1. The purpose of this amendment 03 is to provide clarification for the following questions, in regards to attachment 006, 007, and 008:
a. Will the drive skid be installed inside of room 118?
i. Yes, the drive skid will be installed in room 118.
b. What are the dimensions for the area that the drive skid will be located?
i. The Drive Skid area is approximately 51.28 square feet.
c. Where will the operator control console be located?
i. The Control Console will be located in room 117.
d. Is the load bank for the system to be installed in room 118 or is it remote from the drive stand?
i. The load bank will be installed on the roof of the building and communicate remotely with the drive stand. The load bank will be replaced with the existing load bank.
e. Reference Page 12 of 61, C4.4.2 - Microprocessor Device - ADD32 is a NIDEC-Avtron specific part. The referenced controller is stated in on-line literature as a High Performance DC Motor Control. The requirement in
C.4.4.1.c.iii requires an AC drive; it is our assumption the US Army is requiring an AC Drive system. Will the contractor be able to propose a new adequately rated VFD system to support generator test stand testing for speed and load control for an AC drive system?
i. The purpose for the Microprocessor device is to remove obsolescence in the drive which replaces obsolete PC boards in the Drive Controller. Yes, latest microprocessor will suffice.
f. DMWR 1-6115-502, para 4.3.1 This test requirement references do the tests described in paragraph 3-
10 through 3-15. The provided DMWR is missing test section 3.10 thru 3.15.
i. See attachments for Preliminary Testing (3-10 thru 3-15).
g. DMWR 1-6115-504, PDF page-2, the procedure references do tests described in WP 004 00 and the following tests WP 004 00 is missing from the provided DMWR. Leading particulars for oil cooled generator nominal oil flow, pressure, temp. etc. is missing as well.
i. To verify oil leakage from UUT housing use WP 00004 00 ( See Leak Test attachment ).
h. DMWR 1-6115-513 - Para 4-44, testing section per chapter 3 is missing.
i. See attachments for Preliminary Testing.
i. Reference Section L-1 page 58 of 61. Please clarify / elaborate on what the government expects to be submitted to demonstrate our understanding of item 3 Cabling specification and power specification for each configuration?
i. There are eight (8) different configurations of UUT specifications on the Statement of
Work. Contractor needs to be mindful of the variations of UUT power and cable specifications and testing power and cabling specifications. For example, an Alternating Current Generator (UUT) rated voltage is
115/200 Vac, 3 Phase, Four wire wye connected, 400 Hz @ 12,000 RPM while performing Overload Test Run with
Generator Test Stand will consist of 40 Kva @ 0.8 to 1.0 PF at 12, 000 RPM for five (5) seconds.
ii. Use the National Electrical Code (NEC) for cabling/wiring. Mount and secure all UUTs per the DMWR and NAVAIR information provided. All UUT's and Test equipment are to be connected according to the
DMWR and NAVAIR interconnection diagram furnished. Local Electrical Codes are to be met in addition to NEC best practices. If wire trays are used, a minimum of five inches (127mm) should separate the wire runs or bundles as specified. To minimize electrical noise, it is critically important to have maximum separation between shielded cables and power wiring. Component cabinets will need to be hole punched for conduit entry.
VFD cable is recommended for the cable to be used between the output of the AC Drive Assembly and the AC
Motor. Anything different for this run may result in electrical noise being induced into the system causing performance problems.
iii. To minimize wire inductance at aircraft frequencies, multiple smaller gauge wire bundles run in parallel are better than one large gauge phase bundle. Industrial cable bundles assemblies made to these requirements would be acceptable.
iv. Align the cables so that adequate electrical clearances per NEC-373-11 (in USA only) are maintained. A minimum of one inch (25.4mm) clearance is required between exposed electrical connections and

all case parts. If electrical clearances are questionable, the exposed electrical connections should be insulated with electrical tape.
2. Offer Due Date is extended from 29 August 2016 to 31 August 2016. Any further questions shall be submitted no later than 26 August 2016, 3 P.M. central time . Due to funding constraints, the Offer Due Date cannot be extended any further than 31 August 2016.
