About this file

This document is a Question and Response Spreadsheet related to a Broad Agency Announcement (BAA) issued by the Army Geospatial Center (AGC) for federal contract opportunities in FY24.

The BAA is seeking white papers and proposals for basic and applied research, advanced technology development, and advanced component development and prototypes across various geospatial topic areas. Responses can include teaming arrangements with Historically Black Colleges and Universities (HBCUs). The white paper submission is limited to 5 pages total, including a 1-page curriculum vitae. Formal proposals, if requested, have a 30-page limit for Volume I, excluding the cover page, table of contents, etc. No page limits for Volumes II-IV. The scope is for research and capability validation, not full implementation. The BAA does not preclude potential future organizational conflicts of interest. The government will not host vendor capability briefings, but AGC plans to have a presence at the AUSA event.

Question NumberVendor QuestionGovernment Response
1Would you consider responses that included teaming with a Historically Black College and University (HBCU)?Yes, we will consider all business agreements and teaming arrangements.
2For the White Paper, does the required one-page curriculum vitae (CV) of the principal investigator count toward the maximum 5-page count? Or is the CV in addition to the 5 pages, effectively making the White Paper a maximum of 6 pages including the one-page CV attachment?Submissions are 5 pages total including the CV.
3Due to the page limit restriction of five pages for the initial BAA response could the Government please confirm the ROM (IV.A.3.d, Page 17) and the one-page curriculum vitae (IV.A.3.h, page 17) are not included in the 5-page count limit?Submissions are 5 pages total including the CV.
4Could the Government please consider a numbering change within the Volume 1 Section 4 instructions (Page 21)? It appears the numbering may be off as listed (1, 2, 3, 4, 2.1, 2.2, etc.) and it is unclear how it is best to address the requirements presented. The numbering has been re-formatted for clarity.
5Assuming a contractor was asked to proceed to a formal proposal response could the Government please clarify the structure? Within section IV.B.9 (page 19), the Government limits the response to 30 pages for proposals, but also includes a list of requirements (cover page, table of contents, etc…) that typically are not included in the page count. Can the Government please clarify the 30 page limit does not include these items? As this page restriction is located in the Volume I section of the instructions, can the Government please confirm the page count restriction is for Volume I only and the contractor can respond to all other areas without page restriction (Vol II - QCP , Vol III - Cost/Price, and Vol IV - Reps and Certs)?Formal proposal:

VOL I has a 30-pages total page limit, excluding cover page, table of contacts, list of illustrations/tables, and executive summary.

VOLs II through IV do not have page limits.

6 Can the Government please confirm the scope of contracts awarded are intended to be for "research" or capability validation of presented ideas, not the implementation/execution of the expressed idea? Is it possible the Government may award larger contracts (full scope) through the BAA? If so, when providing proposals at the request of the Government, what criteria should the contractor use to determine the type (capability vs. full scope) of request? Per FAR 35.016, the BAA is for the acquisition of basic and applied research and that part of development not related to the development of a specific system or hardware procurement. BAA’s may be used by agencies to fulfill their requirements for scientific study and experimentation directed toward advancing the state-of-the-art or increasing knowledge or understanding rather than focusing on a specific system or hardware solution. The BAA technique shall only be used when meaningful proposals with varying technical/scientific approaches can be reasonably anticipated.

The BAA may be used for the award of science and technology proposals for the following:

Basic research Applied research Advanced technology development Advanced component development and prototypes

This BAA is intended to address the Basic research, Applied research, Advanced technology development, and Advanced component development and prototypes needs of the specified topic areas. No contracts will be awarded through this BAA that are for execution beyond the types of research described above.

Proposal evaluation criteria is provided in Part V

7Can the Government please confirm supporting a BAA contract does not create an OCI issue with any potential contract generated as a result of the execution of the initial "research" contract? The applicability of Organizational Conflict of Interest OCI is not limited to any particular kind of acqusition. An organizational conflict of interest may result when factors create an actual or potential conflict of interest on an instant contract, or when the nature of the work to be performed on the instant contract creates an actual or potential conflict of interest on a future acquisition. In the latter case, some restrictions on future activities of the contractor may be required.
8Would the government be willing to schedule time for vendors to provide capabilities briefing? At this time, the government is not interested in hosting capabilities briefing.
9Is AGC planning to have a booth at AUSA?Yes - The U.S. Army Geospatial Center is intending to have a table within the USACE booth,
