5. Reason for Authority Cited: 10 USC 2304(c) as implemented by FAR 13.106-1(b) (1), Soliciting from a single source. The Government currently owns ten (10) CYF-VH Urology Endoscopes that is located in the Department(s) of Gastroenterology and Endoscopy, Evans Army Community Hospital (EACH). This equipment is still under manufacture warranty and this will not allow for third party repairs to be done otherwise the government assumes the risks of paying out of pocket for repairs not covered by the warranty. Research used to determine if there are any other companies that could offer these repair parts for the exact equipment currently located at Evans Army Community Hospital (EACH). KS completed market research which included internet searches and found that Olympus the suggested source has the sole rights to provide repair parts and service these items. They don't have any authorized dealers or repair partners.
6. Actions to Increase Competition: On future requirements the Government will try to procure these items through full and open competition on the Government Point of Entry. When the current equipment reaches the end of its life cycle, becomes obsolete or when equivalent equipment becomes available every effort shall be made to increase competition. EACH will continue to evaluate the capabilities of other vendor's products and re-procure the system equipment that provides the best value to the Government. The Government will continue to seek new resources that will satisfy these requirements through continued market research, requests for Statements of Capability, and telephonic inquiries.
7. Market Survey: A sources sought notice was posted on FedBizOpps from 30 July 2016 – 9 August 2016 (10 days) in an effort to generate interest with the community of vendors that may be able to offer this an equal product or service in order to satisfy the government’s need. There was only one vendor to respond to this notice and it was from which market research already confirmed was the only source that could provide this service. Market research revealed that the suggested vendor, a large business, was the only company that could offer these services. is the only company with certified Field Service Engineers (FSE) whom are specifically trained on maintenance repair services of these scopes and the risk of failure is very low and no additional training and certification is required, which represent a cost savings to the Government. Additionally, we are guaranteed optimal operation and efficiency of the equipment is maintained and that proper functioning of the equipment conforms to the OEM standard specification.
