Applicable SOW paragraph: C.3.2, C.3.3, C.3.4, C.3.6, C.3.7, C.6
Objective: This effort involves the furnishing of contractor technical services that will enhance the existing TARDEC Advanced Center for Engineering (ACE )/Windchill, a commercial off-the-shelf (COTS) product lifecycle management system, by improving existing and providing additional capabilities to manage requirements, facilitate collaboration and integration processes, and account for the complexity of multiple vehicle variants product data management. The capabilities resulting from this effort will assist the Army in battlefield readiness and accelerate design development in a collaborative environment enabling improved decision making, enterprise accessibility of product data, and improved system engineering. The capabilities provided as the result of this effort are: preparations for upcoming software enhancements, design solution for a government process and data hierarchy management and imports.
Tasks:
Task 1: Monthly reporting and weekly status update meetings
1.1 The contractor shall develop and submit a breakdown of all estimated resources and schedules in the Monthly Performance and Cost Report (see SOW Section C.3.1, CDRL A001).
1.2 The contractor shall attend or call in to the weekly Status update meeting. The COR will provide updated call in, location and meeting times through an outlook meeting. Current meeting is held on Tuesdays 1000 – 1100 Eastern Time in TARDEC building 200A second floor room 2190 or dial in 586-282-9200 access code 2823910.
Task 2: Upgrade current TARDEC Windchill Environment 10.2 to Windchill version 11. Windchill version 11 was released in December, 2015. This latest version of Windchill will need to be applied to the TARDEC instance by 30 DEC 2017. Updating TARDECs version of Windchill requires collaboration with the government stakeholders and users, identifying configuration gaps, planning and updating existing documentation (as defined in section C2.3)
2.1 System Design: The Contractor shall obtain from the COR the set of system characteristics and recognized system gaps, which will be provided as GFI. The Contractor shall then create a draft Process Map (see SOW Section C.3.4.1 CDRL A004), and (i) shall include prerequisite changes to the existing system architecture, made necessary in the migration from Windchill Environment 10.2 to Windchill version 11 , (ii) incorporate any implementation recommendations, and (iii) develop Prototype User Interfaces for the use cases identified by the government. The draft Process Map shall be provided to the COR for review within 30 calendar days of the Contractor’s receipt of the GFI in accordance with CDRL A004. The COR will provide comments or concurrence within 10 business days of receipt of the draft.
2.2 Solution Development: In the event the COR provides any comments on the Contractor’s draft Process Map, the Contractor shall incorporate them and shall deliver the final Process Map (See Task 2.1 above) within 15 business days of receipt of COR comments. The Contractor shall then develop User Interface screens and produce three graphical presentation displays of queries against Windchill data. These three displays shall include content loader (Admin), Data validator, and end user displays.
2.3 Verification and Validation: For each use case (identified below), the Contractor shall develop draft test plans and deliver them for COR review in accordance with CDRL A004. Use cases include the following: (i) one Milestone Decision Capability workflow; (ii) up to 30 engineering change notice workflows; (iii) up to 20 TechLoop workflows, (iv) up to 50 configured pages; and (v) all out of the box functionality. Draft test plans shall be delivered to the COR within 30 working days of the completion of solution development. The COR shall provide comments or concurrence within 15 working days of receipt of the draft. The contractor shall revise the draft plan to incorporate any changes requested by the COR, resulting in a final test plan that the contractor shall use for all testing performed hereunder. The contractor shall execute the final test plans which shall be witnessed by the COR or COR-designated individual on the TDREN Network at the Detroit Arsenal in building 200A:
2.3.1 After the conclusion of successful verification and validation per 2.3 immediately above, the Contractor shall provide upgraded Windchill configurations to the G6-TDREN staff (Jim Davies – (586) 382-7354) to be loaded on the Test Servers.
2.3.2 Once the upgraded Windchill configurations are loaded on the Test Servers, the Contractor shall (i) perform another round of testing, which traces each test back to a requirement; and (ii) document and deliver the results (as stated in section 2.3.6 below).
2.3.3 Once testing is complete, the Contractor shall then (i) perform system tests in accordance with the approved test plan, which trace each test back to a use case, and (ii) document and deliver the results to the COR (as stated in section 2.3.6 below).
2.3.4 Once the system tests are complete, the Contractor shall then (i) conduct integration testing in accordance with the approved test plan, and (ii) document and deliver the results (as stated in section 2.3.6 below).
2.3.5 Once all testing per 2.3.2 through 2.3.4 is complete, the Contractor shall (i) evaluate test plan effectiveness and (ii) document and deliver the resulting findings (as stated in section 2.3.6 below)..
2.3.6 The Contractor shall document the results of Tests 2.3.1 through 2.3.4 and the evaluation of package effectiveness and findings per 2.3.5, in the form of a Test Plan Document (see SOW Section C.3.6, CDRL A005) that includes all issues encountered during testing. The Test Plan Document shall be delivered to the COR within ten days of completion of all steps required under this Task 2.3.
2.3.7 In the event of any failures in testing, the contractor shall determine and correct the cause(s) of the failure, and then repeat the steps in 2.2 and 2.3 until all test are successfully passed. The results shall then be presented in the final Test Case Document (see section 2.3.6).
