Q&A #Reference (SOW PARAGRAPH, CLIN STRUCTURE, etc.)QUESTION(S)GOVERNMENT RESPONSE
1Technical Data Package - Incomplete drawingsUpon reviewing the TDP, we identified several incomplete drawings that are essential for developing accurate unit pricing for our proposal.
We have compiled and attached a spreadsheet listing the incomplete drawings. As an example, please refer to Drawing Number 19200-9380370, which pertains to the 7.62 Trigger Arm. This drawing references six down parts (-1 through -6), but the details for these parts-such as geometry, dimensions, and tolerances-are missing, leaving the drawing incomplete. We have highlighted the incomplete drawings in yellow on the attached spreadsheet. Unfortunately, without this information, we are challenged to finalize accurate pricing for our proposal. We kindly requesting the missing drawings, if available. The tabulated drawings are complete and are not missing the info they need. The tolerances are in the notes of the drawings, the dimensions (stock size) is also in the notes. Please closely read the drawings and notes on each as all pertinent information is included.
2Specific to subject contract and PN: 13006420 (ADAPTOR, FEMALE)1. Possible mistake in the drawing that needs to be corrected or clarified.

Drawing asks for a true position to a Datum -F-, but the feature in question IS the datum. Can USG clarify or correct the drawing?

2. Additionally, the QAP for this part (has no rev) and on the QAP Major 108 its stated “True Position to datum F (2 places)” We cannot locate the second place of this position. Can USG clarify or correct the QAP? 1. Datum F establishes the datum axis (centerline) for this feature and the part.

2. The feature control frame in Zone C1 related to the 38.25/38.15 diameter is missing reference to Datum Axis F.

3 Material question regarding drawing 9380103 1. Both the -2 and -3 are calling out for 0.09” thick material, but the parts are .39” and .325” thick. Am I correct in the assumption that the material call out is wrong?

2. Also, can this be a more of a block shape with out the .075 - .105 option?Drawing 9380103, detail section -2 and -3 call out a material thickness of .09”. The thickness of the aluminum material on these sections are correct, the dimensions of .39” and .325” are not thickness of the material but the width of a C Channel design. The width corresponds to the total length measured from the back of the C shape to the front of the flange opening when viewing the piece as a letter C. The .075” - .105” is the flange thickness and that is the thickness of the legs that are protruding from the general C shape. There are multiples ways that this design can be produced with the Extrusion Option. One option would be to take the .09” thick aluminum, cut it to the desired overall length and shape then heat the piece and bend the material into the C shape required with the proper dimensions. The Extrusion Option is to produce one long C shaped piece and then cut the material to the desired length and shape.
4Supplied partsDrawing number 9380065 (SOLENOID, ELECTRICAL TRIGGER, M240C) lists two approved suppliers. One (1) Valcor (formally Electroid ). we requested pricing on their part# EC-132600 and received a no quote stating that the product was no longer in production. The Second (2) vendor, GW Lisk, stated that their part# L-6371 had not been quoted in years and that they had experienced difficulties with their previous build. The manufacturer noted that they were to hold an internal discussion to determine if they were interested in quoting this go around.

1. Are there approved technical drawing available for use to re-engineer the part to create additional supplier for the part under this contract?

2. Is there additional source the USG could direct us to, to get pricing and availability?

3. Would there be an opportunity to provide an alternate part (RFV) for approval? 1. There is no approved technical drawing available to be used in a re-engineering effort for additional supplier.

2. The government has used Rocker Solenoid (Cage 07797) as a source for this part.

3. Yes, there will be an opportunity for a RFV submission and review.

5Technical Data Package (TDP)The files under attachment 9380068-EH3C0332EH(zip file) and then go to the tdp file and then ECH360332EH_00, the models and tdpls files are empty.Correct, the MODELS and TDPLS files are empty intentionally.
6Solicitation QuantitiesAmendment 3 revised the quantities in Schedule B, however the quantities in Schedule F did not change. Is the Government requirement to have all 1,066 gun mounts be delivered in one delivery or will the Government accept multiple deliveries provided the first 308 are delivered within the 360 days (with First Article), will Schedule F be revised?See Amendment 0005 for changes made to Government’s solicited schedule.
7Trade offWill the trade off be based on when first deliveries are made or when the total quantity can be delivered? The Government’s solicited delivery schedule states the full quantity is to be delivered by the number of days after date of contract award. In other words, the Government shall evaluate the total number of days after date of contract award that the full quantity is delivered.
8Proposal SubmissionCan we provide pricing and a delivery schedule for both suppliers and allow the Government to make a decision on the price/ schedule it wants?Section L.2.3 Single Proposal Submission states: Offerors are limited to submitting one proposal with one approach to meeting the requirements of this solicitation.
9GFMWill the Government consider providing this part as GFM?No GFM being provided in support of this requirement.
10Conformed Copy of SolicitationCan a conformed copy of the solicitation be provided so that we can see all changes in one document?Conformed copy attached to SAM.gov opportunity in the Attachments section.
11Solicitation ExtensionWill the Government extend the due date one additional week to allow for changes based on the response to questions 1 and 2.See amendment 0005, which extends the solicitation response date.
12DAYS AFTER AWARDThe amendment says:

"Change the number of DAYS AFTER AWARD for CLIN 0001AA from 308 to 360"

I noticed that the delivery date for 1AA was already 360 days. Is this a change in quantity?See amendment 0005, which contains the correct number of DAYS AFTER AWARD and quantity.
13Type of ContractWill the award be a “D” type or “C” type contract instrument? Or is the “EST” on Amendments 0003 and 0004 is in error? This is a firm fixed price contract. See amendment 0006.
14Solenoid sourcesThe Government provided an alternate source for the solenoid called out on Vendor Item Control Drawing 9380065. Since the Source provided (Rocker Solenoid - Cage 07797) is not listed on the drawing as an Approved source, will a Manufactures Certificate of Conformance (CoC) be acceptable documentation for the solenoid, or will the Government require certified test data be provided with the First Article that the solenoid meets the requirements of the drawing? The Government does not recommend using non-approved sources of supply; the drawing specifically calls out 2 Approved Sources and the Government recommends using one of those two vendors listed on the Vender Item Control Drawing/Source Control Drawing 9380065.

File details come from the government source that posted it. Updated .
