2.1.0.12 Snow Event Measurement standard/method: Measurements of peak snowfall accumulations will be based on National Weather Service Guidelines (NOAA). The Government will utilize a snow board (2x2 by 3/4” foot piece of plywood), painted white to minimize heat from the sun that could melt the snow, to measure snowfall accumulation.

A total of three boards on the installation (APG North) (1 Primary and 2 Alternate) will be placed on the ground upon initial notification of a possible snow event, at the mutual agreed upon (between the COR or other Government representative and Contractor) locations. Locations will be identified prior to the first snowfall of the season. A permanent weatherproof ruler is mounted on the board and will be utilized to measure snowfall accumulation.

2.1.0.12.1 Snow measurement(s) will be conducted by the Directorate of Emergency Services (DES) or designated representative upon notification from the COR. The contractor is responsible for requesting the execution of snow measurements to the COR. DES will conduct the measurements within 30 minutes of notification from the COR. The snow depth will be recorded on a provided spreadsheet, picture taken of measurement, then forwarded or handed to the COR. Immediately after the measurement is taken, the snow board will be wiped clean and returned to the same location. Any additional accumulation after the initial measurement has been taken will be added to the event total.

2.1.0.12.2 A snow event encompasses: Initial notification from COR to Contractor of potential snowfall until the end of snowfall and audible agreement between the Contractor and COR. If additional snowfall begins within a five (5) hour window after the termination of the snow event and the contractor is required to continue snow removal and salting applications, the contractor is allowed to request an additional snowfall measurement, which will be added to the initial measurement for invoicing purposes. Salting is a continuous action throughout the whole event (Multiple Applications of salting during an event is considered one (1) event). The COR reserves the right to allow a third measurement, if appropriate. Any snow removal required outside the five (5) hour window will be considered a new snow event. The Contractor will be notified to mobilize equipment by the COR 2 hours prior to a snow event. In the event of no accumulation of snow or ice, and if the contractor personnel that are present onsite (APG) are held beyond 2 hours; the contractor will be paid an hourly standard fee for onsite personnel.

2.1.0.12.3 In the event of non-uniformity snowfall on the primary snow board (drifting or windblown), additional measurements at the three predetermined alternate locations will be utilized. The multiple measurements will be averaged together to obtain an accurate measure of the snowfall event. The measurements will not include the largest https://sam.gov/wage-determination/2015-4265/26 8/11 drifts or areas that have had snowfall drastically reduced by the wind. (Example: Board #1=2.4”, #2=2.2”, #3=2.1” [2.4+2.2+2.1= 6.7”/3] = Avg. 2.2”)
