About this file
This document contains questions and answers regarding a solicitation for a Smart Target System. The solicitation is seeking proposals for a system to be used for outdoor urban training environments and will include reinforced base targets capable of withstanding 7.62mm rounds. A two year spare parts package will be included, and the preferred deployment method is via trailer to enable rapid deployment and secure transport of targets from storage to the shooting range. Training will occur outdoors and targets must function in both open field and urban environments, with additional equipment required for more immersive urban training. The required ballistic protection has been increased from 5.56mm rounds to 7.56mm rounds to match the intended maximum calibers that will be used, including 7.62mm NATO and .338 Lapua Magnum rounds. Proposals are due by the date specified in the solicitation and must follow the format required in the SF1449 form.

| Spare Parts. The solicitation does not include any requirement for spare parts such as replacement target mannequins and other consumables? . As these are several perishable items (through exposure to destructive gunfire) which we supply in a comprehensive list of spare parts but there is no mention of this requirement. If no requirement, how would spare parts be supplied in future? | The solicitation includes a 2 year spare parts package. Detailed list of spare parts and consumables are included in the PWS which is incorporated to the solicitation. |
| Trailer/Connex. We are concerned about the option to provide a Trailer or a Connex in our proposal. These are vastly different options with one option (trailers) providing much greater flexibility and deployability while the other (ISU-90 style Connex's) are considerably cheaper but do not offer anywhere near the ability to sustain support to the training as does a trailer. Our concern is that, while a connex is cheaper, it does not support the deployable capability of Smart Targets effectively and we are reluctant to offer this but clearly do not want to compromise our proposal by offering the higher priced but more capable solution and potentially be priced out of the solicitation. We would appreciate clarification on whether the end-user has the intentions to deploy the targets forward to the shooting ranges by standard tow vehicle such as a HMMWV (in the case of Trailers) or by crane or forklift (ISU-90 connex) so we can assess these options and finalise our submission. | The trailer option is preferred as it enables rapid deployment. Secondly, the trailer will ensure that the targets are secure from point of storage to point of employment. |
| Indoor or Outdoor Use Is there any information available as to whether the end user will operate these targets on urban or indoor ranges? Our system will operate in urban environments equally as well as open field environments however there are additional equipment requirements we offer to instrument the urban space so the training is more immersive. We would like to know whether the end users plan to operate the Smart Targets in an urban environment so we may include these in our proposal. | The training will be conducted in outdoor urban environments. |
| Ballistic Protection. The solicitation requires ballistic protection only up to 5.56mm calibre ammunition however the solicitation also calls for Range Extension Kits which allow the Smart Targets to be engaged at distances greater than the range of the main Command & Control communications node by extending the communications network. The range of the main communications node exceeds the effective range of 5.56mm projectile (approx 600m) so it is implied that the targets will be engaged with projectiles with a greater range (and therefore a larger calibre) than 5.56mm such as 7.62mm NATO or .338 Lapua Magnum. Can we receive clarification on the intended maximum calibre the end user intends to use on the smart targets. | The capablility of reinforced base is changed from capable of withstanding up to and including a 5.56mm round to 7.62mm rounds. |
