4.1 COCKPIT MODIFICATION UPGRADE
The Contractor shall use FAA or EASA approved STC to modify an EAF provided B1900C aircraft with an upgraded cockpit avionics system. The upgrade shall allow EAF to fly in civil airspace under instrument flight rules (IFR) without a requirement for country waiver due to lack of avionics capabilities required for entry into specified airspace. The Contractor shall consider the intended aircraft operations to include Europe, Africa, southwest Asia, and overwater airspace controlled under International Civil Aviation Organization (ICAO) regulations. There is no requirement for the Contractor to provide requirements for the EAF aircraft to fly above flight level 290 (29,000’). The Contractor shall provide all tools, equipment, and material required to complete installation of the modification. The Contractor shall provide an avionics suite that includes the threshold requirements listed below:
• Transponder with Enhanced Surveillance (EHS) and ADS-B (Out):
Dual EHS and Automatic Dependent Surveillance – Broadcast (ADS- B): ADS-B (Out) transponders shall be integrated to meet the European Commission Implementing Regulation (EU) 1207/2011, which calls out the detailed performance requirements of the data transponders are required to transmit to Air Traffic Control.
• Global Navigation Satellite Systems (GNSS) enabled with Space Based Augmentation System (SBAS) – Dual GNSS, such as the American Global Positioning System (GPS) or the European Galileo System, to determine the aircraft’s position and velocity around the world to a high degree of accuracy utilizing signals broadcast from a constellation of medium earth orbit satellites.
• Traffic and Collision Avoidance Systems (TCAS) II Version 7.1: TCAS
(also known in Europe as Aircraft Collision Avoidance Systems (ACAS)) work with the aircraft transponder to alert the flight crew to the presence of air traffic which is close enough to pose a mid-air collision hazard.
• Air Data and Attitude Heading Reference Systems (ADAHRS): Dual, redundant ADAHRS systems shall be integrated to support other installed avionics. ADAHRS systems measure altitude, vertical speed, airspeed, heading, turn rate, and aircraft attitude.
• Weather Radar System: An onboard aircraft color weather radar system shall be installed to provide the crew with in-flight, real-time indication of convective weather in the aircraft’s flight path.
• Multifunction Displays (MFD): A minimum of one MFD shall be installed to display Communication, Navigation, Surveillance, Weather Radar, and other critical flight information on the center portion of instrument panel.
• Flight Management System (FMS): Dual FMS displays shall be installed to support all the flight crew’s avionics management functions such as navigation data entry, autopilot controls, radio tuning, etc.
• New Autopilot: The autopilots on these aircraft are in danger of component obsolescence and incompatibility with newer avionics and shall be replaced.
• Inertial Reference System (IRS) for mission equipment: IRS systems shall be integrated for use by mission equipment in the cabin.
Airworthiness approval for this modification effort shall be accomplished using FAA or EASA approved STC.
All components and materials removed from the aircraft during the modification process are EAF Owned Property. The Contractor shall prepare a complete listing of all removed components and deliver IAW DI- MGMT-80259, CDRL A007. At a minimum, the component listing shall include each component part number, national stock number (NSN), and serviceability information.
The Contractor shall process components and material removed from the aircraft per FW PO direction and IAW FAR 52.245-1.
4.2 MAINTENANCE AND REPAIR
During the modification period, the Egyptian Air Force (EAF) is responsible for parts and labor associated with unforeseen aircraft repairs or maintenance that do not pertain to the cockpit modification and are outside the scope of the Contractor's work. The EAF will have 72 hours to complete unforeseen maintenance or repair. The 72 hour allowable repair window does not include Egyptian holidays or weekends. The Firm-Fixed Price (FFP) is inclusive of all contractor costs for EAF maintenance and repairs completed within the 72 hour timeline; no additional compensation will be authorized. If maintenance or repair is projected to take longer than 72 hours, the contractor shall immediately notify the KO and COR in writing.
4.3 OVER AND ABOVE (O&A) FOR MAINTENANCE AND REPAIR DELAY
The Contractor shall provide over and above cost which would be incurred for day-to-day slippage if the EAF exceeds the 72 hour repair or maintenance timeline outlined in this PWS. If EAF maintenance or repairs exceed 72 hours, the Contractor shall submit a formal O&A request upon completion of maintenance or repair to the KO for review and approval to become eligible for compensation. Verbal direction from any party does not constitute authorization to bill for delay costs; only written approval from the KO authorizes the Contractor to bill for delays.
Each O&A request shall include:
a. A description of the condition or deficiency
b. Impact to schedule, including an estimate of the total delay duration
c. Proposed cost based on daily delay rate established in the contract
d. Supporting documentation, such as photos or technical justification
