W81K0021R3001 ‐ Questions – Answers 1/5/2021

Anesthesiology Services Non‐Personal Services at William Beaumont Army Medical Center

1. Is this a new requirement? If not, can you provide the vendor name and contract number?

A: Yes, this is a new requirement. The current contract (W81K00‐20‐C‐0005/ Johnson Venture Management) is for 6 CRNAs. The new requirement is for 12 CRNAs and 2 Anesthesiologist.

2. How many incumbents/FTEs are filling the current contract?

A: 6 CRNAs on the current contract (W81K00‐20‐C‐0005).

3. PWS 4.5.13.3 states the contractor shall designate a facility security officer for this contract. Does this person have to be local to the area and/or facility?

A: No, it doesn’t have to be local

4. Regarding PWS 4.6.9 and 4.6.11, Must we designate and credential backup/substitute health care workers in case of need? For shorter periods of absences (1‐10 days), can the remaining contract CRNAs absorb the extra hours since they will be on the same CLIN?

A: No, they cannot absorb the extra hours. All positions must be filled.

5. PWS 4.6.18 states “No Later than three business days after contract award, the contractor shall provide both the Contracting Officer and the COR the name, local telephone number and designation letter of the individual who shall act as the Contractor's designated representative. Since it states “Local Telephone Number”, Can the government clarify if this person has to be local to the area and/or facility? Further, it states that “The Contractor’s representative may be a staff member performing services under this contract.” Which implies that it can be a CRNA or MD/DO, but the paragraph continues by saying “The contract representative will not be reimbursed for time spent performing on‐site administrative duties when he/she is not performing in the capacity of MD/DO” which seems to imply that if the designated representative is indeed a staff member performing services under this contract, that it cannot be one of the CRNAs. Can the government clarify this paragraph?

A: Does not need to be local. The Contractor’s representative may be a staff member performing services under this contract. However, the provider shall not perform administrative duties as project manager while scheduled to provide patient care. The contract representative shall not bill for hours for time spent performing on‐site administrative duties when he/she is not performing in the capacity of MD/DO.

6. Must we re‐credential incumbent HCPs, and will they need to be re‐privileged at the hospital?

A. No, the incumbents won’t have to be re‐credentialed.

Anesthesiology Services Non‐Personal Services at

7. PWS 4.12.2 states “The contractor shall provide each contract employee his/her own uniform”, yet

4.14.7 states “Hospital scrubs will be provided for inpatient duties.”. Can the government clarify this contradiction?

A: “Hospital scrubs will be provided for inpatient duties” has been removed from the PWS. PWS revised.

8. PWS PROFESSIONAL QUALIFICATIONS – CERTIFIED REGISTERED NURSE ANESTHETIST (CRNA) and PHYSICIAN – ANESTHESIOLOGY state that current certification in Basic Life Support (BLS) is required.

There is no mention of Advanced Cardiac Life Support (ACLS) or Pediatric Advanced Life Support (PALS) certification. Can the government verify if the latter two certifications are also required?

A: ACLS and BLS is required; PALS is optional. PWS revised.

9. Can the government state what types of cases are performed at William Beaumont Army Medical Center?

A: We are a full spectrum OR, we perform heart surgery to include TAVR's, neurosurgery, ortho spine, sports medicine, urology, General Surgery to include large abdominal cases, ENT, Peds ENT, etc.

10. The PWS in Section 4.5.12.4 states that a contractor must maintain a fill rate of 98% for all scheduled hours, however the Performance Objective/Standard chart on pg. 24 of the solicitation states that a contractor must maintain a fill rate of 95% for all scheduled hours. Is the requirement for 98% or 95%?

A: 98% Fill Rate. PWS revised.

11. Can the Government provide additional details regarding expected schedule/shift times?

A: Schedule typically 0600‐1600, anesthesiologist will be required to cover some call, potential nights, we are a 24hr mission so the provider needs to be available to fill gaps within the schedule of our GS and Military Anesthesiologists. They will be put on a rotation like the others for coverage. Not likely to cover much call, only as needed, this provider will most likely only be used for actual coverage during normal duty hours unless the need arises to cover call due to a deployment or illness to one of our other staff.

12. Can the Government provide historical data regarding caseloads/cases?

A: Prior to COVID we were tracking around 18,000 anesthesia encounters per year, @35 OR cases per day, and 100+ deliveries per month.

13. What types of cases will the Anesthesiologists and CRNAs be expected to work?

A: See response to question #9.

PWS p8 – If an HCW is extended due to patient care, will another schedule shift be reduced to maintain permitted billable hours? The note of extended hours being billed as regular hours, will that be in allowable if more than 40 hours in the week?

A: Overtime is not authorized on the contract. The contractor shall manage their staff to ensure hours per week are not exceeded. There may be instances where the case runs long and no one is available to relieve the provider in the room. The provider will not abandon the patient but

Anesthesiology Services Non‐Personal Services at will wait until relieved and a proper hand off given. This is not the norm however, the contractor will need to adjust as needed.

71. “4.6.8 Unscheduled Shifts. Occasionally the government may ask for coverage of additional shifts to be added for a given month of service. When required, those shifts will be provided to the Contractor approximately two weeks prior to the month to be worked. If the contractor cannot or does not fill any shift‐fills, added on by the government after the contractor meets his submission date, it will not count against the contractor in evaluating performance for that month. These hours will be invoiced under the unscheduled hours.”

“4.10.2 To ensure the Government operations can progress with no or only minimal disruption, the Contractor HCP shall anticipate the possibility of a mobilization or similar emergency and identify the steps it will need to take to rapidly expand its contract capabilities to meet the emergency.”

Will the same apply for 4.10.2, as in 4.6.8? If we are not able to fill extra shifts for mobilizations that those will not count against the fill rate?

A. Needs of the mobilization or similar emergency will be addressed with the contractor at time of event. PWS Section 4.10.2 requires the contractor to “identify the steps it will need to take to rapidly expand its contract capabilities to meet the emergency”.

72. “4.7.7 Hospital scrubs shall be worn while assigned to department duties.

“4.12.2 Uniforms. The contractor shall provide each contract employee his/her own uniform. The contractor shall ensure that, when worn, the uniform is clean and in good repair.”
