1. The change from NAICS 621399 to 622110 appears inconsistent with the Government’s actual requirement for NP, PA, and CNAs. This is a huge difference and will undoubtedly change the competitive environment. Can you provide rationale why the size standard changed from the customary NAICS Code 621399 ($7.5M) to 622110 ($35.5M)?

Answer #1: It is the practice of the Government to use the NAICS Code that most accurately describes the requirement this is for a hospital environment therefore SUBSECTOR 622 was utilized and within that the Contracting Officer selected 622110 General Medical and Surgical Hospitals. NP/PA & CNA’s fits under General Medical.

2. Since the Government has changed the size standard to 622110 ($35.5) this opportunity appears to be intended for a specific SDVOSB that happens to also be large. Is there a reason the Government changed the requirement from Full and Open to SDVOSB since the Size Standard of $35.5M clearly is reflective of a larger business and again inconsistent with the services? Based on previous GAO findings, it is my understanding that the Size Standard and NAICS code should be reflective of the services (621399 $7.5M). Can the Government clarify this decision to change the size standard?

Answer #2: See answer #1 above.

3. It is customary that at least one Past Performance reference must be proposed by the Prime Contractor and proposed subcontractor reference will be counted equally. In this case, the past performance evaluations of only counting the prime’s past performance is inconsistent with the FAR and is overly restrictive. Will the Government revisit how the PP will be evaluated?

Answer #3: Yes; it will be the standard that under a joint venture or partnership that past performance one from both participants will be counted equally, in addition; the government will also utilize other means to evaluate past performance to include, but not limited to, Past Performance Information Retrieval System (PPIRS) and Federal Awardee Performance and Integrity Information System (FAPIIS).

4. Typically past performance references from subcontractors are considered equally with the prime’s past performance references. I am not aware of a FAR or other regulation that precludes the consideration of subcontractor past performance to evaluate a prime offeror’s ability to perform.

Answer #4: See answer #3 above.

5. To provide more SDVOSB offerors the ability to achieve high past performance ratings, please consider changing the number of past performance references to reflect not less than two and not more than four past performances questionnaires. Also, please consider evaluating subcontractor past performance equal to prime offerors’ past performance. This approach supports SDVOSBs and allows those PPQs submitted prior to Amendment 3 to be evaluated by the Government in conjunction with those of Prime offerors’.

Answer #5: The requirement to provide a minimum of at least two past performance references will stand, however; if you feel submitting more than that will reflect your experience better please feel free to do so.

6. We submitted two past performances prior to the procurement change from Unrestricted to SDVOSB set-aside.

Please clarify how these past performances will be evaluated.

Answer #6: The government will accept the previously submitted PPQ as long as they reflect the company name of the quote being submitted as the SDVOSB.

7. Are there any incumbents?

Answer #7: No; this is a new requirement.

8. Has there been an issue with filling these positions in the past because of the remote location?

Answer #8: The government is merely stating the location conditions as information you may need in your market research efforts.

9. I previously submitted Past Performance while intending to bid Full and Open. This past performance remains relevant and is considered part of the Joint Venture experience. Is there are requirement that I should have to resubmit past performance?

Answer #9: The government will accept the previously submitted PPQ as long as they reflect the company name of the quote being submitted as the SDVOSB.

10. Will the Optometrist or Optometry Technician be required to perform or assist in PRK procedures?

Answer #10: No.

11. How much notice will be provided if a Health Care Worker is “floated” to another facility on Ft. Hood?

Answer #11: 24 – 48 Hours.

12. How will the government make the determination whether the offeror is a SDVOSB?

Answer #12: FAR 19.301-1 applies in regards to the Determination of Small Business Status for Small Business Programs and how the contracting officer treats representations. Also, Title 13, chapter 1, Part 125, Subpart A, 125.8 states how small businesses get qualified as SDVOSBs as can be found on the below links:
