Q22 - …The onsite staffing requirement was one full-time lead technician and one full-time support person as defined in the RFQ. The Tour guidance said that only incidental support was necessary but never defined what incidental support meant. What is the historical requirement for vendor staffing of the contract? In addition, the site walk was only conducted at two locations so no determination of requirements could be independently ascertained by the vendor and therefore we much rely solely on APGs guidance. Is that the intent?
A22 –The original solicitation did not assert that the staffing requirement was conducted by one full-time lead technician and one full-time support person. As stated in the original combined synopsis/solicitation, historically the on-site water treatment support has been performed by one
(1) individual on a full-time basis. The intent of this requirement is for the contractor to provide recurring treatment chemicals, supplies and associated incidental services. The on-site water treatment support is incidental to the supplies being requested; this is not a service requirement or labor-hour type contract. Historical information was provided as a courtesy, however, it is contingent upon the offeror to determine what type of support is necessary that complies with the specifications provided.
Q23 - Chemical Treatment Design and Compliance - The specification specifically says that APG has established the treatment program for the individual systems and that the Vendor is responsible for maintaining these conditions for successful treatment. This would indicate that the vendor is only responsible for maintaining a predetermined treatment program. Is this correct? If the treatment program is predetermined, and the vender demonstrates compliance with this program, the vendor cannot be responsible for system cleaning or damage caused by an inadequate program. How does the vendor have an opportunity to optimize the treatment program if the program is preordained?
A23 – The specifications do not state “APG has established a treatment program”. Please reference section C.11, C.12 and C.13 of the contract specifications titled, “A01 W56ZTN-16-R- 0005 Specifications_28 October 2015” for questions regarding treatment program compliance and contractor liability.
Q24 - Preaward system conditions -Will a post award system inspection be conducted to establish baseline system conditions to apply appropriate cleanup costs to prior operations or treatment?
A24 - Please reference section C.13 of the contract specifications titled, “A01 W56ZTN-16-R- 0005 Specifications_28 October 2015”.
Q25 - System Testing –Will all testing be conducted by onsite Vendor personnel and on what frequency?
A25 – Testing requirements are outlined in the contract specifications titled, “A01 W56ZTN-16- R-0005 Specifications_28 October 2015”.
Q26 - Water System Inventory- Can we be provided with an inventory of all equipment with ages and specifications for all equipment to be treatment and tested.
A26 – Inventory information is not currently releasable at this phase of the procurement process.
A site visit was conducted on 04 February 2016 which gave vendors the opportunity to view current equipment. Although only two facilities were toured, these facilities contained systems that are located throughout the remainder of the installation.
Q27 - Current Treatment Program-Is the intent of this contract to maintain the current Vendor staffing and frequency of testing. If yes, please provide details regarding the current staffing and operations. If not, why not and what is the desired changes. Since no specific information has been provide by the specifications and therefore there is no basis for staffing, please provide a specification for labor requirements.
A27 – It is the vendor’s responsibility to determine what level of staffing is required in order to meet specifications of the contract. Testing requirements are outlined in the contract specifications titled, “A01 W56ZTN-16-R-0005 Specifications_28 October 2015”.
