W5J9JE-22-R-0001_Strike DFAC Amendment #0002_Government Response to Contractor Questions

ID #: 9536960

Contractor Question:

1. 210 days for performance after approval on the preconstruction activities:

a. Is the design to be provided by the government thus it is a DBB project?

b. If design is to be done by the contractor and will be done after NTP, then 210 days are not enough.

Design with the USACE will require phases thus back and forth submittal reaching 100% approved design will take around 100 days. If for any reason one submittal needs to be resubmitted, this time frame will Increase. This means the 21 0 days should start after conducting survey and geotechnical Investigations In addition to design approval.

Government Response:

a. This is a Design Build project, the PEMB design along with all other designs designated by the contractor shall be submitted as a shop drawing by the contractor.

b. The PEMB design shall be submitted as a shop drawing by the Manufacturer, all other submittals shall also be submitted as shop drawings not as phased design. If delays occur due to submittal review times that will be taken into consideration. The Bidder should state in his proposal what time period he/she can complete the project.

ID #: 9536961

Contractor Question:

1. SF 1442 states in block 12A that performance and payment bonds are required. Also in block 13B it states offer guarantee is required:

c. Payment bond: If the contractor doesn't want to receive advance payment, but gel only progress payments, do we still need to provide payment bond. If yes what do you mean then by payment bond?

d. If pricing to be provided in Phase II, then all bonding requirements shall be taken to phase II. Confirm please.

a. In accordance with the request for proposal, page 48 of 87, FAR clause 52.228-1 - Bid Guarantee, paragraph (c), "the amount of the bid guarantee shall be 10% of the bid price

Tension fabric structures are commonly used throughout the Middle East at Military Bases. Please advise if a rigid steel frame (coated with epoxy for corrosion prevention) with a 28oz tension fabric exterior & 19oz interior fabric liner are acceptable alternate materials for the project. Our buildings are custom designed to code for wind, seismic, and collateral loads using Metal Building Software (MBS). Optional metal cladding can also be applied to various portions of the design if desired. Energy efficiencies can be realized with natural light through translucent fabric creating a sunroof effect. See attached photo.

Government Response:

No, a fabric structure is not acceptable. A pre-engineered metal building is the type of building that must be constructed.
