C.2.6.14 The Installation Personnel Security Office will return the TASS Applicant Registration Request form to the TA who will review
Section III in order to verify the contractors background investigation information.
C.2.6.15 If the contractor meets the background investigation requirements in accordance with Department of Defense Instruction (DoDI)
5200.46, and DoD Manual (DoDM) 1000.13, the TA will sign the request form, and approve CAC issuance in TASS.
C.2.6.16 A CAC will not be issued without verification from the TA, or COR that the contractor has at minimum a favorably adjudicated
National Agency Check with Written Inquires (NACI), or evidence that a NACI has been initiated by the Government. The TA will vet all contractor personnel through the Government Security Office before he/she can approve contractor CAC requests.

DEERS and will then issue a CAC.
C.2.6.21 Issued CACs shall be for a period of performance not longer than three (3) years or the individuals contract end date
(inclusive of any options), whichever is earlier.
C.2.6.22 The contractor shall return issued CACs to the DEERS office upon return from deployment, departure or dismissal of each contractor employee. A receipt for each card must be obtained and provided to the TA or COR.
C.2.7 Army Information System (IS) Security Requirement, Contractor Investigation/Clearance: Reference AR 25-2, AR 380-67, DoD 5200.2-R and Final Credentialing Standards for Issuing Personal Identity Verification Cards under HSPD-12 (31 Jul 2008). If needed, the contractor shall provide Field Service Representative (FSR) support on a quarterly basis to execute the software updates IAW CDRL A004, Contract
Field Service Report.
C.4.2 The contractor shall provide Original Equipment Manufacturer (OEM) training that is equivalent to OEM FSR training. The training shall provide the RLSC technicians familiarity with system operation, functions, troubleshooting, repair procedures, and safety procedures. This training shall educate the RLSC to break down the system and subsystems in order to make field level and sustainment level repairs. The training shall be conducted to no more than ten (10) RLSC personnel at the contractors facility in Sterling Heights, MI over the course of ten (10) consecutive business days (Monday through Friday). The course shall not be more than 8 hours of instruction per day. The MPL contains negotiated prices for the repair parts for the S-MET for all three ordering periods and changes would be negotiated as necessary.
C.7 Repair Maintenance Actions (RMA):
C.7.1 The contractor shall provide RMA services on any S-MET system, subsystem, component, or part.
C.7.2 The Government will coordinate with the contractor all RMAs at least three business days prior to shipping any asset (system, subsystem, component, or part) to the contractor for RMAs. After the Government has determined which asset(s) will be shipped for the
RMA actions, the Government will issue a Delivery Order (DO) identifying the assets by serial number and fund the contractor to complete the initial inspection and tear down actions. After the tear down, the contractor shall submit a detailed proposal IAW CDRL A001, Robot
Repair Estimate, to the Government provided point of contact (POC) so a Government determination can be made of which RMAs will be approved to proceed or be denied. The DO will be modified to incorporate the approved RMA negotiated costs and the schedule. Once the modification is awarded, the contractor shall complete the RMAs on the appropriate asset(s) and return the denied asset(s).
C.7.3 The Government will be responsible for all the delivery costs of all asset(s) sent to the contractor for inspection and teardown and also the return of the asset(s) to the Government after completion of the repair and system, subsystem, component, or part that were denied. Prior to shipping the repaired part(s) to the Government, after completion of the RMA, the contractor shall test the system, subsystem, component, or part(s) to ensure it functions successfully with all aspects of the manufacturers performance specification for each system, subsystem, component, or part number.
C.7.4 In the event that a system, subsystem, component, or part cannot be shipped, and the RLSC requires on location support, the contractor shall send a FSR to provide support to the location for teardown.
