The purpose of Amendment 0002 to Solicitation W56HZV-17-R-0065 is to incorporate the following changes:
1. Section B changes:
a. The Section B.1.2.1 Note is changed to add ISP components as follows:
From: Basic Issue Items (BII), the Electronic Technical Manual Digital Video Disk (ETM DVD), the Initial Service Package (ISP) list, and Authorized Stockage List (ASL) shall be included when the MBP is ordered. The MBP CLINs do not include the OCU, Shipping
Container, Standard Payload, or other payload capabilities.
To: Basic Issue Items (BII), the Electronic Technical Manual Digital Video Disk (ETM DVD), the Initial Service Package (ISP) list and components, and Authorized Stockage List (ASL) shall be included when the MBP is ordered. The MBP CLINs do not include the OCU, Shipping Container, Standard Payload, or other payload capabilities.
b. Section B.1.2.8 is changed to remove BII, ISP list, and ASL as follows:
From: The "OCU Configuration Kit" (CLINs 3100 and 5100) includes the OCU (defined in Section 1.1 of the PSpec); a Secondary
Display; BII (this is the same BII as included with B.1.2.1 above); ETM DVD (this is the same as included with B.1.2.1 above); ISP list

Universal Battery Charger (UBC) and Accessories (ref. Attachment 0075).
c. C.15.5.2 has content deleted; except as noted in bullet d below, sub-bullets are unchanged by this amendment. The following two sentences are removed: Net training will occur one month after Final Material Release (FMR). FMR will occur four months after
Operational Evaluation Report (OER).
d. C.15.5.2.4 and C.15.5.2.4.1 are combined and revised. The new language for C.15.5.2.4 is:

C.15.5.2.4.1 Government Performed Testing
The contractor shall conduct one performance training event at each of the test sites with the exception of Limited User Training (LUT) training. The course shall include tasks associated with proficient and safe operation of the CRS(I) System inclduing all components during test and evaluation. The COR will confirm training dates no later than 30 days in advance IAW Operator Course Testing Plan (ref.
CDRL A059).
To: C.15.5.2.4 Training Support During EMD
The contractor shall conduct Maintainer Tester Performance courses to support Government testing with the exception of Limited User
Training (LUT) training. The COR will confirm training dates no later than 30 days in advance IAW Operator Course Testing Plan (ref.
CDRL A059)
e. C.15.1.1, second paragraph, bullet (c) is revised as follows:

The analysis shall be in End Item hardward top down breakdown, disassembly sequence with attaching hardware being called out first. It will identify Functional Group Codes (FGC) in accordance with Technical
Bulletin (TB) 750-93-1 for each repairable item. The contractor shall develop a supportability analysi as part of the overall management and engineering process for the CRS(I) System in terms of operation and maintenance task requirements and the associated support rsources to support it. This supportability analysis shall be incorporated into the Maintenance Analysis.

The contractor shall develop a supportability analysis as part of the overall managment and engineering process for the CRS(I) System.
This analysis shall address the supportability requirements of the CRS(I) System in terms of operation and maintenance task requirements and the associated support resources to support it. This supportability analysis shall be incorporated into the Maintenance Analysis.
The contractor shall submit any commercially available operator publications for Government use in Supportability planning (ref. CDRL
A091).
g. C.15.1.3.5.1 is revised as follows:
From: The contractor shall prepare a Calibration and Measurements Requirements Summary (CMRS) (ref. CDRL A057) and a
Maintenance, Test, and Support Equipment Requirements List (MTSERL) (ref CDRL A106). The CMRS and MTSERL shall identify the equipment required to verify all performance specifications and the performance of each of the following maintenance functions: inspect, test, service, adjust, align, remove and install, replace, rebuild, overhaul, calibrate, and repair. The contractor shall list the tools and test equipment required in alphabetical order by nomenclature.

h. C.15.1.4 is revised as follows:
From: The contractor shall deliver a PSPCL/PSP (ref. CDRL Data Item A060) to support Government testing and validation events.
The Technical Manual Validation shall occur upon completion of Pre-Production Qualification Testing (PPQT). The Technical Manual

Verification shall occur three months after PTM2. PTM2 will occur one month after Log Demo. CDRL A060) include recommended spare and repair parts, technical manuals, training packages, special tools, TMDE, unique software, field service personnel requirements and plans for support external to the field repair and return of components. The PSPCL will form the basis of the PSP.
To: The contractor shall deliver a PSPCL/PSP (ref. CDRL A060) to support Government testing and validation events. The Technical

PTM2 will occur one month after Log Demo. i. Section C.15.4.1 has a title change from 13&P Electronic Technical Manual to 13&P Commercial Off-The-Shelf (COTS) with

j. Section C.15.4.1.1 is revised as follows:

From: The contractor shall eliminate all defects from teh TM as defined in the Equipment Publications Defects List (ref.
Attachment 0009). The contractor shall provide each PTM for each of the manuals to be fully reviewed; however, if any PTM submissions fail to meet either AQL criterion below Percentage of Critical Errors or Percentage of Major Errors the PTM will immediately be rejected through official notice from teh Contracting Officers Representative (COR). Critical and Major errors are defined in the Equipment
Publications Defects List. Calcuation of percentage is based on defects per page. During the verification, WP(s) that contain Critical or Major defects and prevented the procedure from being performed as written (No-Gos) shall be corrected and returned to the verification team within 48 hours. The contractor shall implement a globgal change on all identified errors.
To: The contractor shall eliminate all defects from the TM as defined in the Equipment Publications Defects List (ref. Attachment
0009). The contractor shall provide each PTM for each of the manuals to be fully reviewed; however, if any PTM submissions fail to meet either AQL criterion below, Percentage of Critical Errors or Percentage of Major Errors; the PTM will immediately be rejected through official notice from the Contracting Officers Representative (COR). Critical and Major errors are defined in the Equipment Publications
Defects List. Calculation of percentage is based on defects per page.

m. C.15.4.3 has the last sentence revised as follows:
From: The Validation Plan shall include hands-on validation of 100% of all tasks.
To: The Validation Plan shall include 100% hands-on validation of all tasks.
n. C.15.4.3.1 is revised as follows:
From: The ETM shall be 100% validated IAW the Validation Plan (ref. CDRL A083) to ensure accuracy, compatibility, and completeness. The contractor shall validate all content by reviewing against engineering data, TM data, or Government procured production configuration hardware IAW Validation Plan (ref. CDRL A083). The contractor shall perform the validation using Government-issued tools available to the soldier at the designated levl of maintenance (General Mechanics Toolkit (GMTK) (NSN 5180-00-177-7033) and
Electronic Tool Kit (TK 105) (NSN 5180-00-610-8177)) and prescribed BII. The contractor shall use personnel who did not author the procedure(s). The contractor shall notify the Government at the Logistic IPT meetings of the validation events a minimum of 20 business days in advance. Government representatives have the right to witness any or all portions of the contractors validation. The contractor shall ensure the TM data accurately reflects and supports the CRS(I) System configuration, inclduing all changes to the configuration resulting from testing, vendor parts supply, and production-line changes.

The contractor shall ensure that the Government has the right to use, copy, and distribute the ETMs, NMWRs, training material, and electronic data files delivered under this contract, electronically and in hard copy, as the Government deems necessary. When the contractor uses commercial data that covers a subcontractor's component(s) or portion thereof, and the subcontractor's data contains copyrighted material, the contractor shall be responsible for obtaining a copyright release from their subcontractor and furnishing such release to the Government. The contractor shall write the copyright release for the Government's use and which shall not prohibit duplications, release, website publication, etc. The Governmetn, at its discretion, will pst the final
Department of Army (DA) authenticated ETMs, NMWRs, and training material on the Internet for the soldier's access. ETMs, NMWRs, and training material shall not contain any copyright notices that are not IAW MIL-STD-40051-2. The Government has provided a sample of a
Copyright Release Letter template (ref. Attachment 0047).

Copyright Release (ref. CDRL A016). The contractor shall ensure that the Government has the right to use, copy, and distribute the ETMs, video instructions, training material, and electronic data files delivered under this contract, electronically and in hard copy, as the

When the contractor uses commercial data that covers a subcontractor's component(s) or portion thereof, and the subcontractor's data contains copyrighted material, the contractor shall be responsible for obtaining a copyright release from their subcontractor and furnishing such release to the Government. Section B narrative
B.1 During Engineering and Manufacturing Development Phase I, the two (2) contractors awarded a Multiple Award IDIQ CRS(I) contract will each be issued a Task Order (TO) for EMD1 requiring the manufacture and delivery of two (2) prototype CRS(I) systems. Each of these TOs constitute the guaranteed minimum quantity, for each contractor, required to satisfy the Government's obligation under the Multiple
Award IDIQ CRS(I) contract in accordance with FAR 16.501-2(b)(3).
Ordering CLINs established for the Low Rate Initial Production (LRIP) and Full Rate Production (FRP) periods will allow the Government to procure different configurations of CRS(I) units and other supporting requirements. The Government has created CLINs based on the requirements of this action, but LRIP and FRP CLINs are structured for an ordering approach based on potential Government needs.
B.1.1 The Government intends to order configurations of CRS(I) units by a combination of the ordering CLINs defined in B.1.2.1 through
B.1.2.7 below. When a combination of CLINs including the Shipping Container defined at B.1.2.6 are simultaneously ordered, the other components ordered under CLINs defined by B.1.2.1 through B.1.2.5, and B.1.2.7, shall be packed in the Shipping Container to create a
CRS(I) unit in a configuration that is defined in Section C.1.2.
B.1.1.1 Except for Section B, the definition of a CRS(I) System in Section C.1.2 applies.
B.1.1.2 When a component of the CRS(I) System references the Performance Specification (PSpec) (Attachment 0001), the definition in the
PSpec takes precedence when a conflict exists.
B.1.2 LRIP and FRP CRS(I) ordering CLINs definitions:
B.1.2.1 The "Mobility Base Platform (MBP)" (CLINs 3001, 4001, 5001, 6001, and 7001) is as stated in the MBP discussion in Section 1.1 of the PSpec. The MBP includes the basic robot/chassis integrated with the audio subsystem, controls, drive cameras, and interfaces for payloads. This is also known as the Mobile Base Platform.
NOTE: Basic Issue Items (BII), the Electronic Technical Manual Digital Video Disk (ETM DVD), the Initial Service Package (ISP) list and components, and Authorized Stockage List (ASL) shall be included when the MBP is ordered. The MBP CLINs do not include the OCU, Shipping Container, Standard Payload, or other payload capabilities.
B.1.2.2 The "Standard Payload" (CLINs 3002, 4002, 5002, 6002, and 7002) is as stated in the Standard Payload discussion in Section 1.1 of the PSpec. The Standard Payload CLIN includes the Manipulator Arm and other items listed in the Standard Payload discussion in
Section 1.1 of the PSpec.
Note: The Standard Payload CLINs do not include the MBP, OCU, Shipping Container, or other payload capabilities.
B.1.2.3 The "Engineering and Explosive Ordinance Disposal (EOD) Payload" (CLINs 3003, 4003, 5003, 6003, and 7003) includes a scraping/hooking device as stated in the Engineer Payload discussion in Section 1.1 of the PSpec.
NOTE: For this ordering approach, the secondary display will be ordered separately, depending on the requirement of the Government
(ref: B.1.2.7 below). The EOD Payload CLINs do not include the MBP, OCU, Shipping Container, Standard Payload, or other payload capabilities.
B.1.2.4 The "Chemical, Biological, Radiation, and Nuclear (CBRN) Payload" (CLINs 3004, 4004, 5004, 6004, and 7004) includes a universal mounting bracket and other provisions to integrate the CBRN sensors onto the system as stated in the CBRN discussion in Section 1.1 of the PSpec.
NOTE: For this ordering approach, the secondary display will be ordered separately, depending on the requirement of the Government
(ref: B.1.2.7 below). The CBRN Payload CLINs do not include the MBP, OCU, Shipping Container, Standard Payload, or other payload capabilities.
B.1.2.5 The "Operator Control Unit (OCU) " configuration (CLINs 3005, 4005, 5005, 6005, and 7005) includes a hand controller and accessories stated in the OCU and Hand Controller discussion in Section 1.1 of the PSpec.
NOTE: The OCU CLINs do not include the MBP, Shipping Container, Standard Payload, or other payload capabilities.
B.1.2.6 The "Shipping Container" (CLINs 3006, 4006, 5006, 6006, and 7006) is discussed in Section 5 of the PSpec. This shipping container shall be configured to hold a complete CRS(I) System as defined at Section C.1.2.1, including BII, ETM DVD, ISP list, and ASL.

B.4 Contract Phases and Ordering Years
B.4.1 EMD1, CLIN 1001, is from Contract award through 18 months after Contract award (Days after Contract (DAC)0-546.
B.4.2 EMD2, CLIN 2001, is from 18 months after Contract award through 36 months after contract award (DAC)547-1096.
B.4.3 LRIP will be from 36 months after Contract Award through 60 months after contract award. No LRIP quantities will be ordered until
Milestone C approval is received from the Milestone Decision Authority (MDA).
B.4.3.1 LRIP Ordering Year 1 is the first year after EMD2 ends, and is the fourth year of the contract (DAC 1097-1461).
B.4.3.2 LRIP Ordering Year 2 is the fifth year of the contract (DAC 1462-1826).
