AVDS 1790 M88A1 and M88A2 Engine Overhaul Questions

Q. During the Request for Information (RFI) of W56HZV17M88T phase, representatives from industry had offered recommendations for increased reliability requirements. Why are these not found in Solicitation W56HZV-17-R-0095?

A. While recommendations were considered, the reliability requirements are solely based off of the National Maintenance Work Requirements (NMWR) for the M88A1 AVDS-1790-2DR engine and off of the Depot Maintenance Work Requirement (DMWR) for the M88A2 AVDS-

1790-8CR.

Q. Will the Government recognize M88 certifications for this overhaul effort?

A. No. The U.S. Government (USG) will not recognize any M88 certifications from any offeror for this effort.

Q. IS Data Item A001, Condition Assessment Report in Contractor Format, or is another format required?

A. Contractor format is acceptable.

Q. Is the Government Supply System authorized under Section C.5 mandatory?

A. No. The use of the Government Supply System is not mandatory for offerors to use, however it is authorized for use by offerors.

Q. In Section H(a) why is there an exception for small business referenced under the Fair Opportunity clause? Is this effort a Small Business Set-Aside?

A. While this effort is not a Small Business Set-Aside, there are exceptions to the Fair Opportunity Process the USG would reserve the right to exercise under certain and/or extreme circumstances.

Q. Are mandatory Replacement Parts required for the accessories (Generator, Fuel pump, Turbocharger, Starter)?

A. There is not Mandatory Replacement Parts list for accessories. The contractor has the option to buy those accessories new or overhaul those parts, but must comply with the NMWR/DMWR and meet the characteristics of Condition Code A.
