In response to this sources sought, please provide:
1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code.
2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any.
3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (including size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. Contractors responding to this Sources Sought Notice should provide information on their ability to perform hazardous material (HAZMAT) management operations on a military installation, including estimated lead time for mobilization, obtaining base access, and establishing compliant handling and storage processes. Responses should describe proposed technical capabilities for receiving, storing, tracking, distributing, and disposing of hazardous materials in accordance with DoD, OSHA, EPA, and installation‑specific requirements, as well as spill response and emergency mitigation procedures. Firms should identify alternative methods or technologies that could enhance efficiency or safety, and outline personnel qualifications such as HAZWOPER certification, medical surveillance participation, and relevant training. Respondents should also address their ability to meet security clearance or access requirements, bonding and insurance capabilities (including environmental or pollution liability coverage), and provide past performance demonstrating experience with HAZMAT operations in military or similarly controlled environments.

Include the subject of the acquisition, this announcement, and the MICC POC information from the www.sam.gov notice. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion.
Potential Brand‑Name J&A Notice: The U.S. Government is also assessing whether certain requirements in the draft Performance Work Statement (PWS)—specifically the use of DAQ Electronics‑certified equipment, tools, software, and technicians—may necessitate a Brand‑Name Justification and Approval (J&A) under FAR 11.105. If market research confirms that DAQ‑specific components or OEM‑certified services are essential to maintaining system interoperability, cybersecurity posture, and operational continuity for the ICIDS architecture, the Government may pursue a brand‑name J&A to support the solicitation. Respondents are encouraged to identify whether they possess current DAQ Electronics OEM authorization or certification, or whether alternative solutions exist that meet the technical requirements of the ICIDS system without compromising compatibility or performance.
8. Recommendations to improve the approach/specifications/draft PWS/PRS to acquiring the identified items/services.
