ADDENDUM TO 52.212-2

Award will be made using the Tradeoff source selection process. This process permits tradeoffs among cost or price and non-cost factors and allows the Government to accept other than the lowest priced proposal. Award will be made to the responsible offeror whose proposal conforms to the solicitation and is deemed best value to the Government. Award may be made without discussions with offerors (except communications conducted for the purpose of minor clarification). Therefore, each initial offer should contain the offeror's best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if it is later determined by the contracting officer to be necessary.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforms to the solicitation and is the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate the quote:

Technical Capability, Past Performance and Price

1. Technical Capability: Technical capability will be evaluated on how the proposed items meet the Government’s requirement.

Acceptable: The offeror’s capability documentation is provided in sufficient detail; and meets all salient characteristics provided in the Statement of Work or otherwise satisfies the Government’s need.

Unacceptable: The offeror’s capability documentation is not provided; provided in sufficient detail, or does not satisfy the Government’s need.

2. Past Performance:

Acceptable: Based on the offeror’s performance record for the last three (3) years, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Unacceptable: Based on the offeror’s performance record for the last three (3) years, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

Neutral: If the offeror has no relevant past performance, they will be rate as neutral.

3. Price: Price will be evaluated using various price analysis techniques and procedures IAW FAR 15.404-1(b) including, but not limited to, comparison of proposed price received in response to the solicitation with a comparison to the Independent Government Estimate (IGE). Evaluation of price will include a determination that the price is fair and reasonable.

(b) The award decision will be based on the best value offered to the Government.

(c) Evaluation Process:

i. Factor 1 – Technical Capability

ii. Factor 2– Past Performance

iii. Factor 3 – Price. Pricing will be evaluated to determine value offered for the price, and the extent to which it is fair and reasonable in terms of the Government’s requirement. The Government reserves the right to evaluate offeror’s prices on the basis of price realism and will consider the offeror’s price as an indication that they understand the scope and complexity of the Government’s requirement.

Award will be made if the contractor is technically capable; has an acceptable record of past performance, is responsible, and whose prices are determined to be fair and reasonable.
