REQUESTS FOR INFORMATION

Solicitation W56ZTN-18-R-0011 Pump and Clean Sewage and Grease Holding Tanks – Aberdeen Proving Ground, MD

Responses to Timely Received Request for Information

1. “Has the Government required this type of work before. If so what was the previous contract number and amount?”

RESPONSE: Previous Contract No. W56ZTN-15-P-0033. Information about the contract can be obtained from USASpending.gov.

2. “Will there be a site visit? If there is a site visit will the Government extend the question period after the site visit is completed?”

RESPONSE: No site visit is planned.

3. “Page 14 of the solicitation under the performance work statement states "The contractor shall provide tankers with sufficient capacity to perform the pumping of sewage and grease What is the Governments definition of tanker with sufficient capacity?”

RESPONSE: A tanker of sufficient capacity is one that could hold the entire contents of the tank being pumped. From ATTACHMENT A, the list of tanks on page 19 of 93, that would be a tanker that can hold at least 5,000 gallons (E6110).

4. “Where is the point of discharge for sewage and grease?”

RESPONSE: Sewage can be discharged into a manhole near the intersection of Brigade Street (old Austin Rd) and Otto Rd (Building E-4210, Gymnasium). According to the solicitation, page 15 of 93, 3rd paragraph, "[T]he contractor shall remove the grease from the installation and dispose of (it) at an off-post site and/or approved landfill for disposal."

5. “Per page 13 B.3 the solicitation states This is a single award, firm fixed price contract but there are delivery/task order based clauses. Is this a firm fixed price contract or is this a deliver task order based contract in which delivery task orders will be sent for each required pump out?”

RESPONSE: A firm-fixed price contract will be awarded. Paragraph 52.216-18 is hereby deleted.

6. “Does the Government want the price per gallon or a monthly amount based off Attachment A's projected gallons. On page 15 of the solicitation under the performance work statement it states "Note: Payment will be made for actual gallons pumped from the tank", yet pages 2-11 requires a break out over 12 months.”

RESPONSE: The Government wants to see the price per month based on Attachment A’s projected gallons. Upon award, that monthly rate will be used as the basis for per gallon rate.

7. “Does the Government require clause 52.204-17, 52.209-2, 52.209-11, 52.212-3, 52.219- 1 and 252.209-7999 to be filled out and submitted with proposal?”

REPONSE: Yes,

8. “52.212-3 is the representations and certifications already submitted through SAM, if the government requires this to be submitted with the proposal can a copy of the SAM record be submitted?”

RESPONSE: Yes.

9. “Page 87 Work Plan. The offeror shall describe in detail the procedures to be taken to perform the service states see PWS for approved facilities yet the PWS only states on page 15 The contractor shall unload sewage pumped from the tanks at a point of discharge APO Edgewood Area designated by the COR. Can the approved facilities be given?”

RESPONSE: "APO" should be Aberdeen Proving Ground (APG). See the attached sketch of the manhole location where wastewater is to be discharged into.

10. “Page 90 states ‘The Government will award one single award Firm Fixed price contract as a result of this solicitation. The minimum guarantee will be 2.500.00 for the entire contract period" How will that work if this is a firm fixed price contract? Does this mean that the work is not guaranteed as outline in Attachment A?’”

RESPONSE: It means that the government is only required to pay $2,500 in the event that the Government must terminate the contract. The Government cannot provide any guarantee of work.

11. “Page 92 Past Performance Requirement reads ‘Relevant efforts must also be for septic pumping/grease trap cleaning services for commercial or Governmental clients that are on average greater that 25K per year on average. Typically most commercial contracts are less that 25K per year average, why is the Governments requirement so high?’”

RESPONSE: The past Government contracts for this work have been higher than $25K per year.

The Government requirement is higher than typical commercial needs for septic service;

therefore, the Government wants to engage a provider that has adequate resources, experience, and organization to handle this size contract.
