INSTRUCTIONS

INSTRUCTIONS TO OFFERORS

General
1Offeror input is required in cells highlighted in yellow only. Offerors shall not manipulate any other cells.
Proposed Price Summary "Tab"
1This tab calculates the Total Proposed Price, which includes the Total Proposed IDIQ Price and the Total price for Task Order 001 Price. No input is required on this tab.
"TO 001" Tab
1This tab calculates the total costs and price for Task Order 001.
2All hours for TO 001 are pre-populated.
3All labor costs, fee, and fully burdened labor rates for each labor category are populated from the applicable cells of the "FBLR & IDIQ Price Summary" Tab.
3aThe price for each labor category is calculated by multiplying the number of hours by the fully burdened labor rate for each labor category.
3bThe total Task Order 001 labor price (cell M9) is calculated by summing the total labor price for each labor category required for Task Order 001.
4In cell J10, offerors shall input the total amount of travel cost that is expected to be incurred while performing Task Order 001.
4aOfferors shall provide detailed justification for all travel costs proposed for Task Order 001.
4bIn cell G11, offerors may choose to apply an indirect rate to the travel costs proposed for completion of Task Order 001. All proposed indirect costs shall be in accordance with the offeror's normal accounting practices. No fee shall be applied to any travel costs.
4cThe total evaluated travel price for Task Order 001 (cell M12) is calculated by adding the total proposed direct and indirect travel costs for Task Order 001 (cells M10:M11).
5The Total Evaluated Price for Task Order 001 (cell M13) is calculated by adding the total Task Order labor costs (cell M9) and the total Task Order travel costs (cell M12).
"Year 1 IDIQ Labor Rates", "Year 2 IDIQ Labor Rates", "Year 3 IDIQ Labor Rates", "Year 4 IDIQ Labor Rates" & "Year 5 IDIQ Labor Rates" Tabs
1Offeror input is required in all cells highlighted in yellow.
2No offeror input is required in the "Blended IDIQ Labor Rates" table. All values populate based on offeror input in all other tables contained on the worksheet.
2aThis table calculates the blended (prime & subcontractor) fully burdened labor rates that will be utilized to add contract value to all Task Orders issued under this contract.
2bIn Column E., the USG has included the estimated number of hours to be completed by each labor category in each ordering period under this effort. The estimated number of hours may be completed by the prime contractor or a combination of both the prime and subcontractor, the USG has provided the "Estimated Prime/Sub Work %" table (cells Q1:U11) which prime offerors shall fill out to identify the estimated amount of hours that will be completed by the prime and/or subcontractor.
3In the "Estimated Prime/Sub Work %" table, in the "Prime % of Work" column (Column Q.) prime offerors shall enter the percentage of the total required hours (Column E.) that is expected to be completed by the prime contractor under this effort. The "Sub % of Work" column (Column S.) automatically calculates based on the prime offeror's input in the "Prime % of Work" column.
3aThe percentages entered into this table are utilized to automatically develop the blended (prime and subcontractor) fully burdened labor rates for all five categories of the applicable ordering year. The blended labor rates will be utilized to add contract value to all Task Orders issued under this contract.
4In the "Prime IDIQ Labor Rates" table, offerors are required to summit fully burdened labor rates for each of the USG identified labor categories. All fully burdened labor rates automatically calculate in Column Q. based on the offerors input in Columns C.-O. Offeror's shall insert all of the cost elements (direct labor, fringe benefit costs, labor overhead costs, general & administrative cost, fee etc.) that make up all of the fully burdened labor rates proposed for each of the USG identified labor categories (Columns C.-O.). If necessary, prime offerors may submit additional cost data in it's own format to further justify the proposed single elements of the prime labor costs.
4aIf offerors choose to provide additional cost data as a separate submission, offerors shall provide reconciliation between the contractor format spreadsheets and the Government format spreadsheets. If reconciliation error(s) exist, the Government will rely on the data entered into the Government format spreadsheets to make any reasonableness/realism determinations.
5In the "Subcontractor IDIQ Labor Rates" table, prime offerors shall input the fully burdened labor rate for each of the proposed subcontracted labor categories (Column C.). The prime offeror may choose to apply indirect costs and/or fee to the subcontractor fully burdened labor rates (Columns E.-K.). All indirect costs shall be applied in accordance with the prime offerors normal accounting procedures. The fully burdened subcontractor labor rates (inclusive of prime adders) are automatically calculated in Column O. and are based on the prime offeror's inputs in Columns C.-K. of the "Subcontractor IDIQ Labor Rates" table.
5aSubcontractor offerors shall submit a detailed cost build up in their own format for each proposed fully burdened labor rates. Subcontractors may choose to submit the cost build up data as part of the prime contractor's cost submission or as separate submission directly to the Government. If reconciliation error(s) exist between the prime contractor's pricing submission and the subcontractor cost build up spreadsheets, the Government will rely on the data entered into the prime contractor's Government format spreadsheets to make any reasonableness/realism determinations.
"FBLR & IDIQ Price Summary" Tab
1Offerors shall input offeror name into cell A1.
2The total price is calculated in cell C37
3This tab calculates the total estimated price based on all USG estimated hours and all offeror inputs on the "IDIQ Labor Rates" Tabs.
4The total proposed IDIQ labor price (cell C30) is calculated by multiplying the fully burdened labor rates in cells C4:K8 by the applicable number of USG estimated hours in cells C12:K17.
5Offeror input is required in cells A34:C34.
5aThe USG has provided a pre-populated travel figure for the estimated travel costs expected to incurred during the performance of this effort. Prime offerors may choose to apply indirect costs to the USG provided travel plug figure. All proposed indirect travel costs shall be in accordance with the offeror's normal accounting procedures. No fee shall be applied to any travel costs.
5bThe total proposed IDIQ travel price (cell C36) is calculated by adding the USG travel plug figure (cell C33) and the offeror proposed indirect travel cost (cell C35).
5cAll travel costs proposed for each Task Order shall be justified by the offeror at the time of proposing for each Task Order. The USG provided plug figure is provided for estimation and evaluation purposes only.
6The total proposed IDIQ price (cell 38) is calculated by adding the total proposed IDIQ labor price (cell C30) and the total proposed IDIQ travel price (C36).
"Category descrip with Min Quals" Tab:
1This tab lists labor categories that the Government anticipates will perform the preponderance of work to fulfill Task Order under this IDIQ contract. Each category is described by SOC (Standard Occupational Classification) job classification number and minimum education/experience requirements.
2Offeror input is required in cells E6:G10.
2aA person legally authorized to bind the offeror shall enter their name in cells E6:E10 and the date in cells G6:G10 for certification. This person is certifying that the offeror will provide personnel that meet the minimum qualifications in accordance with the request for proposals (RFP) throughout the entire performance period of this IDIQ effort.
