INSTRUCTIONS

INSTRUCTIONS TO OFFERORS

General
1The Prime Offeror shall complete this Government Format Pricing Model (GFPM).
2Offeror input is required in all applicable cells highlighted in YELLOW.
"IDIQ Pricing" Tab
1The offeror shall insert its name into cell A1.
2In the "IDIQ FBLR" table (cells A3:G8), the offeror shall insert Fully Burdened Labor Rates (FBLR) for each of the four labor catgories, across all five ordering periods of this contract. The proposed rates will be utilized for pricing all Task Orders (TO) issued under this contract.
3All hours in the "Estimated Hours" table (cells A10:G16) are pre-populated estimates. All hours contained within the "Estimated Hours" table are FOR PROPOSAL/EVALUATION PURPOSES ONLY. No offeror input is necessary.
4The "IDIQ Price" table (cells A18:G24) automatically calculates the IDIQ price by multiplying the proposed FBLRs in the "IDIQ FBLR" table by the hours in the "Estimated Hours" table. No offeror input is necessary.
5The "Travel/Material" Plug Figure in cell D28 is a pre-populated plug figure.
6The subtotal IDIQ price is calculated in cell D30
7TO 001 is planned to be awarded as part of the base award of this contract. The subtotal price of TO 001 (cell D32) automatically populates from the "TO 001" tab. Instructions for completing the "TO 001" tab are contained below.
8The offeror's Total Evaluated Price is the sum of the subtotal IDIQ price and the subtotal TO 001 price. The Total Evaluated Price is calculated in cell D34.
9All hours allocated to each labor category in TO 001 are subtracted from the estimated number of hours (per labor category) in Ordering Period 1. Additionally, all Travel/Material costs proposed in TO 001 are subtracted from the Travel/Material plug figure supplied by the Government (on the "IDIQ Pricing" tab). The subtraction of both hours and Travel/Material costs is done to ensure that there is no "double counting" in the offeror's Total Evaluated Price.
"TO 001" Tab
1All FBLRs (column C.) automatically populate from the applicable cells of the "IDIQ Pricing" tab. No offeror input is necessary.
2In column E., the offeror shall insert the number of hours, per labor category, that are necessary to complete Task Order (TO) 001.
3Column G. automatically calculates the price per labor category for the proposed hours under TO 001. The subtotal labor price (cell G8) is the sum of all prices in column G. No offeror input is necessary.
4In cell G10, the offeror shall insert the price for all Travel/Materials necessary for the completion of TO 001.
5Cell G12 automatically calculates the subtotal price for TO 001.
"Minimum Qualifications" Tab
1On the Minimum Education and Experience Tab the Government has listed the minimum requirements/job description the labor category required under this effort.
2The Offeror shall have an official legally authorized to bind the company enter their name in column "D" and the date in column"E" certifying that the company will provide personnel that meet or exceed the minimum education, qualifications, and experience as stated in the "Minimum Qualifications" Tab throughout the entire performance period of this contract.
