Contractor Questions Below are questions received from industry and USG answers for Paladin/FAASV Stowage Kits (solicitation W56HZV16R0190):

1) The Period of Performance for the Base period, as specified in the RFP, is 1 May 2018 through 30 August 2019. The Installation Schedule for both FAASV and Paladin begin 1 September 2018. Should the costs associated with "pre-installation" activities be rolled-in to the Base period kit installation "Proposed Average Unit Price"?

Response: The period of performance for the Base Year is date of award through 30 August 2019. The contractor is to propose in accordance with Section L.5 Volume II Price and Attachment 0019 Pricing.

2) The RFP delivery terms state "FOB Destination", but the RFP Schedule (Attachment 0015) does not provide sufficient detail to accurately estimate the shipping cost. Could the U.S. Government provide the necessary details and ship-to locations?

Response: The anticipated ship-to locations are listed in Attachment 0015 for both the Paladin and FAASV for the Base Year, Option 1 and Option 2. The USG reserves the right to revise the timing of installations (limited to one unit per month) at each location and reschedule installation locations distributed within Attachment 0015. There will not be any additional locations added that are not already listed within Attachment 0015; however, the order may change of the locations already listed. Reference Section B and Section H.

3) Will the U.S. Government handle the shipment to OCONUS locations?

Response: No. The contractor is responsible for the shipping and may choose its preferred vendor. The contractor is to procure, deliver and install stowage kits on both the Paladin and FAASV vehicles in OCONUS and CONUS locations.
