About this file

This document is a Government's Response to a Request for Information (RFI) for solicitation W56ZTN26RA002, addressing three key clarification questions from potential offerors. The first question concerns pricing submission, with the government modifying instructions to require pricing on a provided spreadsheet rather than Standard Form 1449, specifying that each tab must be fully completed with best and final pricing inclusive of overhead costs.

The second question relates to past performance submissions, with the government clarifying that offerors must provide a narrative explanation for each contract submitted, detailing objectives achieved and relevance to the current RFP requirements. The third question addresses a 6-month option period, which the government acknowledges was initially priced at a full year's rate, and has corrected the spreadsheet to accurately reflect a 6-month pricing structure. The document indicates a complex procurement process with specific documentation and pricing requirements for potential contractors.

W56ZTN26RA002 GOVERNMENTS RESPONSE TO REQUEST FOR INFORMATION

Q1: For the form Standard Form 1449 - Solicitation/Contract/Order for Commercial Products and Commercial Services The offeror is instructed to " transfer the total pricing information to Section B" Each year has 28 line items plus a sub total: should the offeror list each year and the subtotal for all 5 years plus the 6 month extension including quantity, unit price and amount or should the offeror list by YEAR ORDERING PERIOD using the subtotals to equate total?

The Government has modified the instruction to provide clarity from:

A1. L.C.3.3 instructions are modified from L.C.3.3. - The offeror shall provide pricing, both unit price and total price, in Section B, Supplies and Services and Prices, of the SF 1449. If pricing is not provided on the SF 1449, the proposal will be rendered invalid and Offeror will not be eligible for award.

To

L.C.3.3. - The offeror shall provide pricing, both unit price and total price on the provided spreadsheet of pricing. Each tab shall be filled out in full. If pricing is not provided on the spreadsheet, the proposal will be rendered invalid and Offeror will not be eligible for award. The Government makes no assumptions. Offerors shall give their best and final pricing that is inclusive all overhead cost. Offeror does not need to fill in pricing table on the SF 1449.

Q2: Past performance: L.C.2.5 is asking for a narrative for "each contract listed in section 1" when I refer to Section 1, which is the PWS I do not locate specific information.

A2. This is the past performance section. When submitting your past performance information, the Government needs to determine if past performance submitted is relevant to the requirement. Therefore, a narrative of the past performance shall be provided to help determine relevancy.

The Government has modified the instruction to provide clarity from:

L.C.2.5. - Performance: Offerors shall provide a specific narrative explanation of each contract listed in Section 1 describing the objectives achieved and detailing how the effort is relevant to the requirements of this RFP. For any contracts that did not /do not meet original schedule or technical performance requirements, provide a brief explanation of the reason(s) for the shortcomings and any corrective action(s) taken to avoid reoccurrence.

To

L.C.2.5. - Performance: Offerors shall provide a specific narrative explanation for each of the contracts provided by the offeror per the request in Section L.C.2.1. The narrative shall describe the objectives achieved and detail how the effort is relevant to the requirements of this RFP. For any contracts that did not/do not meet original schedule or technical performance requirements, provide a brief explanation of the reason(s) for the shortcomings and any corrective action(s) taken to avoid reoccurrence

Q3. The 6-month option mirrors base year through year 4 in terms of line items and cost. This amount puts us over 11.5 as it prices out a year of services versus 6 months.

A3. The Government has corrected the spreadsheet to accurately reflect a 6-month option period.
