About this file

This is a Questions and Answers (Q&A) document for an Army Request for Information (RFI) regarding the procurement of Bombardier Global 6500 aircraft with modifications to support the HADES mission equipment package.

The Army seeks to procure up to eleven (11) green Bombardier Global 6500 aircraft with specified modifications including wing hardpoints, belly canoe, and radome to meet requirements of 14,000 lbs. payload capacity and 12 hours of endurance. Respondents are requested to provide Rough Order of Magnitude (ROM) costs for both a green aircraft and for development/installation of Supplemental Type Certificates (STCs) to support Organizational and Modifications List (OML) changes. The contractor has discretion in determining the approach for obtaining STCs, but must specify sources if purchasing from third parties. This RFI will not result in a down-select; however, a future RFP may lead to a down-select. Aircraft procured under this effort will be provided to the HADES Logistics Support Integration (LSI) IDIQ contract as Government Furnished Equipment (GFE) for mission equipment integration. Flying hour costs should be estimated based on a 10-year average at 2,500 hours per year, inclusive of labor, parts, engines, APU, and fuel at $6.00 per USG. Responses may include a Table of Contents, Table of Figures, and Acronym List outside the 15-page limit, with 12-point font required for body text (captions and labels must be legible). This effort does not include Contractor Logistics Support (CLS) for ultimately procured aircraft.

Question Answer To aid reading and understanding, can respondents include a Table of Contents, Table of Figures, and Acornym List that does not count against the 15-page limit?

Yes

Will this Sources Sought lead to a down-select? No, this RFI will not lead to a down-select. A future RFP may lead to a down select.

Regarding Aircraft Platform Information (b), are you asking for a price to attain an STC or to purchase and use the STC?

It is the Contractor's decision regarding which approach to utilize regarding obtaining STCs.

However, if STCs are purchased from others, specify where they are being obtained. The Aircraft Platform Information (b) section in the RFI has been updated to specify the modifications supporting OML changes.

Regarding Aircraft Platform Information (f), are you asking for the excess SWAP on a green aircraft or after including the HADES mission equipment?

We are requesting vendors to detail the excess capacity of the characteristics defined in para f) on a green a/c that can be used to support mission equipment. Additionally, detail any STCs or other approved modifications that could augment green aircraft with mission equipment.

Can the Army give more information about assumptions and what should/should not be included in the Flying Hour Cost?

Estimate on a 10-year average operating cost per hour based on 2,500 hours per year, and inclusive of labor, parts, engine, APU and fuel at $6.00/USG.

The Overview indentifies a "requirement for up to eleven (11) Bombardier Global 6500 aircraft." What kind of platform options is the Army is looking for?

The Army is looking to procure the Bombardier Global 6500 to meet these requirements.

The Army already awarded a HADES IDIQ. Is this Sources Sought beginning a new IDIQ, recompeting the previous IDIQ or something else?

The is in support of a new IDIQ for the procurement of green aircraft with specified modifications performed. The HADES LSI contract, which is also an IDIQ, remains in place. Aircraft procured under this effort are ultimately provided to the LSI as GFE where they then perform integration of mission equipment. This is not a recompete.

How has the HADES mission equipment package changed since the previous RFQ?

There was no previous RFQ for this effort. There was an RFI previously released on 17 Jun 2024 for this requirement with the following Notice ID #W58RGZ25RHADES on sam.gov.

The Overview section specifies a Global 6500; the Aircraft Platform Requirements section specifies "minimum 14,000 lbs. of payload." The green Global 6500 payload limit is 7,391 lbs. and the missionized HADES limit is 5,770 lbs. Please confirm that the requirement is 14,000 lbs. of payload and 12 hours of endurance.

Confirmed that the requirement is 14,000 lbs. of payload and 12 hours of endurance.

Does the 12-point font size requirement apply to captions and labels within the graphics? No, but content must be legible.

Will the Government issue performance metrics to determine the effectiveness of the Contractor’s supply support solution?

It is in the Government’s best interest to allow the contractor to develop a material, sparing, planning and forecasting, and supervision solution, including the Contractor providing or owning sufficient spares and materials to adequately meet the Government’s performance metrics.

No. This effort will not provide CLS for aircraft that are ultimately procured, therefore we are not requesting metrics to determine effectiveness of a supply support solution. The language in description section is speaking to the efforts required to support production of these aircraft.

The RFI has been revised to clarify we are interested in receiving meaningful feedback on air platforms that meet the proposed requirements along with the information requested in the RFI. We are asking for a ROM cost for a green aircrs, and a ROM cost to develop/install STC in support of OML changes (e.g. wing hardpoints, a belly canoe, and radome.)
