About this file

This document contains questions and responses related to a draft request for proposal for an Intelligence Application Information Collection Management system. Key details include that the solicitation timeframe is scheduled for November 15 to December 15, 2023, with responses due on December 15, 2023. The technical test site will be located at Aberdeen Proving Ground and vendors should include travel costs in their proposals. The system is intended to manage collection resources and does not require performing intelligence exploitation. Acceptable technical readiness levels for product demonstration are level 5, with an expectation of level 6 for products entering the program. Fielding refers to eventual deployment of the application to soldiers beyond testing and evaluation.

The document provides clarification on requirements for the product demonstration, including file formats and sample data that will be made available. It also addresses questions about requirements in the statement of work, noting updates that will be made to the draft proposal and total evaluation price templates prior to final release. The Department of the Army Materiel Command Army Contracting Command at Aberdeen Proving Ground is listed as the contracting agency.

3.14 Why is this section in the SOW if the TEP shows it as NSP on the 5yr Ordering Period? Do we need to bid this? This isn’t on the CLIN Pricing tab of the TEP but it is listed on 5yr tab it just isn’t requesting pricing in 5yr.

This will be corrected on the final RFP

14 3.19 SOW/TEP 3.19 Where are these items being bid o in the TEP?

On the CLIN Pricing Tab. This spreadsheet will be updated prior to final RFP release to automatically feed into the 5‐year Ordering

SOW page 8 – What are the key metrics to consider for

Common Attack Pattern Enumeration And Classification

(CAPEC)?

There are not any "key metrics" when considering

Common Attack Pattern Enumeration And

27 PRD

General ‐ What are the key measures of effectiveness and measures of performance for the project?

For the overarching concept, the MOE is assessed by fulfilling Army Capability Manager ‐

Foundation (ACM‐F)'s ICM requirements and validated through Soldier Engagements/feedback.

The MOPs are addressed in the Performance

Requirements Document and will be validated by technical testing. Detailed list of MOPs/MOEs will be derive from ACM‐Fs base requirement.

28 PRD

General ‐ What levels of automation are desired for this project? This has implications for the AI/ML services that we apply.

Automation is desired in the following areas:

‐ The flow of data between documents. (i.e.

Ingest of Event Matrix populating the NAI List, changes within the ICM are reflected within the

ICSM)

‐ Determining capabili es of assets with consideration to weather, availability, and terrain

However, the desired automation will continuously evolve based on user feedback and as technology matures.

29 PRD

General ‐ What data will be required to produce the intel products for CM and where will this data come from? Please provide relevant SV/OV materials

Data required to produce CM Products

‐ Map data (Map services, geo flat files)

‐ Intel/Fires products (Event Matrix, HPSTM)

‐ Various flat files (excel) to help the ICM create

Lists within the ICM APP (Asset Status List, PIR

List, RFI/RFCs)

‐ Equipment data (i.e. WEG)

More details can be found in the Performance

Requirement Document.

What is meant by fielding in the context of the draft RFP? Is this beyond piloted deployment for T&E?

Yes. The application will eventually be fielded to the

Soldiers.

36 When do you expect to issue a finalized draft SOW?
