Q9 - Cooling tower program requires cooling tower cleanings. [Please provide] the number of cooling towers as well as the approximate tonnage in order to properly calculate the cost.

A9 – There are approximately 30 cooling towers ranging from 50-200 ton capacity.

Q10 - Daily on-site service and cooling tower cleanings – Is it the intent of this contract that an on-site service technician is to be on-site 40 hours a week (less Holidays) or is the expectation something else? Please define the exact expectations of on-site service technician time required by this contract. Should there be an additional line item on the pricing sheets to separate the labor rates into two categories as follows:

a. Labor rate for cooling tower cleaning cost (2X a year) per spec section C.11 (2) (f) and,

b. Labor rate for testing, chemical distribution, salt distribution (based on total time required once it’s clearly defined in the answer to Question #10 above)?

A10 – The intent of this requirement is for the contractor to provide recurring treatment chemicals, supplies and associated incidental services. The on-site water treatment support is incidental to the supplies being requested; this is not a service requirement or labor-hour type contract. Historical information was provided as a courtesy, however, it is contingent upon the offeror to determine what type of support is necessary that complies with the specifications provided. The “A02 Attachment A_Pricing Schedule” contains a separate line item for the on-site water treatment support effort. Any further separation outside this line item for on-site water treatment support may be determined non-responsive and the offeror may be removed from consideration.

Q11 - Based on the amount of buildings at both Aberdeen and Edgewood sites, the specification calls for cooling tower cleanings that must be performed 2X a year and mandatory tower disinfections to be performed 2X a year. Is there between 60 and 100 various sized tower cells that are required to be cleaned between these two sites?

A11 – No. There are approximately 30 cooling towers ranging from 50-200 ton capacity.

Q12 - Is the Contractor required to clean the same quantity of tower cells that is in the current contract as it stands today?

A12 – There are approximately 30 cooling towers ranging from 50-200 ton capacity.

Q13 - If the answer to question 12 above is “NO”, please provide the quantity of tower cells that are to be cleaned.

A13 – There are approximately 30 cooling towers ranging from 50-200 ton capacity.

Q14 - Are the 15 gallon drums of chemicals weighing in excess of 165 lbs+ required to be lifted/hoisted into the different buildings by the Contractor?

A14 – Yes.

Q15 - Is the Contractor responsible to transport these chemicals to each building and locate the chemicals inside each building including up and down multiple stairways?

A15 – Yes. The contractor is responsible for the transportation of all chemicals and associated material for each building in which chemicals are to be delivered and administered.

Q16 - There are cooling towers that require scaffolding and some that require lifts in order to properly clean them. Is the contractor fully responsible to provide the necessary scaffolding (erection and disassembly) and the lift equipment for this work twice a year (as there are two cleanings per tower per year)?

A16 – Yes. Please refer to section C.2 of the specifications (“A01 W56ZTN-16-R-0005 Specifications_28 October 2015”) which state, “The Contractor shall provide all chemicals, tools, materials, equipment, transportation, technical expertise and incidental services necessary to provide water treatment chemicals to heating and cooling systems and associated equipment in accordance with the requirements specified herein.”

Q17- Is the contractor responsible for providing permits to erect the scaffolding?

A17 –Permits are not required. The contractor shall abide by Occupational Safety and Health Administration (OSHA) standards which requires a competent person to oversee the erection, use and dismantling of the scaffolding.

Q18 - Who is responsible for the operation, mechanical repairs and shift blowdowns of the high pressure and low pressure steam boilers located at each building in Aberdeen and Edgewood?

A18 – The Government will do the maintenance and operation. Contractor shall blow down while pulling samples.

Q19 - Should the contractor count on having any physical labor assistance from Government employees to help or assist with hoisting, moving or transporting chemical drums to the necessary building sites within Aberdeen and Edgewood?

A19 – No.

Q20 - In spec section C.2f. the Government requests a list of active chemical ingredients for each to be supplied/used per this RFI. Is the Contractor required to provide this information with their bid Proposal documents on February 23, 2016 or after the award of the bid?

A20 – The contractor is NOT required to provide this information with their proposal. After award, the contractor is required to provide a list of this information on Material Safety Data Sheet(s) (MSDS).

Q21 - Can you please disclose the annual cost of this contract previously or total price including options and number of annual options exercised or the previous contract number or solicitation number?

A21 – The previous contract number was W56ZTN-14-F-0001. Public information regarding this effort can be found at https://www.usaspending.gov.

Q22 - Will the government require a 1449 signed form with our proposal submission and/or a separate Contract Line Item Number (CLIN) document? Does Attachment A need to be completed and submitted?

A22 – The Government did not solicit this requirement utilizing a SF-1449. The body of the combined synopsis/solicitation provides all documents that are required in order to be considered for award. This includes, but is not limited to, a cover sheet, A02 Attachment A_Pricing Schedule, resume(s), certificate(s), CLIN information, signed amendments, etc. It is incumbent upon the offeror to read and understand the proposal submission requirements as an incomplete proposal may be considered non-responsive and thus removed from consideration.
