions and answers clarify that the firm fixed price per pound is intended to include all labor costs to meet performance requirements, and that the government does not plan to establish separate billing for on-site contractor staffing or allow single daily pickups due to hospital operations needs. The document also confirms adherence to HLAC certification is required.

Questions and Answers
Solicitation W81K00-22-R-0009
Environmental Laundry and Linen Services
3 March 2022
1. Question: Is the Firm Fixed Price per pound for CLIN x001AA (Bulk Laundry) intended to be inclusive of all labor and administrative costs associated with supplying an on-premise workforce and the required on-premise supervision for this workforce in order to meet the required performance of Paragraph 11.1.(c-e) of the PWS?
Answer: Yes, the per pound Firm Fixed Price (FFP) CLIN is intended to be inclusive of all labor and administrative costs in order to meet the required performance of the PWS.
2. If the answer to Question #1 is “No”, does the Government anticipate establishing a separate CLIN either before or after contract award to allow separate billing for up to approximately 20 contractors working on-premise to provide adequate 365 day coverage to the MTF as required by the PWS between the hours of 0530 and 2130 M-F and 0530 and 1430 Saturday/Sunday?
Answer: See response to question 1. The Government does not anticipate establishing a separate CLIN at this time.
3. Would you consider removing the HLAC certification requirement? I am aware that the previous iteration of this contract did not require an HLAC certification. We currently perform laundry for hospitals with similar volumes and are not legally required to carry an HLAC certification. As a substitute would you be willing to allow for a TRSA certification in substitute of a HLAC certification.
Answer: The PWS establishes the requirement for the Healthcare Laundry Accreditation
Council (HLAC) certification. The certification requires strict adherence to high standards established in the ANSI/AAMI ST65:2000 guidance for Processing of Reusable Surgical
Textiles for Use in Health Care Facilities, best practices and guidelines as developed by the commercial healthcare laundry industry, and regulations established by the Occupational
Safety and Health Administration. IAW PWS section 1.4.1 the laundry facility shall be
Healthcare Laundry Accreditation Council (HLAC) accredited within 3-months of contract award and maintain accreditation throughout the term of the contract.
4. Would you consider allowing for a single pickup and drop off each day as long as we can handle all of the soiled poundage in a single load, rather than the twice per day requirement?
Answer: The government is unable to make that concession based on hospital operations and the amount of accumulated soiled linen per day. The Performance Work Statement is very clear about location, pickup and delivery times. All assessments and the emergent needs (timeframes) have already been established based on Hospital Operations.
