Commercial Vehicles – W56HZV18R0065

Question Answer

70 Do you have specific run flat performance requirement? If no, we could propose to you for instance 15km at

50km/h or 50km at 50km/h of run flat.

Which one would you need?

15km at 50km/h is acceptable.

71 Is delivery FOB Jebel Ali ok?

No. Delivery destination shall be Camp Arifjan, Kuwait.

72 Would you require CTIS (Central Tire

Inflation System)?

No.

73 What is the accepted load capacity for the

Pintle Hook? For Example:

Vertical Load Capacity - 4,000 LB

Gross Trailer Weight(GTW) - 20,000 LB

Or

Vertical Load Capacity - 8,000 LB

Gross Trailer Weight(GTW) - 30,000 LB

Or

Vertical Load Capacity - 12,000 LB

Gross Trailer Weight(GTW) - 60,000 LB

Vertical Load Capacity - 4,000 LB

Gross Trailer Weight(GTW) - 20,000 LB

74 Do I need to process these trucks through a broker for shipment to Kuwait?

No. The USG will handle all shipping. USG will coordinate pick-up from the vendor’s location per the contract.

75 Are you aware that Toyota will not support this requirement?

No. We have received valid proposals from vendors.

76 In light of the recent news that SDF funding has been suspended, does that affect the funding of this requirement?

No, we have not been told that funding may be affected.

RFP: W56HZV18R0065, Amendment 0003

77 Would you please extend it for a week in order to quote a proper and competitive quote?

The proposal due date has been extended to Monday, April 23, 2018 at 5:00 PM EST.

78 We noted it is only for set aside and small business? Does that mean we can’t participate as a Kuwaiti Company registered in SAM and have a huge past performance with the FBO solicitations and we did deliver hundreds of vehicles in MENA?

This requirement is set-aside for vendors that are registered in SAM as a small business under NAICS

336112 - Light Truck and Utility Vehicle Manufacturing.

79 What is the best delivery time required to deliver the whole quantity of the vehicles? Is a partial delivery allowed or should deliver the whole quantity one time? As they have to be painted by the

OEM, they considered not ordinary commercial vehicles, they should go as a special order for the OEM.

Incremental shipments are acceptable. Roughly 15-25 per month is acceptable.

80 Can you verify if the 375 military spec trucks are signed off FOB our delivery point, or in Kuwait? If Kuwait and the military takes delivery FOB our point of delivery, who is responsible for the trucks while in transit via the military until they are delivered and signed off on in

Kuwait? Who officially owns the trucks while in transit from FOB our delivery facility to Kuwait?

Vehicles will be signed for at FOB origin. The USG will take ownership when picked up and take responsibility during transit.

81 Do I submit our bid via the upload and email link on the bid site, or do I Fed Ex the bid to you?

Yes, use electronic submission information located in

Section A.1. of the solicitation. No need to Fed Ex proposals.

82 You may wish to double check the response to #38 and #46. The solicitation is calling for Inspection/Acceptance at

FOB: Origin. This would be the suppliers

Origin. The answers to these questions indicate Origin is Camp Arifjan, Kuwait.

If that were the case the

Inspection/Acceptance would be FOB:

Destination. The answers to these questions give the impression that the supplier will need to ship to Kuwait rather than the usual case of having DCMA perform the shipping from the suppliers

Origin to the end destination (Kuwait).

An FOB Destination for this type of solicitation would be very unusual and have a major impact on costs.

These are FOB Origin with Inspection and Acceptance at the supplier’s origin. NOT in Kuwait.

83 As you requesting a flat running tires for these vehicles, would like to assure you after a long discussion with different

Toyota dealers in the region - MENA - , they did confirm that those vehicles will never come from the OEM with A flat run tires, this type of vehicles only would be exported to USA and some other

European countries. Therefore we have to purchase these tires separately and then to change the OEM tires being shipped and exported with it. So is this is acceptable as it is the only solution to have them with a flat run tires.

Yes, aftermarket tires changed out by the vendor is acceptable. Or run flat inserts are also acceptable. As long as the tire has run flat capability.

84 Will the spare parts list be updated to read run flat tires, not only tires?

Yes, the spares part list will be updated at time of award.

85 As you requesting the Tan color to be painted of the OEM facility not at the dealers facilities as was clear in the released Amendment 1, We would like to assure you after a long discussion with different Toyota dealers in the region -

MENA -, and they did confirm that

Toyota would never accept doing that unless it is direct government order OR to get a letter from you after the award stating that the company Named ...///// has a purchase order No..////..... to supply the 375 Hilux Pick Ups model

...///^^........etc.

Only and only in that case they MAY accept to get the order in the production line..., and off course this process would take time to be in production line and then shipping.....etc... which would lead that no supplier would manage to meet the required time. Please take this point as a major problem facing the suppliers. And we believe that the dealers they would paint these cars as per the OEM standards and would meet your requirement.

SAMD has no issue with these being painted by the dealers after production.

86 Is the delivery FOB Origin (place of country procurement) or FOB Destination

(Camp Arifjan, Kuwait)?

FOB Origin.

87 FOB Origin is where we would hand over the vehicles in order for TACOM to transport to Camp Arifjan, Kuwait. Or is the vendor responsible for delivering the vehicles to Camp Arifjan, Kuwait?

Origin is where the vehicles would be handed off. Vendor

DOES NOT have to handle any shipments to Kuwait.

88 Should the Spare Part Tires listed in attachment 2 and 3 be run flat tires or standard Tires?

Run flat. The spares part list will be updated at time of award.

89 We have been informed for the Hilux, there are no run flat tires, just run flat inserts. Should run flat inserts be quoted or another tire option?

Run flat inserts are acceptable. OR aftermarket run flat tires changed out by the supplier are acceptable.

90 Do you think it is better if we deliver the vehicles in Mosul? As the vehicles will be used in Syria; it will be convenient for US

Government to ship from Mosul; Iraq to

Syria than Kuwait to Syria.

No. The final destination of the vehicles shall be Camp

Afrijan, Kuwait. THE VENDOR WILL NOT HANDLE

ANY DELIVERY. THE USG WILL PICK THEM UP

AT SUPPLIER ORIGIN.

91 Can you confirm whether there will be an exemption on the custom duty as the vehicles will be delivered in Kuwait?

We cannot confirm an exemption. If any custom duty applies the estimated cost should be included in the offeror's proposal.

92 The solicitation clearly states FOB

Origin; both Inspection & Acceptance at

Origin. (All CLINs and E.1. and: (2)

Inspection/acceptance location. The

Contractor shall select the following inspection/acceptance location(s) in

WAWF, as specified by the contracting officer. The Q&A contradicts this. QA

27, 29 states FOB origin but QA #7 states inspection point is Camp Arifjan. KU. Is this in error? We understand all deliveries to Camp Arifjan, Kuwait.

The Inspection and Acceptance is FOB Origin at the supplier's origin, NOT at Camp Arifjan. Any previous contradicting info is an error. The USG will pick up the vehicles at origin after inspection and handle all transport to Camp Arifjan.

93 Clarification: It seems to make sense that inspection & acceptance would be at

Origin, or, at least inspection at origin and maybe acceptance at Camp Arifjan.

Which brings us to clarification on who is actually responsible for transportation?

Inspection and Acceptance at origin. USG is 100% responsible for transportation.

94 Clarification: If price is only factor considered (not our ability to deliver ahead of schedule, or even on schedule) then it's LPTA, not Best Value.

No. This contract will be awarded by price only. This would not be considered Lowest Price Technically

Acceptable (LPTA) because there are no technical components being evaluated for the basis of award.

95 A legitimate question but not really answered. Yes, the government pays for the shipping but how? Is it through fully burdened CLINs? Or by cost reimbursement? Or is the government responsible for transportation? The solicitation leads us to believe that we, the vendor are responsible.

The Government is responsible for transportation.

96 Again, in conflict with the solicitation which states inspection & acceptance at

FOB Origin. Who is actually responsible for transport of HiLux trucks?

The Government is responsible for transportation.

97 As per the Kuwaiti authority rules, these units has to be registered and plated cause need to be painted and color changes which need formal documents, even if they are for exporting, in this case the customs which is 5% of each vehicles

The Government is responsible for transportation, the vendor should not have to worry about plating and registering the vehicles in Kuwait. IF the supplier's origin is Kuwait or any applicable Golf tax country, then yes any and all foreseen costs should be included in the proposal.

will not be refundable. In this case should we quote? A - Without customs duty. B-

With Customs duty. And if with customs shall the government reimburse the contractor for the customs paid amount?

98 On the other side shall you after award willing to issue an official letter to the

Kuwaiti authority of customs to exclude these units from customs duty as they may accept to do that. Cause 5% of the total amount of the contract would a huge amount of money and would exceed any profit margin would be added on the whole accumulated direct cost to deliver the whole 375 units as per the contract salient characteristics of the vehicles and other contractual terms, conditions and clauses.

The Government is responsible for transportation, the vendor should not have to worry about plating and registering the vehicles in Kuwait. IF the supplier's origin is Kuwait or any applicable Golf tax country, then yes any and all foreseen costs should be included in the proposal.

99 As the dealer paint is acceptable as shown in amend 2, the dealer paint will only blow over original paint which usually white color, AND NO inside doors area or engine compartment. Is this acceptable?

This is acceptable.

100 Just to clarify the rules under the CFR

252.225-7001 - Buy American and

Balance of Payments Program. IF I understand this clause correctly, these military trucks can only come from the

US, or from the approved country list.

Yes.

101 Does the items require payment or are they already paid for?

Items require payment.

102 For pricing how would the USG like to see pricing be created? Each CLIN as a separate line item? Or can we quote the vehicle as a complete vehicle and multiply that by 375?

Proposal Instructions are located in Section L.1. - L.3. of the solicitation.
