About this file
This document is a solicitation amendment for a federal contract opportunity to provide Pavement Clearance services at Aberdeen Proving Ground North in Maryland.
The amendment provides the missing Section J and Bid Schedule of Events, extends the proposal due date to October 3, 2024, and designates a point of contact. The contract is a single Indefinite Delivery Indefinite Quantity (IDIQ) contract with a Firm-Fixed Price for a one-year base period and four one-year option periods. The contract is set aside for small disadvantaged businesses (8(a) Program) under NAICS code 561730, Landscaping Services. The Government intends to evaluate proposals and make an award without discussions. Proposals will be evaluated on Technical, Past Performance, and Cost/Price factors, with Cost/Price slightly more important than Technical. To be eligible for award, offerors must be registered in SAM.gov under the applicable NAICS code prior to award.

The Offeror shall confine submissions to essential matters and sufficient to define the proposal concisely to permit a complete and accurate evaluation of each proposal. Offeror shall not parrot the Performance Work Statement with a statement of intent to perform in accordance with the PWS.
Such a statement does not reflect a clear understanding of the requirement, nor does it indicate the ability to perform any task in the PWS. Offeror containing similar statements will be rated as “Unacceptable.”
3. Proposal Files
a. Include the following in each section of the proposal:
Section 1-Solicitation, Offer and Award Documents and Certifications/Representations:
Certifications and Representations - Each offeror shall complete (fill-in and signatures) the solicitation sections indicated below using the file (without modification to the file) provided with the solicitation. An authorized official of the firm shall sign the SF 1449 and all certifications requiring original signature.
Offeror is required to acknowledge all amendments (SF 30) in accordance with (IAW) FAR 52.215-1. Offeror also must complete Annual Representations and Certifications registration IAW FAR 52.212- 3(b).
Section -2 Price: This solicitation is a competitive set-aside for Small Disadvantaged Businesses (8(a) Programs) only. The Government intends to award one Firm-Fixed Price contract for this requirement. The contractor is to provide their Best Valued Offer when submitting their proposal.
Note: Firm-fixed price shall include all labor associated with the performance of Pavement Clearance outlined in the Performance Work Statement Section of this solicitation. The Government intends to award a single Indefinite Delivery Indefinite Quantity type contract on a Firm-Fixed Price basis. The Government intends to evaluate received proposals and make award without discussions. Offeror should ensure the completeness of their proposals and offer their best terms and conditions with their proposals. To be considered for award, offeror must be registered in the System for Award Management (SAM.gov) under NAICS 561730, Landscaping Services prior to contract award.
The solicitation includes one (1) base year and four (4) option years. One (1) six-month extension of services option will be included. The solicitation will be a small, disadvantaged business (8(a)) set-aside for North American Industry Classification Code (NAICS) is 561730, Landscaping Services. The Performance Work Statement (PWS) is included with the solicitation. Technical and certification requirements are included in the solicitation.
Contractor shall complete each Contract Line-Item Number (CLIN) in the solicitation to reflect the Unit Price and the calculated Total Amount for each line item. For the purposes of this solicitation, The Government will evaluate the price proposal for award by adding the total of all CLIN/SubCLIN prices, including all options by using price analysis techniques describe in FAR 15.404-1(b).
Examples include using historical price information, price competition information, the Independent Government Estimate (IGE), and any other pricing tools necessary.
Reasonableness will be established using historical price information, price competition information, the Independent Government Estimate (IGE), and any other pricing tools necessary.
Offers that are unbalanced between years or CLINs may be found unacceptable.
A price is considered reasonable when, in its nature or amount, it does not exceed what an ordinarily prudent person in the conduct of competitive business would incur. A balanced offer is one that contains prices properly distributed over all line items throughout the life of the contract including any base and option period(s).
NOTE: The Government will establish the contract total ("ceiling") based on the total evaluated price from the successful offeror's proposal.
Section 3- Past Performance: shall not exceed five (5) pages for the Prime Offeror plus five (5) pages for each major subcontractor. A major subcontractor is defined as a subcontractor that is expected to perform 25% or more of the proposed cost to perform this requirement.

The Government will use information submitted by the offeror and any other sources of information available to include sam.gov, to assess past performance. Offeror shall not submit more than five (5) contracts performed or awarded during the past three (3) years, from the issue date of this RFP, which are relevant to the efforts required by this solicitation. Relevant efforts are defined as services that are the same as or similar services as compared to the North American Industry Classification System (NAICS) code 561730, Landscaping Services specifically dealing with Snow and Ice Clearance Services. Recency of efforts is defined as the time period--within the past three years--the contractor’s performance references are relevant and are critical to the performance of this requirement. The Offeror shall list each time the delivery schedule was revised and provide an explanation of why the revision was necessary. All Requests for Deviation and Requests for Waiver shall be addressed with respect to causes and corrective actions. The Offeror shall also provide a copy of any Cure Notices or Show Cause Letters received on each contract listed and a description of any corrective action implemented by the Offer or proposed subcontractor. The Offeror shall indicate if any of the contracts listed were terminated and the type and reasons for the termination.

SECTION M
SECTION M:
Evaluation Factors for Award:
Acceptability of proposals will be based on meeting all the requirements of the Performance Work Statement (PWS). Failure to address each requirement will result in the proposal being rated unacceptable. The contract will be awarded on the best value to the Government based on the Trade-Off source selection procedures in accordance with FAR 15.101-1. Award will be made to the best overall (i.e. best value) proposal that is determined to be the most beneficial to the Government, with appropriate consideration given to the three (3) evaluation factors:
Technical, Past Performance and Cost/Price. The Cost/Price Factor is slightly more important than the Technical Factor. The Technical Factor is significantly more important than the Past Performance Factor. The Technical and Past Performance factors, when combined, are approximately equal to cost/price.
The technical evaluation will be a determination based on information furnished by the vendor in the submitted proposals. The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions.
The offeror shall submit their Best Value/Trade-Off proposal in accordance with FAR Part 19.8. Proposal price will be evaluated to ensure a fair and reasonable price. Only a proposal deemed fair and reasonable will be chosen for award.
The Pricing section is to be properly filled in for each CLIN and total amount. Past Performance section is to be filled out completely as stated in Section L. This solicitation is set-aside for registered Disadvantaged Small Business 8(a) programs only.
Note: Firm-fixed price shall include all labor associated with the performance of Pavement Clearance of Aberdeen Proving Ground North. The Government intends to award a single, Indefinite Delivery Indefinite Quantity type contract on a Firm-Fixed Price basis. The Government intends to evaluate the received proposal and make award with discussions if necessary. The offeror should ensure the completeness of their proposal and offer their best terms and conditions with their proposal. To be considered for award, offerors must be registered in the System for Award Management (SAM.gov) under NAICS 561730, Landscaping Services prior to contract award. The solicitation includes one (1) base year and four (4) option years of service. One (1) six-month extension of services option is included in this solicitation and resulting contract per FAR 52.217-8 Option to Extend Services. The solicitation will be a disadvantaged small business 8(a) competitive set-aside for North American Industry Classification Code (NAICS) of 561730 (Landscaping Services). The Performance Work Statement (PWS) is included with the solicitation. Technical and Certification requirements are included in the solicitation.
A price is considered reasonable when, in its nature or amount, it does not exceed what an ordinarily prudent person in the conduct of competitive business would incur. A balanced offer is one that contains prices properly distributed over all line items throughout the life of the contract including any base and option period(s).
INFORMATION FOR EVALUATION-
This section supplements clause 52.212-1 and 52.212-2 which is included elsewhere in this request for quotes. The Government intends to evaluate offer and award a contract without discussions. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all bids if such action is in the public interest and waive informalities and minor irregularities in bids received. Award will be made to the proposal that represents the Best Value to the government. To receive consideration for award, a rating of no less than “Acceptable” must be achieved for the Technical FACTOR and all enumerated parts therein. Additionally, to receive consideration for award, the Offeror’s Past Performance FACTOR must be rated as “Acceptable”. The Government reserves the right to contact other third parties for performance information, and the Government reserves the right to use any information received as part of its evaluation.
The contractor shall submit responses to the Price Factor, Technical Factor, and the Past Performance Factor sections below to be considered for award.
Evaluation factors other than cost/price, when combined, are approximately equal to cost/price factors.
PRICE FACTOR:
Submission Instructions – No page limit. The contractor shall complete each Contract Line-Item Number (CLIN) in the solicitation to reflect the Unit Price and the calculated Total Amount for each line item. The Government assumes no responsibility of submissions with incorrect calculations. The items (called "Events" in the pricing schedule) and estimated quantities will be multiplied times their respective unit prices found in the RFP.
Evaluation – Price will not be assigned an adjectival rating; but will be evaluated to determine if the Offeror’s quoted price is fair, reasonable, and balanced.
Unrealistically Low Prices: Unrealistically low quoted prices, initially or subsequently, may be grounds for rejection for this RFP.
Unbalanced Pricing: Offerors are cautioned against submitting quote that contains unbalance pricing. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly over or understated as indicated by the application of cost or price analysis techniques. The Government shall analyze bids to determine whether they are unbalanced with respect to separately priced line items or subline items. proposals that are determined to be unbalanced may be rejected if the contracting officer determines that the lack of balance poses an unacceptable risk to the Government.
NOTE: The Government will establish the contract total ("ceiling") based on the total evaluated price from the successful offeror's proposal.
TECHNICAL FACTOR:
Submission Instructions – Offerors shall submit a technical proposal that addresses the sample scenario. Page limit is 5 pages total, including any photos/graphics/pictures.
Part 1: Sample Scenario
Scenario: It has started snowing and seven inches of accumulation are expected at APG. The COR has called and ordered a "Events 0003 and 0008" response from your contract (see pricing schedule) which is for the removal of 4"-8" of snow. Describe in a brief narrative your staffing plan (number of workers, mix of employees, etc.), the equipment (type of truck, quantities, blade size, bucket size, specialized snow/salt equipment, etc.) you would utilize in order to complete the job to the quality and time standards outlined in the PWS. NOTE: See PWS for specific time and quality requirements for the services.
The Technical FACTOR will be rated as either Acceptable or Unacceptable.
1. Acceptable means that the proposal clearly meets the minimum requirements of the PWS.
2. Unacceptable means that the proposal does not clearly meet the minimum requirements of the PWS or any proposal that fails to follow the instructions of the PWS and provide all of the submission requirements.
PAST PERFORMANCE FACTOR:
Submission Instructions – Offerors shall submit a past performance FACTOR response. Page limit is 6 pages total.
Offerors are to provide information on recent and relevant contracts for the Offeror, and the Offeror’s proposed critical subcontractor(s). Critical subcontractors are defined as members of an Offeror’s overall team who are expected to perform more than 20% of the labor portion of this contract. The Offeror shall submit at least one (1), and no more than five (5) recent and relevant contracts. The Offeror shall only submit those recent and relevant contracts for itself and its critical subcontractor(s) for efforts that it proposes to be performed by the Offeror and its critical subcontractor(s) on this contract. These may include Federal, state, local Government, or private party contracts. If the Offeror is using a combination of contracts to meet the $200,000.00 figure outlined under relevancy, then each of the contracts shall be listed separately.
“Recency”, as it pertains to past performance information, is a measure of the time that has elapsed since the past performance reference occurred. Recency is generally expressed as a time period during which past performance references are considered relevant. Recency as it pertains to this RFP includes performance of contracts occurring within three (3) years prior to the date of issuance of this RFP.
“Relevancy”, as it pertains to past performance information, is a measure of the extent of similarity between the service/support effort (snow plowing), complexity, dollar value, contract type, and subcontract/teaming or other comparable attributes of past performance examples and the source RFP requirements; and a measure of the likelihood that the past performance is an indicator of future performance. Relevancy, as it pertains to this RFP includes contracts (or a combination of contracts) with an total annual value of at least $200,000.00. For each of the recent and relevant contracts submitted, provide the following information:
a. Contract Number (and delivery order number if applicable) and Commercial or Government Entity
b. Contract Type (specific type such as Fixed-Price (FP), Cost Reimbursement (CR), Time &
Material (T&M), etc.). In the case of Indefinite Delivery contracts, indicate specific type (Requirements, Definite Quantity, and Indefinite Quantity) and secondary contract type (FP, CR, T&M, etc.)
c. Total Value of the Contract. If the contract was a cost type contract, state whether performance cost was at or below the proposed amount, and if not, why.
d. Contract Performance Schedule and Actual Dates of Contract Performance
e. Government or Commercial Contracting Activity Address, Telephone Number and E- mail
f. Procuring Contracting Officer’s (PCO) and/or Contract Specialist’s Name, Telephone Number and E-mail (if a Government contract)
g. Government (DCMA) or Commercial Administrative Contracting Officer (ACO), Contracting Officer’s Representative (COR), Performance Certifier, and/or Quality Assurance Representative (QAR), Name, Telephone Number and E-mail (if a Government contract)
h. Any significant subcontracting or teaming agreements
i. Percentage of effort performed as a prime or subcontractor. Note: Offeror must have performed at least 20% of the effort for past performance to be considered.
j. For any contracts that did not/do not meet original schedule or technical performance requirements, provide a brief explanation of the reason(s) for the shortcomings and any corrective action(s) taken to avoid recurrence. Offerors shall list each time the delivery schedule was revised and provide an explanation of why the revision was necessary. All Requests for Deviation and Requests for Waiver shall be addressed with respect to causes and corrective actions.
k. The Offeror shall briefly describe the specific work activity to be performed by itself, as the prime Offeror, and by each of its critical partners/subcontractors/teammates in addition to providing the cage code for each.
l. The Offeror will indicate if it has no past performance. Offerors with no past performance will receive an “Acceptable” rating.
The above instructions are provided to advise Offerors as to the information required by the Government to assess the contractors recent and relevant past performance. Since this information constitutes a basis of the Government's review, it is imperative that the Offeror present its past performance in a clear and complete manner.
i. Corporate Entities- If any contract, listed as part of the Past Performance Factor submission, was performed by a corporate entity or division other than the corporate entity or division that would perform work under this RFP, please identify them and indicate which entity will perform this effort. The Offeror shall also provide the above requested information for any proposed subcontractor on which the Offeror is submitting past performance information.
ii. Predecessor Companies- If you, or your subcontractor(s), only have relevant and recent performance history as a part of a predecessor company, we may consider that past performance in our evaluation of past performance. Please provide the information for those recent, relevant contracts of that predecessor company. Offerors shall also document the history of the evolution from the predecessor company.
iii. Contacting References- Offerors are advised that the Government may contact any of the references that the Offeror provides, may contact other third parties for performance information, and the Government reserves the right to use any information received as part of its evaluation. Offerors shall include in their proposal the written consent of their proposed subcontractors to allow the Government to discuss the subcontractor's past performance.
Complete Information- Government does not assume the duty to search for data to cure problems we find in proposals. The burden of providing thorough and complete past performance information remains with the Offeror.
While the Government may elect to consider data obtained from external sources other than the proposal, such as from the Past Performance Information Retrieval System (PPIRS) and Contractor Performance Assessment Reporting system (CPARS) the burden on providing thorough and complete past performance information rests with the Offeror.
The Past Performance FACTOR will be rated as follows:
i. Each Offeror’s past performance will be evaluated to determine how relevant a recent effort (as required by this RFP) accomplished by the Offeror is to the requirements outlined in the PWS. Each Offeror’s effort(s) will be assigned one of the ratings below:
Rating Definition
Relevant Present/Past performance effort involved similar scope and magnitude of effort and complexities this RFP requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this RFP requires
ii. The quality of the Offeror’s past performance on recent and relevant efforts will be evaluated based on the Offeror’s proposal submission and outside sources, as needed. One performance confidence assessment rating will be assigned to each Offeror after evaluating the Offeror’s recent past performance, focusing on performance that is relevant to the contract requirements. Each Offeror will be assigned one of the ratings below:
Rating Description
Acceptable
