White paper responses are limited to 30 pages and must address system maturity, demonstration/testing status, costs for 50 production units, technical capabilities including EIRP and sensitivity across frequencies, and suggested requirement modifications (excluding priority 1 requirements). Questions are due by May 19, 2025, and white paper responses must be submitted via DoD SAFE by 3:00 PM EST on May 23, 2025. The NAICS code is 334511 (Search, Detection, Navigation Guidance, Aeronautical, and Nautical System and Instrument Manufacturing), with no set-asides specified. a. How existing production and Independent Research and Development (IR&D) systems meet the draft requirements?

b. What modifications and changes would be required to meet draft requirements?

2. Experimentation or Demonstration of the system

a. Has this system been demonstrated and tested?

b. Are there any upcoming events for demonstration and testing?

3. Cost and schedule

a. Procuring 50 production or near production existing systems?

b. Modifying or building a system to meet requirements, and cost of procuring 50 systems?

c. If system is mature but has not been demonstrated and tested, what is the cost and schedule to demonstrate capability?

4. Technical
