5/19/2017 Am I correct in assuming that the CRS(I) Performance Specification (Attachment 0001) is in the classified attachments? The Distribution A Attachments start at Attachment 0002.
No. The Performance Specification is Attachment 0001 and is in the locked/partitioned documents section.
5/19/2017 The POM 17 R‐forms show $24M RDT&E funds available for CRS(I) EMD in FY17. Section A.2 in the solicitation identifies an affordability limit for EMD 1 of $17.2M and an affordability limit of $24M for EMD 2; total $41.2M. (And, since your intent is to award 2 EMD contracts, the actual funding required could be up to $17.2 X 2 = $34.4 for EMD 1 and $24M for EMD 2 = total of $58.4M. Question is does the program have funding available to it in FY$17 RDT&E for EMD award beyond that identified in the program R forms (i.e. carryover from a previous year or a BTR from another budget line)? I realize this may be a question you can’t or won’t answer, but it is pertinent to a bid/no‐bid decision, so I thought I would ask anyway. If you can provide an answer
– even if it is just “Yes, the program has sufficient funding for EMD” – that would be appreciated.
Yes, affordability limits are based on adequate CRS(I) program funding.
5/22/2017 X requests a 30‐day extension for submittal of our CRSI proposal based on the following: In light of the fact that offerors did not receive a complete draft RFP an extension will allow offerors to better understand the requirements of section L, M, and the CLIN structure, Benefits to the Government as it relates to the synergies which may be leveraged between the MTRS II and CRSI proposals, and The manipulator was originally required to grasp objects 24” from any MBP axes and the final RFP only requires a 24” reach. This significant change and limitation of the system will require offerors to modify MBP and manipulator designs and reprice all associated materials.
An amendment with an extension will be performed. The Government will review all questions and assess the length of extension. An extension will be provided from the current 3 Jul 2017 date.

5/22/2017 RFP Section L.4.2.1.a states that the maturity self‐ assessment is limited to 2 pages. Does this page limit refer to / include a completed version of Attachment 0062 System Integration Maturity form?
No. Attachment 0062 is separate from the 2 pages of self‐assessment.
Attachment 0062 shall only contain an "X" in either the "Complete" or "Not Complete" column for each Payload Integration Maturity characteristic identified.
5/22/2017 RFP Section L identifies acceptable file formats for the factor volumes, but does not include a file format for videos used as performance or maturity substantiating information. Is there a preferred video file format, or is the expectation that videos are embedded in one of the listed file formats?
If a video is submitted, Windows compatible media is required (e.g., Windows Media Player).
5/22/2017 Attachment 0062 CRS(I) System Integration Maturity lists Attachment 0001 CRS(I) PSpec requirement “3.5.6.2 CRS(I) Radios” for the Radios subsystem, which has several subsections/subrequirements. Is the intent for the offeror to substantiate maturity for requirement CRS‐I‐PSPEC‐907 “3.5.6.2 CRS(I) Radios” only, or to also include substantiating information for all requirements that fall under section 3.5.6.2?
Substantiate maturity for all requirements within the section.
5/22/2017 Attachment 0054 – CRS(I) Field Distribution: Attachment 0054 states a total AAO quantity delineated across a number of Sites. This AAO quantity in Attachment 0054 is significantly less than the AAO briefed by Army senior leadership within the past 60 days for the CRS(I) Program.
The recent MTRS Inc 2 RFP “Attachment 0075 Fielding Distribution” appears to be identical to the CRS(I) RFP Attachment 0054 in total quantity and quantities per location/site. Can you please reconfirm the CRS(I) AAO?
The CRS(I) AAO is 3,258. Attachment 0054 represents potential distribution for FOB Destination costs and as a basis for training management.
5/22/2017 Attachment 0062 CRS(I) System Integration Maturity lists Attachment 0001 CRS(I) PSpec requirement “3.5.1.1.6 Traverse Subterranean Environments” for the Mobility Base Platform, but this is only a heading, there is no associated performance requirement. Which performance requirement does this intend to include?
Performance requirements for 3.5.1.1.6 includes all subparagraphs (3.5.1.1.6.1‐ 3).
5/22/2017 Would you please confirm that the TDP has been updated to include all of the TOGA documents.
The Partial TOGA TDP has been updated. Instructions to receive the update will be included in Amendment 0001.
5/25/2017 On behalf of X, I am writing to request a brief extension of time to submit a response for the CRS(I) proposal, solicitation number referenced above. We request that the deadline for submission be extended by two weeks to 17 July 2017. This additional time will facilitate our ability to provide a fully developed, best solution to the Army's need for a small‐base common robotics capability to enhance maneuvers and force protection.

5/26/2017 L.4 Evaluation Factors, and L.4.5.9 a. (5), Small Business Subcontracting
Plan
Statement: Pg. 161 of 180, Para. L.4 lists the five proposal volumes; Performance, System Integration Maturity, Price, Past Performance, and Small Business Participation, and on Pg. 169, Para. L.4.5.9 a. (5) states “The Small Business Subcontracting Plan is submitted as an Attachment to the Terms and Conditions Volume”. Question: What volume do the Terms and Conditions and Small Business Subcontracting Plan belong in?
Paragraph L.4 lists Evaluation Factors. Paragraph L.2.1.1 lists the six volumes.
Volume VI is Proposal Terms and Conditions.

Please clarify and further define what is meant by the refurbishment of EMD and LRIP Test assets is to be done at the contractors cost/expense. Is the intent here that efforts will be bid at cost with no fee applied for the refurbishments?
The intent is for all built systems to be in the latest configuration after EMD and LRIP testing completes. If a design requires changes as a result of test, then it is the contractor's responsibility to incorporate those design changes into all built systems.
5/26/2017 1 The IMP projects a six‐month break between the award of Task Order 0004 and the start of Full Rate Production. What effort is expected to occur within this time period?
Task Order 0004 has not been defined within the RFP. The LRIP period is expected to continue until Full Rate Production (FRP) period begins. The six months in the IMP is an estimated lead‐time.
5/26/2017 C.22.5 Will the Government detail how many systems will be shipped to each Final Destination Transportation Zone?
This question is unclear. There are no zones discussed in C.22.5. The zone approach has been changed from the draft posting.

Attachment 0069 is required with the proposal due in July 2017. Attachment 0070 is not required until the down‐select during EMD1.
6/5/2017 CRS‐I‐PSPEC‐389 specifies that the batteries must be available through Army supply systems. Will batteries for end‐users be provided by the Government, or by the contractor? If the contractor will provide batteries, how many batteries per system should be provided, including spares?
The contractor will provide batteries. The number required is dependent on the offeror's design and ISP.
6/5/2017 CRS‐I‐PSPEC‐478 specifies that the shipping container should provide space for “mission specific payloads and associated accessories.” Are batteries included in the “associated accessories” contained in the shipping container? If yes, how many batteries?
No, the batteries are not part of the "associated accessories", but are components of the MBP and OCU and are contained within the shipping container. The shipping container shall be configured to hold a complete CRS(I) System as defined at Section C.1.2.1, including BII, ETM DVD, ISP list, and ASL.

No.

Each individual contract will have an affordability limit of $17.2M for EMD1.

No. NSN and Part numbers have been provided in the RFP.

If the H‐GCS is the solution proposed, the contractor should include the cost in the proposed pricing. H‐GCS is not GFE for production.

The Pspec (PSPEC‐267) specifies the categorization as M‐M‐ M.
Which is correct?
The PSPEC‐267 is correct. The presentation was a typo.
6/6/2017 CRSI‐PSEPC‐248 specifies illuminition in "IR and near infrared." What are the specific parts of the spectrum (wavelengths) for the IR and near infrared?
This question cites to an incorrect Pspec reference; it appears to be CRSI‐PSPEC‐
359. No specific portion of the spectrum will be provided. This is design dependent; the vendor shall provide the capability necessary to meet all performance specifications.
