AMENDMENT 0003 Q&A
Contractor Questions Submitted 2 July – 6 July 2018
QUESTIONS ANSWERS
101 C.6.2.2.11. In support of the AED J6, the contractor shall coordinate, design, develop, publish, maintain and operate, MS SharePoint server and intranet pages and sites and perform intranet and SharePoint services and users training as required.
Is this requirement contingent on the government exercising the optional share point position?
Yes, if we do not execute the SharePoint option then the contractor would not be responsible for SharePoint development. SA functions such as permissions adjustment would still be necessary.
102 C.6.5.1. The contractor shall maintain asset inventory and accountability of IM/IT equipment. The contractor shall be responsible for IM/IT equipment stored at various locations including but not limited to temporary storage facilities. The Contractor shall provide accountability, updates, and maintenance of the KO approved property management system IAW FAR Part 45 and AR 735-5.
Is this requirement contingent on the government exercising the optional IT Asset Manager position?
Yes, if we do not execute the Asset Management position then the contractor would not be responsible for C.6.5.1. The exception would be equipment issued to the contractor employees remains the employee’s responsibility to account for.
103 Lead Network Administrator – At a minimum, must have five (5) years of experience managing networks with at least sixty (60) network devices, such as switches, routers, firewalls, etc. Must
Yes possess a current Cisco Certified Network Associate (CCNA) certification.
Will the government accept higher level current certifications such as CCNP, CCDP, CCDA as meeting this requirement since the higher certifications are more professional level and not at the associate level?
104 The pricing schedule, specifically CLIN 0002 (ODCs for Period of Performance: 01 September 2018 - 31 March 2019 for four
(4) positions and 01 October 2018 - 31 March 2019 for the remaining eleven (11) positions), appears to unfairly favor the incumbent for this full & open competition opportunity. In the government's evaluation of price (Factor 4 Evaluation Criteria), the breakdown must include Other Direct Costs (ODCs) to include Visa per employee...mobilization and demobilization travel costs, etc.
The CLIN 0002 ODCs related to the initial mobilization, visa, CRC, are applicable for all bidders - however, it is reasonable to assume that the incumbent will propose staff already on site, with requisite visa and mobilization costs already paid under the current contract. How will the government ensure fair evaluation of price for this CLIN 0002?
Pricing will be fairly evaluated in accordance with solicitation provisions and FAR 15.404.
105 C.6.2.3.16. The contractor shall provide personnel that have been trained in fall protection and for working on towers, masts, platforms, rooftops, etc. per OSHA regulations and IAW EM 385-1-1.
Is the government providing the necessary vehicle/man-lifts for this level of work?
All necessary vehicles will be provided as needed.
106 Is the proposal going to be evaluated based on 252.215-7009 Proposal Adequacy Checklist?
See question 43 of Amendment 0001.
107 If so, where is additional information to meet compliance with the checklist to be

submitted? Such as number 26 indirect cost explanation and 27 ODC justification
108 RFP Section L (Instructions) item 1. (i) requires offerors to include a completed financial standing questionnaire Attachment A (for financial determination) in Volume II. This attachment must be completed by an offeror’s financial institution and requires a bank seal and signature.
Due to the brief timeframe between RFP release/amendments and the due date of this proposal, a short timeframe which also includes a bank holiday, we are still waiting on our financial institution to return this to us for inclusion with our proposal. While we hope to have Attachment A returned to us in time for proposal submission next week, will the government consider allowing offerors to provide Attachment A to the government prior to award, as opposed to with proposal submission? This would allow otherwise compliant and qualified offerors to be considered for award rather than eliminating them for an administrative action outside of their control on such a short timetable.
Attachment A must be provided to the Government by 17 July, 1800 Local Kabul Time or with proposal submission.
