1. Free-On-Board (FOB) Origin delivery terms are recommended for subject maintenance and overhaul requirement.
Janice D. Hopkins Chief, Transportation Support Branch
2. When procurement is limited competitive and exact destinations are not known and it is impractical to establish tentative or general delivery places for the purpose of evaluating transportation costs, evaluation of transportation costs will not be a factor for award (FAR 52.247-50). If destinations are determined prior to release of Request for Proposal, a transportation cost evaluation can be performed. The following Federal Acquisition Regulation (FAR) clauses should be included:
52.247-46 - Shipping Point(s) Used in Evaluation of FOB Origin Offers 52.247-47 - Evaluation - FOB Origin
3. In the event materiel is consigned to an overseas addressee, the following clauses/instructions apply
(FAR 47.301-3):
FAR 52.247-52 - Clearance and Documentation Requirements - Shipments to DoD Air or Water Terminal Transshipment Points DFAR 252-247-7022 - Representation of Extent of Transportation by Sea DFAR 252-247-7023 - Transportation of Supplies by Sea DFAR 252-247-7024 - Notification of Transportation of Supplies by Sea
Overseas shipments should move in the Defense Transportation System and must comply with the Defense Transportation Regulation.
All shipments must comply with In-Transit Visibility (ITV) requirements by providing movement data to Global Transportation network via Electrontic Data Interchange using American National Standards Institute (ANSI) X12 codes.
4. In the event shipment is a volume contract move, the following clauses/instructions apply:
In DOD, the aggregate of freight shipments amounting to or exceeding 25 carloads/25 truckloads or 500,000# to move during the contract period from one origin point for delivery to one destination point or area.
FAR 52.247-59 - FOB Origin - Carload and Truckload Shipments FAR 52.247-61 - FOB Origin - Minimum Size of Shipments
FOB Origin is recommended since a volume movement may exist and a savings in transportation dollars may be realized.
5. The FAR clauses shown on the enclosed Transportation Requirement Form should be included in the procurement package.
6. FMS Portion-Customer Document Number, when issued, will determine whether the U.S. Government or the FMS customer country will be responsible for transportation from contractor source to final destination (FAR 52.247-29).
FAR Clause 52.247-29 pertains to the FMS and US portions of the contract; all other clauses pertain to the US portion.
