Q&A 22R0036

1. Does the USG plan on revising drawings to include material selection prior to source selection?

Answer: The USG does not plan to revise any drawings. The vendor should propose a material to be approved by the government prior to production.

2. PN 13105986 Bolt Assembly; Note 2 prescribes Black Trinyte. Does the USG own the spec that controls this process?

Answer: The government does not own the specification. The contractor should provide Black Trinyte or equivalent.

3. The PN 13105992 Extractor: Coating callout Note 5. Black PVD Coating. Does the USG own the spec that controls this process?

Answer: The government does not own this specification. PVD is a commercially available coating process.

4. On the PN 13105986 Bolt Assy: Brazing Shim. No callout on the braze material. Can the USG clarify?

Answer: The braze material is on the contractor’s discretion to ensure proper weld.

5. The Safety Assembly calls out projection weld without any other controls. Seems like there would be a pull or bend test required as a quality control. Is there a spec that controls this welding process?

Answer: Weld types per vendor’s discretion to ensure proper assembly and durability. All welds per AWS D1.1.

6. Additionally, There are other parts missing protective finish and heat treat notes (PN 13106100 Plate, Side, Trigger is one example). Does the USG plan on updating drawings via ECP or amendment prior to contract award?

Answer: The USG does not plan to update prior to contract award. The vendor should propose and approved by the government prior to production.

7. The prints are for the Remington 700 action, does this contract require a Remington 700 action and barrel? Our action has the same footprint as a 700 but with some improvements like being made from 17-4 stainless steel, and EDM cut bolt raceways. Same with our barrels, they are a stainless steel cut rifled barrel that offers improved accuracy over a hammer forged barrel.
Answer: The action and barrel must be backward compatible with the units in the field. If the improvements do not affect interchangeability or decrease performance, they are acceptable.

8. Are you wanting to have as much of the original equipment as possible so that it is interchangeable with the current rifles that are in service? I was able to find online the equipment that was used in the original package, there are better options out there now, but if you wanted the same equipment we could accommodate that.

Answer: It is not required that it is original equipment. Interchangeability with units in the field is required. If the better options are interchangeable, they are acceptable.
