PERFORMANCE WORK STATEMENT
PERFORMANCE WORK STATEMENT (PWS)
TARDEC Calibration
Part 1
General Information
1. GENERAL: This is a non-personal services contract to provide calibration work required to support all laboratories in the Tank Automotive Research Development Engineering Center (TARDEC). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: TARDEC is seeking a comprehensive, single source to provide calibration for the US Army Test, Measurement and Diagnostic Equipment (TMDE). Calibration support is accomplished using Army resources in order to optimize the use of existing workload capacity. Commercial contracts may be used to provide calibration services when the required support (lack of facilities, time constraints, capabilities, expertise, etc.) is not available within the Army.
1.2 Background: TARDEC is a research and development center with several laboratories that are accredited to the International Organization for Standardization (ISO) 17025 standard. TARDEC’s ISO 17025 accreditation and Army Regulations require the use of calibration laboratories that are accredited to ISO 17025 for the work being performed where available.
1.3 Objective: The objective is to reduce turnaround time (TAT) for calibration services by eliminating the need of establishing multiple contracts to multiple vendors for commercial calibration contracts.
1.4 Scope: The scope of this contract is to provide a single point of entry that will coordinate pick-up and delivery of lab equipment that is due for calibration. Lab equipment is listed in Appendix A along with new equipment calibration requirements as mission dictates. Appendix A is a listing of TMDE representative of the approximate mix of TMDE, but is not all-inclusive and subject to changes as Government owned TMDE is replaced and/or disposed. The Government reserves the right to add items (subject to advance coordination with, and acceptance by, the contractor).
1.5 Requirements: See Section 5 of this Performance Work Statement for specific details.
1.6 Period of Performance: The period of performance shall be for one Base Year of 12 months and 2 option years.
1.7 General Information
1.7.1 Quality Control: The contractor shall develop and maintain an effective quality control program (QCP) to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which the work it performs will be monitored for compliance. The contractor shall deliver the QCP to the contracting officer (KO) and contracting officer’s representative (COR) within 30 days after contract award (CDRL A003). A copy of the comprehensive written QCP shall be resubmitted to the KO and COR within five working days if changes are needed or required. The contractor shall submit the revised QCP before implementing any changes. After acceptance of the quality control plan, the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system.
1.7.2 Quality Assurance: The Government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.7.3 Recognized Holidays:
New Year’s Day Labor Day Martin Luther King Jr.’s Birthday Columbus Day President’s Day Veteran’s Day Memorial Day Thanksgiving Day Independence Day Christmas Day
1.7.4 Place of Performance: The work to be performed under this contract will be performed at the contractor’s or subcontractor’s location or performed at the Detroit Arsenal.
1.7.5 Type of Contract: The Government will award a Firm Fixed Price Contract with an overall ceiling limit of $975,000.
1.7.6 Physical Security: The contractor shall be responsible for safeguarding all Government equipment, information and property provided for contractor use. At the close of each work period, Government facilities, equipment, and materials shall be secured.
1.7.7 Special Qualifications: Subcontractors must be ISO 17025 accredited and provide certifications for all TMDE calibrated as identified in 1.5.4 and 1.5.8 above.
1.7.8 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5.
1.7.09 Contracting Officer Representative (COR): The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract;
perform inspections necessary in connection with contract performance; maintain written and oral communications with the Contractor concerning technical aspects of the contract; issue written interpretations of technical requirements, including Government drawings, designs, specifications; monitor Contractor’s performance and notify both the Contracting Officer and Contractor of any deficiencies; coordinate availability of Government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting contract.
1.7.10 Key Personnel: The following personnel are considered key personnel by the Government: Contract Manager and Alternate Contract Manager. 1.7.11 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Contractor personnel will be required to obtain and display access badges while working on Detroit Arsenal.
1.7.12 Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

The norm is at least ten calendar days’ advance notice to the Trusted Agent* (TA), unless there are extenuating circumstances approved by the Contracting Officer’s Representative (COR) or Contracting Officer. *The COR will be the TA for this contract.
(c) The contractor shall obtain an Army Knowledge Online (AKO) email address for each applicant, including subcontractors, who may be deployed or require logical access to a government computer network. This can be done by going to http://www.us.army.mil and register as an “Army Guest” with the sponsor being the COR. Note:
If a contractor employee loses the privilege to access AKO, they lose the ability to renew their CAC. Therefore, it is critical that contractor employees maintain their AKO accounts.
(d) It is recommended that a “Corporate Facility Security Officer (FSO) be established to serve as the firm’s single point of contact for Trusted Associate Sponsorship System (TASS). If a FSO is not established, each contractor employee requiring a CAC card will be required to process their own applications.
(e) CAC applications must be processed through the DOD’s TASS. The contractor’s FSO or contractor employee shall submit requests for a CAC via email to the TASS Trusted Agent (TA) at -1- before accessing the TASS website.
(f) The government will establish a TASS application account for each CAC request and will provide each contractor employee a USER ID and Password via email to the FSO. The FSO or contractor employee shall access the TASS account and complete the CAC application (entering/editing contractor information as applicable) at https://www.dmdc.osd.mil/tass/operator/consent?continueToUrl=%2Ftass%2Findex.jsp.
(g) The FSO or contractor employee will submit completed applications in TASS, and will follow up to ensure that the TA is processing the request.
(h) The government will inform the contractor’s applicant via email of one of the following:
- Approved*. Upon approval, the information is transferred to the Defense Enrollment Eligibility Reporting System (DEERS) database and an email notification is sent to the contractor with instructions on obtaining their CAC. The contractor proceeds to a Real-Time Automated Personnel Identification System (RAPIDS) station (https://www.dmdc.osd.mil/rsl/ provides RAPIDS locations).
- Rejected*. Government in separate correspondence will provide reason(s) for rejection.
- Returned. Additional information, or correction to the application, required by the contractor employee.
*The contractor will maintain records of all approved and rejected applications.
(i) At the RAPIDS station, the RAPIDS Verification Officer will verify the contractor by SSN, and two forms of identification, one of which must be a picture ID. The Verification Officer will capture primary and alternate fingerprints and picture, and updates to DEERS and will then issue a CAC.
(j) Issued CACs shall be for a period of performance not longer than three (3) years or the individual’s contract end date (inclusive of any options) whichever is earlier.
(k) The contractor shall return issued CAC’s to the DEERS office upon return from deployment, departure or dismissal of each contractor employee. A receipt for each card must be obtained and provided to the TA/COR.
(l) A CAC cannot be issued without evidence that a National Agency Check with Written Inquires (NACI) has at least been initiated by the FSO. TASS will be linked to the Joint Personnel Adjudication System (JPAS) in the near future. The TA will have to verify via JPAS that the NACI has been initiated by the FSO before he/she can approve a contractor request for a CAC.
(m) Details and training on TASS are available on AKO at https://www.us.army.mil/suite/portal/index.jsp or by contacting the CAC helpdesk at cacsupport@mail.mil or 866-738-3222.
