1. Question. Section B, CLIN 1001 OPTION indicates a 12 month quantity. Should this quantity actually be 9 months?

Response. Corrected to reflect 9 months.

2. Question. Section C, Performance Work Statement, Part I. General Information –

a. Item 1.7.1 Access to and Disclosure of Information, paragraph 1 states that data and information release may be authorized by written approval of the Contracting Officer

Representative (COR). However, pursuant to FAR 1.602-2 Responsibilities, is such authorization actually intended to be provided by the Contracting Officer?

Response. Access to and Disclosure is in accordance with DFARS 252.204-7000

b. Item 1.7.2 Quality Control indicates that a Quality Control Plan (QCP) is required to be submitted with the proposal; however, a QCP is not included in the Part 7 Technical Exhibit 2

Deliverables Schedule nor in Section L Instructions to Offerors. Is a QCP required to be delivered with the proposal? If so, what is the page count of the QCP and is the page count included within or in addition to the overall 50 pages allocated to Volume I – Technical

Approach?

Response. A QCP is required within 10 days of award.

c. Item 17.7.17.1 Area of Travel specifies “at least 18 weeks to support exercises and training events.” Is this an annual estimate or is it at least 18 weeks for the entire anticipated duration of the contract, to include option periods?

Response. 18 weeks for the base period and an additional 18 weeks for the option period.

3. Section C, Performance Work Statement, Part7 Attachment/Technical Exhibit Listing, Technical

Exhibit I Performance Requirements Summary (PRS) –

a. The remedies for all Performance Objectives are triggered “if discrepancy continues”. Will the Government consider defining this event such that a remedy may be applied if a nonconformance continues following a formal notice of conformance from the Contracting

Officer, followed by a 30 day cure period without resolution of the nonconformance to the

Government’s satisfaction?

Response. See Revised PRS.

b. PRS #3 defines Sufficient Qualified Staffing Levels as “average staffing levels” to provide qualified technical support. How should “average staffing levels” be defined?

Response. See Revised PRS.

c. PRS #4 Performance Objective (column 1) states that all key personnel must possess TS/SCI clearance levels. Column 2, Standard, states that 100% of staff must be TS/SCI cleared. In order to be consistent with Column 1, will the Government adjust column 2 verbiage to “100% of key personnel must be TS/SCI cleared”?

Response. See revised PRS.

d. Due to the critical multi-national cooperation needed to support this Foreign Military Sale, will the Government accept Canadian TS/SCI clearances at par for fulfilling the requirements of PRS #4?

Response. A Canadian TS/SCI will not be accepted. Foreign Nationals are approved on a case by case basis please refer to the PWS, section 1.7.7.2.

4. Section F – Deliveries or Performance indicates that the CLIN 0005 Transition Period of Performance is 1 January 2018 to 31 December 2018. However, Item 1.5.2 of the PWS and Items L-4.c.i(2) and L- 4.c.iii(4) indicate a 30 day transition period beginning on or about 1 December 2017. The Government is respectfully requested to update Section F to align with the rest of the RFP for a 30 day transition period beginning on or about 1 December 2017.

Response. CLIN 0005 revised.

5. Section L Instructions, Conditions and Notices to Bidders –

a. Item L-4.b. File Packaging states that “all of the proposal files shall be in their native format.”

It goes on to say “Files shall be in read-only format, using PDF files”, which contradicts the initial instructions. What is the Government’s intended format of our proposal files?

Response: 1 digital shall be read only and 1 digital shall be in the native format.

b. Item L-4.c(i)(1) states that our proposal must address the requirements in the same order listed in Part 5 of the PWS. However, Item L-4.c(i)(2) indicates that information shall be provided in the Element 1, 2, and 3 TABs, which seems to conflict with the requirements flow of Part 5. Is it the intent of the Government for the technical requirements to be addressed in Element 1 Tab 1 Staffing Plan of our Volume I Technical Approach, in the same order listed in Part 5 of the PWS? If not, please clarify.

Response. Yes.

c. Item L-4.c(ii) Volume II Past Performance appears to indicate that providing past performance information for major subcontracts is at the discretion of the offeror. To confirm, may offerors include past performance cites for all major subcontractors at its option, or is such information required by the RFP?

Response. It is the discretion of the Offeror to provide past performance for a subcontractor.

i. Item L-4.c(ii)(3) Subcontracts states that offerors are to provide “an outline of how the effort required by the RFP will be assigned for performance within the offeror’s corporate entity and among the proposed subcontractors.” Is the intent to have the offeror describe the division of labor between the prime and subcontractors in the performance of this program? Also, is this information to be provided in Volume II

Past Performance and is the outline included in the 50 pages allocated for this volume? If not, please clarify.

Response. Yes, the outline is included in the 50 page count.

ii. Item L-4.c(ii)(3) Subcontracts is not clear regarding what constitutes a “major subcontractor”. Will the Government please provide additional information regarding what constitutes a major subcontractor?

Response. A major subcontractor performs 10% of more of the value of the contract.
