About this file

This document is a Frequently Asked Questions (FAQ) file for a Fixed Wing Combined Services Indefinite Delivery/Indefinite Quantity (IDIQ) contract opportunity. The FAQ addresses three key questions about the procurement: the opportunity's status, teaming arrangements, and aircraft maintenance requirements. It confirms this is a new opportunity, not a follow-on contract, and encourages potential offerors to disclose anticipated teaming partners and their current size standard when responding to the Request for Information (RFI).

The maintenance-related questions indicate specific regulatory compliance requirements, including performing maintenance in accordance with 14 CFR Part 91 and Part 43, and mandating that the contractor (prime or subcontractor) possess and maintain 14 CFR Part 145 Repair Station certificates. These certificates must have ratings applicable to the Performance Work Statement (PWS) scope of services for the specific aircraft listed in the PWS. The contractor must demonstrate capabilities to complete life cycle services, plan and execute maintenance activities, and perform Government-directed component overhauls at contract award.
