Response to submitted Questions
9. Question: Page 11 - 2.1.0.15 VEHICLES: The contractor shall supply all vehicles required to perform under this contract. All metered trucks shall be in accordance with all federal, state and local codes to deliver and haul propane and propane materials. Vehicles with accident surveillance cameras shall not permitted on APG Installation. Currently, our DriveCam software is not disabled when we make deliveries, and we will not be able to turn this off while delivering in the future. Can this section be removed?
Answer: No, the requirement will not be removed. However, the PWS has been modified to read: “The contractor shall supply all vehicles required to perform under this contract. All metered trucks shall be in accordance with all federal, state and local codes to deliver and haul propane and propane materials. Vehicles with accident surveillance cameras shall be disabled or obscured from recording video while operating on APG installation areas. Video or live feed recordings are not permitted on APG Installation
10. Question: Pages 31-37 - Section 7.2 APPLICABLE Directives, Publications: A number of the directives and publications listed on these pages appear to be inapplicable to propane delivery services. Please find out which ones we are expected to comply with
Answer: Pages 31-37 - Section 7.2 APPLICABLE Directives, Publications: a. RESPONSE: These are
IMCOMs standards for all PWS; Contractor will comply only to those directives, publication, regulations that pertain to their provided service(s).”
11. Question: For Item 5001 it shows the quantity of 97 each but should be some amount of gallons (probably not 230,000 gallons since the time period is only 2/2/28 – 7/1/28). It looks like
97 each was copied over from the tank maintenance/removal line items (lines 4005 and 4006).
Answer: Item NO 5001 Option is revised to show 115,000 gallons instead of 97 each. The POP remains 2/2/28-7/1/28.
12. Page 2 - 2.1.0.6 PROPANE FUEL PRICING: For each gallon of propane delivered, the contactor shall be paid based on the actual U.S. Energy Information Administration (EIA) per gallon opening price on that day of delivery plus the contractor's proposed per gallon coefficient markup. This posted price is from close of business the day prior >>> the current pricing shown on the insert below is from Friday 12/30 since Monday was a holiday. This closing price from the prior day would be used to price that day’s deliveries, but it will not be the
“opening price”
Answer: Revised paragraph 2.1.0.6 Propane fuel Pricing. CHANGE “opening price TO “closing price.”
