Each offer submitted will be evaluated separately.

(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. (C) If this solicitation is a request for quotation, it was the only quote received.

(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. 52.212-2 ADDENDUM

I. Basis for Contract Award

A. General: All quotations will be reviewed for timeliness. If the quotation is received after the closing date and does not meet the criteria for “late submissions” in the solicitation, the quotation will not be evaluated. When submitting quotations electronically, offerors are required to request confirmation that the quotation was received by the Government. Timely quotations will be reviewed for compliance to the solicitation as described in paragraph B below.

B. Basis for Award Methodology: This acquisition will utilize the Lowest Price Technically Acceptable (LPTA) evaluation procedure in accordance with FAR 13.106-2 & FAR 12.203. The Government intends to award one contract as a result of this solicitation.

quotations will be evaluated on the total evaluated price. If the lowest quotation is found to be complete, the Government will make an award to that offeror and no other quotations will be evaluated. However, if the lowest quotation is found to be incomplete, the second lowest priced quotation will be evaluated for completeness.

If the second lowest priced quotation is found complete, the Government will make an award to that offeror and no other quotations will be evaluated. This process will continue until an award is made. Offerors are reminded that the Government will only evaluate one quotation from each offeror.

Award will be made to the responsible offeror that has submitted a complete quotation that conforms to all solicitation requirements such as terms and conditions, representations and certifications, technical documentation, and also provides the best value to the Government based on the results of the evaluation.

The Government intends to award a contract resulting from this solicitation to the offeror that has submitted a complete quotation that represents the best value after evaluation in accordance with the solicitation. The Government may reject any or all quotations if such action is in the Government’s interest. The Government may waive informalities and minor irregularities in quotations received. The Government intends to evaluate quotations and award a contract without discussions with offerors, but reserves the right to conduct discussions, if needed.

Therefore, the offeror’s initial quotation should contain the offeror’s best terms from a cost or price standpoint.

If the Contracting Officer determines that the number of quotations that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of quotations in the competitive range to the greatest number that will permit an efficient competition among the most highly rated quotations.

The Government reserves the right to make an award on any item for a quantity less than the quantity proposed, at the unit cost or prices proposed, unless the offeror specifies otherwise in the quotation. Exchanges with offerors after receipt of a quotation do not constitute a rejection or counteroffer by the Government. The Government may determine that a quotation is unacceptable if the prices proposed are materially unbalanced between line items or subline items.

Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more line items is significantly overstated or understated as indicated by the application of cost or price analysis techniques. A quotation may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.

A written award or acceptance of quotation mailed or otherwise furnished to the successful offeror within the time specified in the quotation shall result in a binding contract without further action by either party. If a post-award debriefing is given to requesting offerors, the Government shall disclose the following information, if applicable:

1. The overall evaluated cost or price and technical rating of the successful and the debriefed offeror.

2. The overall ranking of all offerors, when any ranking was developed by the agency during evaluation.

3. A summary of the rationale for award.

4. Reasonable responses to relevant questions posed by the debriefed offeror as to whether evaluation procedures set forth in the solicitation, applicable regulations, and other applicable authorities were followed by the agency.

C. Technical Documentation: The offeror shall provide technical documentation to show their approach to meeting the objectives in the Salient Characteristics and PWS. This includes any certifications, key personnel and management, as well as an overall approach to quality control. Failure to provide this information may result in an incomplete quotation that is not eligible for award.

D. Price Factor The vendors total evaluated price will be evaluated for reasonableness, completeness, and balance. The total evaluated price is calculated by multiplying the Quantity by the Unit Price for each individual CLIN then adding the CLIN totals together. The estimated amount proposed for DBA insurance will not be evaluated; however, the cost of DBA insurance will be included in the total contract amount.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
