Please pay close attention to the solicitation closing date and time as stated on the cover page of this solicitation, local time for the Army contracting Command - Warren, (DTA), Michigan. In accordance with FAR 15.208(a), offerors are responsible for submitting proposals, and any revisions, and modifications, so as to be received by the Government office designated in the solicitation by the time specified.

It is the responsibility of the Offeror to ensure the proposal/quote is received by the date and time specified on the cover page of this solicitation. In accordance with FAR 15.208, if the proposal/quote was not received at the initial point of entry to the

Government infrastructure (in this case, received through FBO) by the exact date and time specified on the cover page of this solicitation, it will be determined late. Proposal/quote is defined to mean ALL volumes or parts required in the solicitation are included in the electronic submission.

Offers in response to this solicitation must be submitted for the total quantity of the items identified in the solicitation.

(1) ONLY ONE AWARD WILL BE MADE AS A RESULT OF THIS SOLICITATION.

(2) OFFERS SUBMITTED FOR LESS THAN THE TOTAL QUANTITIES OF ALL THE ITEMS IN THIS SOLICITATION ARE INELIGIBLE FOR AWARD.

[End of Provision]

1. The M109A6 Paladin and Field Artillery Ammunition Support Vehicle (FAASV) Stowage Kit solicitation is issued for the procurement and installation of Modification Work Order (MWO) kits (50-Level) to Paladin and FAASVs in both Continental United States CONUS and Outside

Continental United States OCONUS locations. The MWOs address improvements and upgrades to stowage kits for both the Paladin and FAASV.

This requires the contractor to procure, deliver and install stowage components following MWO Kit instructions and other technical data to assure proper reassembly for safe operation of the Paladin and FAASV. The requirement is for 11 kits (7 for each Paladin, 4 for each

FAASV) on two MWOs.

2. The resulting contract will be a Firm-Fixed Price (FFP) contract composed of a base year and two options broken out by Paladin and

FAASV vehicle type: two CLINS for the base year, two for option 1, and two for option 2, totaling six CLINS. There will be a seventh

CLIN for a FAT on the Engine Grill Torsion Bar. The hardware kits and installation will be FFP per vehicle type under each CLIN. The

3 72

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

Contract Data Requirements List (CDRL) are Not Separately Priced CLINs included within each year.

3. This requirement is subject to Full and Open Competition. A single contract award is anticipated to the source which represents a best value acquisition using a source selection trade-off process. Proposals will be evaluated using a trade-off process to determine which proposal provides the most advantageous proposal (i.e., best value) considering three factors: 1) Past Performance 2) Price, and

3) Small Business. Award will be made to the responsible offer whose proposal represents the best value to the Government. This may not be the Offeror with the lowest cost and price.

4. The Government reserves the right to award based on initial proposals. In accordance with FAR 52.215-1(f) (4), the Government intends to evaluate proposals and award a contract without discussions with the offerors (except clarifications as described in FAR

15.306). Thus, each Offeror must be cognizant to include any and all information requested in the solicitation at time of submittal to avoid being determined non-responsible and considered for contract award. However, the Government reserves the right to conduct discussions and request proposal revisions if it is determined to be in the best interest of the Government. If a competitive range is established, the Government may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. The Government anticipates receiving adequate price competition under this solicitation; therefore, certified cost or pricing data is not required to be submitted with the proposal. However, in the event the

Contracting Officer determines that adequate price competition does not exist, the Government reserves the right to require that cost or pricing data be submitted in accordance with 252.215-7008.

5. A Small Business Subcontracting Plan is required at the time of proposal submission (reference Section I)in accordance with FAR

Clause 52.219-9 Alt II, Section L, TACOM clause 52.219-4005, and Section L, paragraph L.7.4. The Electronic Subcontracting Reporting

System (eSRS) must be used for all applicable subcontracting reporting periods. Training is available on the eSRS website at http://www.esrs.gov.

6. The Government intends to incorporate sections of the successful Offerors proposal with respect to the Fill-In prices for all CLINs submitted in its Attachment 0019 Pricing, as well as any submitted Subcontracting Plan. The Government reserves the right to incorporate additional proposal information.

7. This RFP contains Controlled Unclassified Information (CUI) (including FOUO and Export Controlled Information) that will only be sent upon an approved request.
