The Army is seeking information regarding a requirement for up to eleven (11) Bombardier Global 6500 aircraft to support the High Accuracy Detection and Exploitation System (HADES), an integrated Intelligence, Surveillance, and Reconnaissance (ISR) system. The HADES Program has a total Acquisition Objective of fourteen (14) systems, including three prototypes procured under a separate contract. The anticipated contract will be awarded as sole source and structured as a Single Award Indefinite Delivery/Infinite Quantity (IDIQ) with a 10-year ordering period. Orders may be issued as Fixed Price, Cost Reimbursable, or hybrid arrangements. The response deadline is February 12, 2026 at 3:00pm CST, with an anticipated contract award in October 2026.

The aircraft platform must be new Original Equipment Manufacturer (OEM) aircraft, Government-Owned Government Operated (GOGO), capable of operating between 41,000-51,000 feet above mean sea level with a minimum 14,000 pounds of payload while maintaining 12 hours or more of unrefueled flight endurance. Additional requirements include sustained transit speeds of 450 knots or greater at maximum operational altitude, Global Air Traffic Management compliance, 6,000 nautical mile self-deployment range, and in-production status through 2032. Aircraft fuselage and empennage must be non-composite materials with limited composite use permitted for specific components. Interested vendors must submit a capability statement (maximum 15 pages, 12-point font) addressing aircraft platform requirements and detailed information, including rough order of magnitude costs, operational flying hour costs, delivery timelines assuming up to four aircraft per year, and previous DoD or USG customer experience. Responses should be emailed to James Pattullo (james.h.pattullo.civ@army.mil) or Laurel Miller (laurel.d.miller2.civ@army.mil) with no telephone inquiries permitted. Anticipated work locations are CONUS and OCONUS with travelers required to use the DOD travel system.

Overview The Army Fixed Wing (FW) Project Office (PO) is seeking information regarding a requirement for up to eleven (11) Bombardier Global 6500 aircraft to support the United States Army’s High Accuracy Detection and Exploitation System (HADES). The HADES will be an integrated Intelligence, Surveillance, and Reconnaissance (ISR) system, and has a base set of modifications made by the manufacturer. The HADES Program has an Acquisition Objective of fourteen (14) total systems, inclusive of three prototypes procured under a separate contract. This will be a supply contract with embedded services.

Description Interested vendors are asked to provide a capability statement that addresses each item in sections below. The Contractor ultimately awarded this effort will be required to provide all personnel, equipment, supplies, facilities, transportation, tools, Ground Support Equipment (GSE), materials, spares, supervision, and other items and non–personal services necessary to perform the required services. Solutions proposed by interested vendors shall obtain FAA certification, to the maximum extent possible, of any design changes during missionization of the aircraft.

Aircraft Platform Requirements:

a) New OEM aircraft, Government-Owned Government Operated (GOGO).

b) Operate between 41,000 - 51,000 feet Above Mean Sea Level (MSL), with a minimum threshold of 41k or above after integration of 6,500lbs of Mission Equipment Package (MEP) integration.

c) Minimum of 14,000 pounds of payload, while maintaining 12 hours or more of unrefueled flight endurance including IFR fuel reserve requirements as outlined in AR 95-1, Flight Regulations, (12 hours + 45 minutes Total). The mission profile is to climb to the prescribed altitude within the defined operating range (41-51k ft) and then loiter in a mission racetrack pattern.

d) In-production through calendar year 2032.

e) Aircraft fuselage and empennage skin and structural components shall not be composite materials. Limited use of composite materials for nose cones, tail cones, pylons, fairings and radome is permissible.

f) Capable of sustained transit speeds (at maximum operational altitude, 51k Above Mean Sea Level) equal to or greater than 450 knots true air speed (KTAS).

g) Global Air Traffic Management (GATM) and Future Air Navigation System 1/A compliant.

h) Fully enclosed Lavatory functional to aircraft exterior water and waste servicing ports.

i) Established Supplemental Type Certificates (STCs) to support Outer Mold Line (OML) efforts to support integration efforts.

j) Ability to self-deploy with a range of 6,000 nautical miles (NM).

Aircraft Platform Information:

a) Provide a Rough Order of Magnitude (ROM) cost for a green platform.

b) Provide a ROM cost for proposed STCs to support OML changes. (e.g. wing hardpoints, a belly canoe, and radome.)

c) List any STCs (or any foreseen challenges) to integrate wing hard points, belly canoe, SATCOM cheek radome, and any Aerial-Intelligence, Surveillance, and Reconnaissance (A- ISR) capabilities. List the Technology Readiness Level of your company/team.

d) Provide an estimate of operational flying hour cost.

e) Provide your capacity to support U.S. Government (USG) purchase of up to 4 aircraft in a year. Assuming Contract Award in Oct 2026, provide delivery timeline for a green aircraft and a shaped aircraft.

f) Provide platform’s (excess) size, weight, power, and cooling that can be applied to mission equipment. Describe platform’s mission power distribution system.

g) List any previous commercial determinations for existing products.

h) If an aircraft OEM, list whether you worked with ISR integrators to modify aircraft. At a minimum, describe your approach to Engineering Services, Data Acquisition, Airworthiness Certification/ Qualification, and any foreseen challenges.

i) List other DoD or USG customers. Include information regarding an existing contract vehicle that would ease procurement of your platform.

j) List any Foreign Military Sales or International Sales.

k) State whether your platform has an existing flight simulator and the flight simulator level.
