Questions and Answers
Solicitation W81K00-22-R-0009
Environmental Laundry and Linen Services
3 March 2022
1. Is the Firm Fixed Price per pound for CLIN x001AA (Bulk Laundry) intended to be inclusive of all labor and administrative costs associated with supplying an on-premise workforce and the required on-premise supervision for this workforce in order to meet the required performance of
Paragraph 11.1.(c-e) of the PWS?
Yes, this is a Firm Fixed Price Contract and each clin nominated quantity is in pounds.
There will not be additional clins for Full Time Equivalents to perform the services associated with each clin. Each clin priced must include the service, performance (FTEs, labor hours, delivery), and any administrative associated cost.
2. If the answer to Question #1 is “No”, does the Government anticipate establishing a separate CLIN either before or after contract award to allow separate billing for up to approximately 20 contractors working on-premise to provide adequate 365 day coverage to the MTF as required by the PWS between the hours of 0530 and 2130 M-F and 0530 and 1430 Saturday/Sunday?
The Government will not be anticipating establishing a separate CLIN to allow separate billing for how many FTEs the contractor estimates to execute/facilitate the service being provided. These cost estimates must be included in the price per clin.
3. Would you consider removing the HLAC certification requirement? I am aware that the previous iteration of this contract did not require an HLAC certification. We currently perform laundry for hospitals with similar volumes and are not legally required to carry an HLAC certification. As a substitute would you be willing to allow for a TRSA certification in substitute of a HLAC certification.
The government cannot authorize the removal of the HLAC requirement. Our compliance is outlined in Army Regulation 40-61 Medical Services - Medical Logistics Policies. More specifically, AR 40-61, para 7-10 b. (1)) states that we must ensure the recommended practices provided in ANSI/Association for the Advancement of Medical Instrumentation (AAMI)
ST65:2000 are included in contract specifications. This is a standard in the Healthcare
Laundry Accreditation Council (HLAC) certification. The certification requires strict adherence to high standards established in the ANSI/AAMI ST65:2000 guidance for
Processing of Reusable Surgical Textiles for Use in Health Care Facilities, best practices and guidelines as developed by the commercial healthcare laundry industry, and regulations established by the Occupational Safety and Health Administration.
4. Would you consider allowing for a single pickup and drop off each day as long as we can handle all of the soiled poundage in a single load, rather than the twice per day requirement?
The government is unable to make that concession based on hospital operations and the amount of accumulated soiled linen per day. The Performance Work Statement is very clear about location, pickup and delivery times. All assessments and the emergent needs
(timeframes) have already been established based on Hospital Operations.
