PRE‐SOLICITATION NOTICE
WJ9JE‐18‐R‐0009
The U.S. Army Corps of Engineers, Transatlantic Afghanistan District, will be issuing a full and open, competitive Request for Proposal (RFP) for a design‐build construction project titled ‘Electrical Interconnect of the Central Supply Depot (CSD) and Kabul Air Wing (KAW)’. This will be a one‐step Lowest Price, Technically Acceptable (LPTA) source selection procurement pursuant to FAR Part 15.
This construction project will be procured in accordance with Section 886 of Public Law 110‐181 contained in the U.S. National Defense Authorization Act (NDAA), and, thus, will require the contracted work to be “performed in Afghanistan predominantly by citizens or permanent resident aliens of Afghanistan.” Only proposals from offerors determined to be base access eligible by the Joint Contingency Contracting System (https://www.jccs.gov/) at the time of proposal due date, shall be evaluated.
This project requires the contractor to design and build facilities to include a substation expansion and may include the addition of a transformer and new indoor switchgear. As required, a 20kV electrical distribution system will be constructed from the substation to Central Supply Depot (CSD) and Kabul Air Wing (KAW) in Kabul province. The distribution circuits shall terminate power to appropriate connections located on the bases. Expansion and/or modification of the existing base distribution system and switchgear will be made as appropriate to form a complete and useable system. The electrical connection at this installation shall provide commercial power to the facility in order to reduce diesel generator fuel and O&M costs.
MAGNITUDE OF CONSTRUCTION: Between $5 M and $10M
NAICS CODE: 237130
The RFP will be issue today 11 January 2017. The Price Schedule is attached herein.
