Solicitations will not be accepted at this time. Unsolicited proposals will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Respondents shall not be obligated to provide the services described herein. If a solicitation is released, it will be synopsized on https://sam.gov/. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.

Overview The Fixed Wing Project Office (FWPO) is seeking information regarding services to modify two (2) Egyptian Air Force (EAF) owned Beechcraft King Air B1900C aircraft for the EAF. The integration of the upgraded cockpit avionics system will be performed in and delivered in place at a designated facility mutually agreed to by the EAF and the United States Government (USG) in Cairo, Egypt. The intended aircraft areas of operations include Europe, Africa, southwest Asia, and overwater airspace controlled under International Civil Aviation Organization (ICAO) regulations. This upgrade will allow EAF to fly in civil airspace under Instrument Flight Rules (IFR) without a requirement for country waivers due to lack of avionics capabilities required for entry into specified airspace.

Description The contractor will be required to integrate upgraded avionics system with the existing Federated post-production modifications that include Aerodata Flight Inspection System (AD-AFIS-113) and the Leica Electro Optical System (ADS-80). These two systems https://sam.gov/ were previously installed on both airframes. The contractor will be required to preserve the post-production modifications through integration.

A Federal Aviation Administration (FAA) or European Aviation Safety Agency (EASA) approved Supplemental Type Certificate(s) (STC) will be used to modify the provided B1900C aircraft. The contractor will be required to provide technical specifications for systems and subsystems of the modification.

The contractor will provide all labor, equipment, material and tools required to complete installation of the modification.

If at any time during the modification, any unforeseen repairs are needed that do not pertain to the modifications on the two (2) existing B1900C aircraft, the EAF will provide the technical staff and parts needed to complete the unforeseen repair. The EAF will have 72 hours to complete the unforeseen repairs; if it takes longer than 72 hours, the EAF will need to notify the USG of the timeframe for the repair, which could result in an additional cost to the EAF for the extended downtime of the contractor performing the modification upgrades.

The EAF will also provide the technical staff to deal with phase inspection and return to service checks.

The contractor will be required to provide:

• Avionics suite that includes the threshold requirements listed below:

o Transponder with Enhanced Surveillance (EHS) and ADS-B (Out): Dual

EHS and Automatic Dependent Surveillance – Broadcast (ADS-B): ADS- B (Out) transponders will be integrated to meet the European Commission Implementing Regulation (EU) 1207/2011, which calls out the detailed performance requirements of the data, which transponders are required to transmit to Air Traffic Control.

o Global Navigation Satellite Systems (GNSS) enabled with Space Based Augmentation System (SBAS) – Dual GNSS, such as the American Global Positioning System (GPS) or the European Galileo System, to determine the aircraft’s position and velocity around the world to a high degree of accuracy utilizing signals broadcast from a constellation of medium earth orbit satellites.

o Traffic and Collision Avoidance Systems (TCAS) II Version 7.1: TCAS (also known in Europe as Aircraft Collision Avoidance Systems (ACAS)) work with the aircraft transponder to alert the flight crew to the presence of air traffic which is close enough to pose a mid-air collision hazard.

o Air Data and Attitude Heading Reference Systems (ADAHRS): Dual, redundant ADAHRS systems integrated in support of other installed avionics. ADAHRS systems measure altitude, vertical speed, air speed, heading, turn rate, and aircraft attitude.

o Weather Radar System: An onboard aircraft color weather radar system installed to provide the crew with in-flight, real-time indication of convective weather in the aircraft’s flight path.

o Multifunction Displays (MFD): MFD installed to display communication, navigation, surveillance, weather radar, and other critical flight information on the center portion of the instrument panel.

o Flight Management System (FMS): Dual FMS displays installed to support all the flight crew’s avionics management functions, including navigation data entry, autopilot controls, and radio tuning.

o New Autopilot: The autopilots on these aircraft are in danger of component obsolescence, and incompatibility with newer avionics and will be replaced.

o Inertial Reference System (IRS) for mission equipment: IRS systems integrated for use by mission equipment in the cabin.

o Proposed list of spares.

• Outside the Continental United States (OCONUS) training for pilots, technicians, and navigators.

o Cockpit pilot training in the customer’s aircraft for the new cockpit profile for up to six (6) pilots, six (6) technicians and three (3) navigators, conducted in Cairo, Egypt.

Training includes a combination of Computer Based Training (CBT) and hands-on cockpit ground training relevant to the cockpit installation and IAW the Original Equipment Manufacturer (OEM) flight publications for all installed equipment to operate the modified Beechcraft King Air B1900C. The training will address hardware, system operations, and FMS interactions or anomalies that may be observed by the operator.

o Develop and deliver training packages that can be left in country to support subsequent pilot and operator training. Provide the training syllabus to the USG.

o All training and training material shall be provided in English.

• Avionics spares package. Develop and provide two (2) year avionics spares package to include two (2) each AR-1500 radios to have available at delivery of first aircraft. All spares will be transported to Cario, Egypt utilizing Egypt's freight forwarder.

• Track all components and materials removed from the aircraft during the modification process as EAF owned property. Prepare a complete listing of all removed components and deliver components and corresponding list to the EAF.

At a minimum, the component listing will include component part number, National Stock Number (NSN), and serviceability information using Materiel Condition Tags DD Form 1574,1575,1577 (Red, Yellow and Green). Process components and material removed from the aircraft per FWPO direction and In Accordance With (IAW) FAR 52.245-1.

• Warranties. Provide warranty coverage of all work associated with the avionics system modification and new procurement items for the period of one (1) year from the signing of the DD-250. Pass all commercial warranties to the EAF.

Government Furnished Information:

No documents will be provided by the USG. EAF will provide available documentation at time of contract award.

Period of Performance (PoP):

Anticipated PoP is 12 months after contract award.

Response Requirements:
