The following have been modified:
INSTRUCTIONS
SOLICITATION PROVISIONS INSTRUCTIONS, CONDITIONS, AND NOTICES TO
OFFERORS
A. GENERAL INFORMATION
This solicitation is for a firm-fixed price contract required to provide Kabul National Military Hospital with an adequate morgue and visitation center for Afghan National Defense and Security Forces martyrs fallen in battle from throughout the country. This is a two-phase design-build solicitation, source selection procurement, pursuant to Federal Acquisition Regulation (FAR) Parts 15 and 36. This acquisition will follow the Best Value Trade-Off (BVTO) source selection process.
Magnitude of Construction: is between U.S. $5,000,000.00 and $10,000,000.00
The Primary NAICS code is 236220 with a small business size of $36.5 million.
B. PROPOSAL REQUIREMENTS, CONTENT, AND FORMAT
The Government will not reimburse any costs incurred or associated with preparation and submission of any responses to this solicitation. Oral explanations or instructions to offerors are not binding. Any information given to an offeror which impacts the solicitation and/or offer will be given in the form of a written amendment to the solicitation. Any and all amendments to the solicitation will be issued electronically via email. It is the offeror’s responsibility to acknowledge any and all amendments in its proposal submission.
Offerors should not modify the terms and conditions of the solicitation in either the technical or price proposal or add conditions or qualifications to their offers. Should an offeror include terms and conditions that conflict with the terms and conditions of the solicitation, that offeror may be determined to be ineligible for award. Any questions related to specific terms and conditions contained within the solicitation should be resolved prior to submission of an offer. Notwithstanding the above, the offeror must clearly describe in its price proposal any modifications to the contractual and/or technical terms and conditions of the solicitation contained in its offer.
References to “confidential” projects cannot be submitted to demonstrate capability unless all of the information required for evaluation as specified herein can be provided to the Government as part of the offeror’s technical proposal. Offerors that include information in their proposals that they do not want disclosed to the public for any purpose, or used by the Government except for evaluation purposes, must clearly mark their proposals in accordance with the instructions at FAR Clause 52.215‐1, Instructions to Offerors‐Competitive Acquisition, paragraph (e), Restriction on Disclosure and Use of Data. Use of the words “will”, “shall”, or “must” indicates a mandatory requirement for which failure to comply, at the time and date for submission of proposals, may result in the offeror’s proposal being disqualified from consideration for award. The Government may elect to initiate discussions with some or all of the offerors, thereby providing a means by which appropriate corrections by the offeror(s) involved can be made. Failure to comply with non‐ pricing or pricing requirements that are annotated with the words “should”, or “may” can result in a lowering of an offeror’s non‐pricing ratings, and may have a significant effect upon an offeror being selected for the contract award. Time periods, if stated as a number of days, are calendars days unless otherwise specified.
1. REQUIRED REGISTRATIONS
Failure to have an active and completed registration in any one of the following databases may determine an offeror ineligible for award and removed from competition. A successful offeror with incomplete or expired registrations at the time of award may not be eligible for a contract. In such instances, the Government will award to the next successful offeror who is eligible for award. The Government reserves the right to determine an offeror non‐responsible at any time after receipt of proposal if the offeror is found to be ineligible for installation access in accordance with CENTCOM Clause 5152.225‐5916, Mandatory Eligibility for Installation Access.
Information contained within an offeror’s registration must be current and valid. The responsibility of maintaining current information contained in an offeror’s registration rests solely on the offeror.
a. System for Award Management (SAM): http://www.sam.gov/
b. Joint Contingency Contracting System (JCCS): https://www.jccs.gov/
c. Still valid Afghan Investment Support Agency (AISA) License will be accepted:
http://www.aisa.org.af/ or newly acquired Ministry of Commerce and Industries (MOCI) Entrepreneurial License http://moci.gov.af/.
If an offeror is a joint venture (JV), the JV entity must have a valid registration representing the JV as one business/firm/entity. This is applicable to SAM, JCCS, and AISA and MOCI. The Government will not accept separate registrations and licenses for each separate entity representing the JV.
An offeror’s subcontractors are required to be registered and active in JCCS. In accordance with CENTCOM Clause 5152.225‐5916, Mandatory Eligibility for Installation Access, offerors are required to submit a listing of all proposed subcontractors, at all tiers, to the contracting officer with the submission of their proposal, and provide updates during the life of the contract when subcontractors are added or removed. If no subcontractors are expected to perform during the life of the contract, a bidder must submit a negative response to the contracting officer within its proposal. Subcontractors at every tier are held to the same installation access requirements, as noted above, as prime contractors.

It is the offeror’s responsibility to ensure its proposal is received by the Government emailing system by the date and time of the proposal deadline, e.g., undeliverable messages due to an offeror’s proposal size is not the responsibility of the Government.
Proposals are due no later than the time and date stated in Block 13 of the SF1442 to the following email addresses:
Nikisha Cook Contract Specialist Office: (540) 723-4949 nikisha.w.cook@usace.army.mil
A. Late Proposals: Any proposal, modification, or revision received by the Government after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the contracting officer determines that accepting the late offer would not unduly delay the acquisition, and (1) if it was transmitted through an electronic commerce method authorized by the solicitation, and it was received at the initial point of entry to the Government infrastructure not later than 4:00 p.m. one working day prior to the date specified for receipt of proposals; or (2) there is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or (3) it is the only proposal received. However, a late modification of an otherwise successful proposal that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.
B. SOLICITATION INQUIRIES
All offeror questions should be emailed to nikisha.w.cook@usace.army.mil. Responses to questions will be provided via an amendment to the solicitation.
C. AMENDMENTS TO THE RFP
Any and all amendments to the Volume I Request for Proposals will be issued electronically and be available via AMRDEC SAFE. It is the Offeror’s responsibility to continuously check for any amendments to this RFP and acknowledge any and all amendments in the text of the cover letter (amendment number and data acknowledged by Offeror) sent with their proposal package in response to this RFP.
D. Pre-Proposal Conference/Site Visit.

E. DEBRIEFING OF UNSUCCESSFUL OFFERORS
Unsuccessful Offerors will be notified in accordance with FAR Subpart 15.5. An unsuccessful Offeror may request a pre-award debriefing or a delayed debriefing after award by submitting a written request to the Contracting Officer within three (3) days after receipt of the notice excluding the Offeror from the competition and award. Offerors are entitled to no more than one debriefing for each proposal. No debriefing will be provided for those Offerors found non-responsive as a result of their base access ineligibility, as the non-responsive determination may have been made in advance of the Offeror’s technical proposal being evaluated.
F. BASIS OF AWARD
Award will be made to the single Offeror who represents the overall best value to the Government, taking into consideration the solicitation’s technical and price factors, and also who has been determined to be ‘responsible’ in accordance with FAR 9.1. The Government will utilize the Joint Contingency Contracting System (JCCS/JCXS) to determine an Offeror’s qualification to compete for this requirement, and if allowed to compete, whether the firm is qualified to win award. A JCCS/JCXS report of the Offeror will be obtained at time of proposal evaluation, and also prior to contract award. A JCCS/JCXS report of an Offeror’s ineligibility to access installations in Afghanistan, will render the Offeror non-qualifying, and, thus, this Offeror’s proposal will not be evaluated
G. EVALUATION FACTORS
All of the submission items to be evaluated shall pertain to the prime offeror, whether a single contractor entity, partnership, or a joint venture, as seventy percent (70%) of work associated with this project is required to be self-performed.
Joint Ventures: A joint venture is defined as a legal business entity formed between two or more companies to undertake the performance activities of a contract together.
Offerors proposing as joint ventures shall provide evidence that the joint venture as a legal entity has been duly formed. Joint ventures shall include a copy of the legal joint venture agreement signed by an authorized officer from each of the firms comprising the joint venture, with the chief executive of each entity identified. The Government will not evaluate the capability of any firms that are not included in the joint venture agreement except to the extent they are a primary subcontractor as identified above.

The combined technical evaluation of Factor 3 and Factor 4 is significantly more important than price
PHASE 2, FACTOR 3, DESIGN & TECHNICAL NARRATIVE SUBMISSION
REQUIREMENTS
The Offeror shall provide 10% Preliminary (Conceptual) Drawings that will show the site master plan, floor concept plans, optional tunnel, and utility connections for the new Morgue & Visitors Center. The Offeror shall provide no more than three (3), 11” x 17” drawings. The required 10% Preliminary Drawings should contain early concept technical information.
Provide a Technical Narrative which explains the Offeror’s assumptions, calculations and materials to be used for building construction the water, sewer and electrical utility systems that the Offeror is proposing for Morgue & Visitors Center. The narrative is limited to three (3) pages. The narrative shall address the quality and availability of proposed building materials and equipment. The Offeror shall include cut sheets of the following: 1) proposed furniture (Option); and 2) proposed dust collection system (Option).
Because the Government is not able to provide substantial technical information beyond what is included in the solicitation and specification package, the Offeror would need to make assumptions and rely on its own design and engineering judgment, research and tools to develop its design. The Government understands that the Offeror’s drawings are only preliminary and conceptual in nature and may not contain detailed design elements.
PHASE 2, FACTOR 3, DESIGN & TECHNICAL NARRATIVE EVALUATION CRITERIA
This factor evaluates 1) the Offeror’s ability to design, and 2) the Offeror’s understanding of the project as it relates to utility systems and tie-ins to existing lines/systems. The following Table of Combined Technical/Risk Ratings will be used in the evaluation of submittals for FACTOR 3:
RATING DESCRIPTION
Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths. Risk of unsuccessful performance is low.
Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength. Risk of unsuccessful performance is low to moderate.
Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Risk of unsuccessful performance is no worse than moderate.
Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
Unacceptable
Proposal does not meet requirements of the solicitation, and, thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is un-awardable.
PHASE 2, FACTOR 4, PROJECT MANAGEMENT PLAN AND PROJECT SCHEDULE NARRATIVE
SUBMISSION REQUIREMENTS
The Offeror shall provide a Project Management Plan which will contain the following information pertinent to the project in the solicitation:
(a) Explanation of the major activities that the Offeror will undertake from contract award through project completion, to include but not be limited to, mobilization, design work, submittals, facility turnover and Beneficial Occupancy Date (BOD).
(b) Identification of long lead items, and an explanation of how they will be procured and shipped to the job site.
Address any potential schedule risks, such as customs clearance, and explain how your firm will deal with those issues.
(c) A realistic, achievable and logical Preliminary Summary level Project Schedule to support the Offeror’s approach to managing and executing the design and construction efforts described above. The schedule should be task-oriented and clearly indicate milestone dates, sequence and duration for major work activities. The Offeror should use a critical path scheduling method and format.
(d) The length of the project schedule must match the proposed project duration specified in the solicitation (365-days), and a 6-day work week shall be used for scheduling purposes. Key milestones, such as NTP receipt, design, site work, submittal reviews, final inspection, BOD, etc. should be included in the schedule. The Offeror should use an NTP date of 1 June 2018 for the project schedule. General Notes and Assumptions, which contain information pertaining to potential schedule impact (for example, limited working hours during Afghan holidays, weather issues, procurement/delivery problems, etc.), should accompany the Project Schedule.
PHASE 2, FACTOR 4, PROJECT MANAGEMENT PLAN AND PROJECT SCHEDULE NARRATIVE
EVALUATION CRITERIA
This factor evaluates the Offeror’s ability to successfully manage, execute and complete the project contemplated for this solicitation.
Offerors who simply copy the solicitation’s project specifications verbatim to describe management and execution efforts required for the proposed project, will not be rated favorably. It is incumbent upon the Offeror to adequately explain what specific processes the Offeror’s organization will undertake for the project, in order to convince Government evaluators that the Offeror fully understands all efforts required for successful execution and completion of the project.
The following Table of Combined Technical/Risk Ratings will be used in the evaluation of submittals for FACTOR 4:
RATING DESCRIPTION

Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
Unacceptable
Proposal does not meet requirements of the solicitation, and, thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is un-awardable.
DEFINITIONS:
Strength: An aspect of an offerors’ proposal that has merit or exceeds specified perfomance or capability requirements in a way that will be advantageous to the Government during contract performance.

PHASE 2, FACTOR 5, PRICE
The Offeror shall provide Factor 5 pricing information in a volume that is separate from the Phase 2 Technical Proposal. The Offeror shall submit a completed SF 1442 Price (Bid) Schedule and Price Breakdown spreadsheet in .pdf format. Failure by an Offeror to provide a price for all line items in the Price Schedule may result in disqualification of the Offeror’s proposal. The supplemental cost/price breakdown information shall include labor, material, subcontractor and any other related costs of the project.
The Offeror must also provide the following information:
(a) An explanation of what activities make up the Offeror’s Mobilization and Demobilization costs.
(b) The Offeror’s estimated cost of Defense Base Act (DBA) insurance for this project.
(c) The Offeror’s proposed extended overhead percentage rate to be applied after contract award, should there be a need to utilize if for a contract modification.
ADDITIONAL INSTRUCTIONS
The Offeror should not modify the terms and conditions of the solicitation, nor add conditions or qualifications to his proposal based on an assumption or based on his own modification of the terms and/or conditions of the solicitation. Should the Offeror include terms and conditions that conflict with the terms and conditions of the solicitation, that Offeror’s proposal may be determined to be ineligible for further evaluation or for award. Any questions related to specific terms and conditions contained within the solicitation should be resolved with the Contracting Officer prior to proposal submission.
References in the Offeror’s proposal to, and examples of “classified” projects or contracts, should not be included in the Offeror’s proposal unless the information is authorized to be viewed or utilized by the Government for review and evaluation. Offerors who include information in their proposals that they do not want disclosed to the public or to anyone without a need-to-know, must clearly mark their proposals in accordance with the instructions at FAR 52.215-1, paragraph (e), Restriction on Disclosure and Use of Data.
An Offeror’s initial proposal should contain the Offeror’s best terms, as discussions may not be conducted with the Offeror.
Electronic proposals submitted via email and AMRDEC are the required methods of proposal transmission and will be the only forms of submission accepted. It is the Offeror’s responsibility to ensure its proposal is received by the Government by the date and time of the proposal deadline. Undeliverable emails due to an Offeror’s proposal size is not the responsibility of the Government.
The Phase 1 Proposal is due no later than the time specified on the SF 1442 Block #13A and must be emailed and sent via AMRDEC to the following Government representative by that stated deadline:

FINANCIAL STANDING QUESTIONNAIRE
A primary consideration in the source selection process is to determine an offeror’s qualification, responsibility, and financial standing. Prior to awarding a contract, per Federal Acquisition Regulation (FAR) Part 9, the Government must determine, through acceptable evidence, that an offeror has adequate financial resources, or the ability to obtain the financial resources, to perform the contract.
The Financial Standing Questionnaire is to be completed by the offeror’s financial institution. Offeror’s should obtain a bank seal and signature of the referenced individual on the questionnaire.
