Solicitation W58D2M-17-R-0001 Questions and Answers (Q&A)
Question 1: “Equipment will have to come from outside Central Africa Republic, which will add shipping cost.”
Response 1: This is a firm, fixed price contract. All contract costs associated with the performance of the entire scope of the contract should be factored into the offer price for CLIN 0001 and 0002. Shipping costs must be built into the offer price.
Question 2: Finding spare parts for all these different model types will probably have to be shipped from the U.S. The timeline for the contract will not meet the shipping times. Another time constraint deals with the creating the curriculum. Is there any flexibility with the contract?
Response 2: Refer to solicitation provision 52.212-1 Instructions to Offerors Addendum, paragraph 2.2.8 on page 10 of the solicitation:
2.2.8 Exceptions/Assumptions (If Any) to identify and explain any exceptions or deviations, or assumptions used in preparing the response. Offerors are required to meet all solicitation requirements, such as terms and conditions and technical requirements. Failure to meet a requirement may result in an offer being ineligible for award. If the offeror finds it necessary to take exception to any of the requirements specified in this solicitation, clearly indicate in the applicable volume each exception with an explanation of why the exception was taken, what benefit accrues to the Government (if any), and its impact, if any, on the performance, schedule, price, and specific requirements of the solicitation. Each exception shall be specifically related to each paragraph and/or specific part of the solicitation to which the exception is taken. This information shall be provided in the format below. Offers submitted in response to this solicitation must delete, or by explicit language exclude, any conditions (preprinted or otherwise) appearing on the offeror’s letterhead or on the reverse thereof which may be in conflict with any of the general special conditions contained in this solicitation. Failure to eliminate such conflicting conditions may result in rejection of the proposal as unacceptable as such offer would not conform to the solicitation.
